Billy Graham Concludes
Scotland Meeting Series;
Crusade Draws Criticism

Billy Graham wound up his all
Scotland crusade in this "capi
tal" of Scotland's highlands and
took off todav for a week of
"rest and quiet" and some golf.
Eight thousand persons braved
biting cold and drizzling rain to
hear the North Carolina evan
gelist speak last night in Bught
Park. It was the final meeting of
. a Scottist campaign that opened
in Glasgow March 21 and has
taken in meetings in Perth,
Edinburgh, Aberdeen and Prest-
wick as well.
London Next
Graham and his team began a
week's vacation today before
moving south for a week's stand
in London's Wembley Stadium.
From there they go to Europe
Neither Graham nor Jerr,y
Beavan, his aide, would say
where they planned to go. Bea
van hinted some ' of the. team
members were planning to tour
the Scottish highlands.
- "I'm not saying where I'm go
ing to spend my holiday because
I want rest and quiet so I can
prepare a series of fresh ad
dresses for London and the con
tinent," Graham said. "But I
hope to get some golf in as well
I can do with a rest."

Mrs. Graham and their daugh
ter, Virginia, were with him.
Graham said Sunday the Glas
gow phase of the campaign
eight meetings a week in the
17,000-capacity Kelvin Hall
had been the most successful
crusade he had ever conducted.
The number of persons who
heard him preach either in per
son or -via leased wires verged
on the 3,000,000 mark. Some
52.000 "declared for Christ."
But a minister who helped
organize relays of Graham's
service fronr Glagow to churches
in Sough on the outskirts of
London said that doesn't make
him a Graham fan.
The Rev. Claude Williams,
rector . of the Sough parish
church, vetoed a plan by mem
ber! of his congregation to char
ter a bus and travel to London
to see Graham.
"Billy Graham's methods are
contrary - to mine," Williams
aid. "His meetings are like'
football matches. They are treat
ed as entertainment. They are
too sensational and emotional
and I do not think they will
make lasting conversions.
"I was shocked at the ir
reverent way he spoke of Jesus
Christ," the rector said. "Not
once did I hear him speak of him
as 'Our Lord.' He refers to him
as one does to Tom or Dick or
Harry." : '
A 50-year-old Church of
Scotland minister also took issue
with Graham for what he called
"reducing Christianity to the
emotion level of a jamboree."
The Rev. John Cosgrove,
vicar of an Aberdeen church,
said Graham's meeting in Aber
deen Monday was a "stunt."

silver arrows were received by
John Harris and Gary Whittle;
John Singleton, Edward Burk-

and Clinton Gibson received
their Bob Cat pins and the Den
Chief Cord was awarded to Ken
neth Wald.
The Cubby Bear trophy was
won by Mrs. Whittle's Den 8 for
the greatest attendance that
evening.

Idaho Power Said
Trying To Kill Off
Two Cooperatives

government dam in Hells Can
yon charged today that private
power companies are trying to
cripple public power develop
ment in the Pacific Northwest.
Clyde T. Ellis, president, and
Charles A. Robinson Jr., staff
engineer, of the National Rural
Electric Cooperative Association,
made the statement in testimony
before a Senate Interior Sub
committee. Considering Bill
The subcommittee Is consider
ing a bill to authorize the $350,
000,000 government dam. Op
ponents were ,to testify later.
They were to include R. P.
Parry, attorney for the Idaho
Power Company; Bernard Wil
liams, -a company vice president,
and representatives of Idaho
water user organizations.
Ellis asserted that the Idaho
Power Company has tried to
"erase" . electric cooperatives
from its area. It has "killed off"
three in the state, he charged
and is "trying to kill two more."
Giveaway Attempt Charged
He argued that the company
with the "assistance" of the Fed
eral Power. Commission is "try
ing to give away a $1,000,000,
000 resource." The company is
seeking an FPC license for three
low dams in the canyon.
Robinson said private utili
ties now are trying to obtain up
stream sites in the Columbia
system . to , "gain control over
power production of the down
stream federal projects." Most
of the federal dams, he empha
sized, are on the main stems of
rivers in the basin.
"Private utility companies
undertaking these upstream
storage projects would secure
operating control not only of the
at-site power, but of the far
greater quantities of power
made available downstream by
the water release,", he said.

the federal debt "is equivalent to
the full value of all the land, all
the. buildings, all the. mines, all
the machinery, all the livestock

"I think no one can deny that
we are mortgaged to the ,hilt,"
Byrd (D-Va.), said in an address
to the annual meeting of the
U.S. Chamber of Commerce.

Rare Operation
Done by Dr. Carter
A rare operation, the replace
ment of a heart .valve with a
plastic valve, was performed re
cently by Dr. Max G. Carter,
son of a well-known Medford
family, according to the New
Haven Evening Register.
Dr. Carter is the son of Mrs.
George Carter, 821 East Jack
son st." The late Mr. Carter was
county clerk here for many
years.
The physician, chief of thor
acic surgery at St. Raphael's
hospital in New Haven, employ
ed a technique developed in the
east and used only rarely. The
patient's heart valves had been
damaged by rheumatic fever,
and the plastic valve will en
able him to lead nearly normal
active life, although the artific
ial valve, which clicks audibly
as the heart pumps, will give
him a permanent reminder of
the operation.
Dr. Carter is a graduate of
Medford High schodl, University
of Oregon and Harvard univer
sity medical school. He served
in the Navy during World War
II, and has been at the New
Haven hospital about four years.

est step yet to federal paternal

grants to states yet under tak

Byrd cited the President's
multi-billion dollar proposals for
increased federal aid for high
way and school construction and
for creation of a so-called fed
eral health payment program.
' In an earlier address to the
chamber, a Commerce Depart
ment official said "aggressive,
venturesome policies" in for
eign trade by the United States
can make the next 12 months
"one of the better periods of
our history."
E. E. Scnellbacher, of the de
partment's Bureau of Foreign
commerce, said prospects, are
good for rising exports and im
ports in the year to come.
He spoke to the U. S. Chamb
er of Commerce at the final ses
sion of its 43 rd annual meeting.
Before the meeting ended,
the chamber was to forge its
greatest increase in federal future policy on such varied af-

Spokane ' U.R) A veteran
hunter yesterday led officers to
the nest of an eagle, believed to,
be the one which attackd v two
boys recently, and a sharpshoot
ing state patrol radio "operator
shot and killed the bird from
350 yards away.
Sheriff's Patrol Capt. Clyde
Knaggs, who organized the
three man hunting party, said
he was "sure" the giant bird is
the same which attacked two
boys, April 22 and April 30.
He said they couldn't get a
good look at it, however, be
cause Elmo Denny's shot felled
the bird in its nest at the top of
a 125 foot tree and the bird re
mained there, tangled in the
nest and branches.
Knaggs said officers would go
out today to chop down the tree
and recover the bird.
Portland Building
Conversion Planned
Portland U.R) Plans were
disclosed today for a $200,000
conversion to the five-story Pal
ace hotel' building here for occu
pancy in July by the Commodity
Stabilization service.
Robin L. Small, Portland real
estate officer for the General
Services administration said
Mrs. Herbert Dahlke, the build
ing owner, had placed a winning
bid to house the service and sev
eral small agriculture depart
ment units. The 116-room hotel
operation is being closed so re
modeling can start.
The name of the building will
be changed to the Washington
building.
No Dispenser Permits
To Be Issued in State
Portland (U.R) No new dis
penser licenses will be handed
out in Oregon until census
counts show the state's popula
tion has increased,, the Oregon
Liquor Control commission said
today. .
- The commission said the legal
limit had been reached. The
quota, established two years ago
by the legislature, is one license
for each 2000 persons. There
are about 800 licenses now.
The commission said it would
not approve transfer of a license
away from the community or
area where it is located but
would allow change of location
within the same shopping area
or business district. . .
