Guided fissile Production Should Be Shifted Inland, Air Secretary Tells Newsmen
Washington U.R) Air Sec
retary Harold E. Talbott said
today that new aircraft and
guided missile production plants
must be built inland away from
crowded coastal target areas.
He said the Air Force opposes
. further expansion of the air
craft industry on the West and
East coasts.
Calling for dispersion of tha
growing guided missile produc
tion business, Talbott told ta
newt conference "we have no
idea of trying to reduce the acti
vity that is there (on the West
Coast) but we do not want it
xpanded."
"The same thing applies to the
last Coast," he said.
' Talbott called the news con
ference to "make crystal clear
the Air Force position" on in
dustry dispersion after testimooy
he gave the House Appropria
tions Committee created a furor
In Los Angeles. In his testimony I
he called aircraft Industry con
centration in California "danger
ous" from both a security and
an economic standpoint.
The Los Angeles Chamber of
Commerce immediatly raised a
question whether Talbott advo
cated reducing automobile pro
duction In Detroit or steel pro
duction In Pittsburgh. Talbott
told reporters he "certainly
would not put a big plant in De
troit." He said, "the aim is to
get away from concentrations."
He noted that the big aircraft
manufacturers on the West
Coast, Douglas, Lockheed, North
American, Boeing and Convair,
have "second source" plants in
Oklahoma, Georgia, Ohio, Kan
sas and Texas.
He indicated that the Air
Force will urge that full use be
made of those plants. For exam

Portland Carpenters Will Discuss Action
Portland (U.R) The execu

trict council of carpenters will
decide tonight what action to
take following suspension of ne
gotiations between the council
and major building groups.
The council, representing
more than 6,000 workers, reject
ed one proposed settlement a
month ago made by the state
council of carpenters. Since then
it has negotiated separately for
a 10-cent pay boost.
The state council settled for a

Tex., plant where B36 Super
bombers used to be built. Con
vair is developing the Atlas in
tercontinental ballistic missile.
Talbott said that Boeing, a
Seattle company, now is search
ing in the Midwest for a plant
site for missile production. Boe
ing is developing the Bomarc
anti-aircraft guided missile.
Talbott said that if North
America Aviation needed new
facilities to build its Navajo in
tercontinental missile they
should not be built on the West
Coast.
"We have no idea of decreas
ing the amount of activity,
amount of contracts and amount
of employment on the West
Coast," Talbott said, "but we
think further expansion should
be moved probably to the Mid
dlewest." He said that ' was militarily
safer. He also said it is "not
wise" for any community to de
pend for "too big a percentage"
of its livelihood on one industry
such as military aircraft.
In his congressional testi
mony, Talbott had said that 25
per cent of Southern California
depends on military aircraft pay
rolls. He told reporters today "I the increase. The Ar Force will
think that's right but I don't
know that I was right to have
said it."
Talbott said that the guided
missile program will be "very
large" in coming years. Defense
figures indicate it is the one area
in which military buying is on
