Murray, Napa, . Calif ., chairman
of the board of trustees of the
American Medical Association,
urges the public to beware of
hysteria and compulsory federal
controls over the Salk anti-polio
vaccine.
Dr. Murray's warning came as
two congressional committees
prepared to investigate reasons
why a halt of vaccine approval
was recommended over last week
end.
The board chairman listed 11
"don'ts" regarding the vaccine.
They follow:
1. Don't let hysteria guide
your thoughts and actions.
While poliomyelities is "a seri
ous disease, it has not reached
epidemic proportions. Since
January 1 . of this year onjy
1,452 cases of polio have been
reported, compared with 1,976
in the corresponding weeks
last year. This figure, applied
against a population of 163,
million persons in the United
States certainly is not alarming.
Fellow Doctor's Advice
2. Don't permit your child to
be vaccinated if he or she com
plains of not feeling well. Fol
low the advice of your family
doctor to determine whether or
not your child is well enough
to be vaccinated.
3. Don't condemn the Salk
vaccine. Because a few chil
dren, out of the many thousands
so far vaccinated, developed
polio after inoculations, is no
good reason to knock down the
effectiveness of the vaccine. In
those isolated cases the vaccine
may have been given too late
to arrest development. Scientific
study now going on will pro
vide the answer eventually.
4. Don't expect vaccine to be
produced overnight. Pharmaceu
tical houses manufacturing it are
working day and night to speed
production and everything is be
ing done to produce sufficient
vaccine to inoculate as many
children as possible before the
polio season gets rolling.
5. Don't expect the Salk vac
cine to be 100 per cent effective.
Some cases will develop but this
vaccine is far better than any
thing we have ever had before.
Shun Rumors
6. Don't believe rumors that
the Salk vaccine is being boot
legged" or is available on the
black market. Immediately af
ter the Francis report was given
in Ann Arbor, Mich., only 1 per
cent of the vaccine was - made
available for commercial use.
Since then the vaccine has been
withdrawn entirely for com
mercial purposes. Dr. Chester
S. Keef er, chairman of Presi
dent Eisenhower's polio confer
ence, reports that some manu
facturers haven't shipped any
vaccine into commercial chan
nels since April 13. All vaccine
produced today is allocated to
the National Institutes of Health
and the National Foundation for
Infantile Paralysis.
Developments Studied
7. Don't follow the advice of
alarmists and self-styled health
experts. With the immediate
shortage of vaccine, intense emo
tional interest has been built up.
Representatives of 50 organiza
tions concerned with children
have been meeting in Washing
ton and have studied the latest
developments in the problems
of producing and distributing
the vaccine. Have faith in the
judgment of these qualified and
responsible people who have the
situation well in hand.
8. Don't be influenced by po-t
litical demagoguery. Let's not
be stampeded into compulsory
Federal controls.
9. Don't ask your doctor to
give you an adult Apriority
over children. The present sup
ply of vaccine is committed for
use in inoculating the first and
second graders. By the end of
the school year it is hoped that
enough vaccine will have been
supplied to vaccinate 9,000,000
children, or about 30 per cent
of those in the 1 to 9 age group.
10. Don't forget that every
lot of vaccine must undergo
many tests under supervision of
the laboratory of biologies con
trol, United States Public Health
Service. Safety, identity, toxicity
and potency are all carefully
checked under the biologies con
trol law.
11. Don't fear that any child
will be denied the vaccine for
financial reasons. From the be
ginning the medical profession
pledged to see to it that children
of indigent parents would get
the vaccine.
Dr. Murray said his '"eleven
dont's are offered in an effort
to end public confusion over the
Salk vaccine and mass inoculations.
