Birds Important
Encephalitis Link,
Scientists Learn

team of scientists in California
has found that wild birds are .en
important link in the spread of
encephalitis, the "sleeping sick
ness" that affects humans and
horses.
The medical sleuths who spent
six years tracking the virus in
the laboratory tand in the field
were from the University of
California, California's fish and
game department, and the U. S.
Public Health Service.
Scientists have known for
yearr that humans and horses
get the disease irom the bite of
the mosquito, Culex tarsalis. The
question was: where do the mos
quitoes get it?
Wild birds were under susr
picion because Culex tarsalis
bites them, too. To verify their
suspicions the ssientists scoured
some 500 square miles of Cali
fornia's Kern County, trapping
nearly 9,000 birds of 73 species
and 3,000 mosquitoes of eight
species.
Working directly on the trans
mission and encephalitis was im
practical, because the feathered
carriers only harbor it for a few
days at a time, and the virus
is extremely difficult to detect.
Instead, the disease detectives
built a chain of circumstantial
evidence, using an easily detect
ed and fairly common bird dis
ease bird malaria.
They did this by taking blood
samples from birds, and sampl
ing the stomachs and salivary
glands of mosquitoes. And they
found that one species fed most
readily on birds and carried bird
malaria. That one was Culex tar
salis the encephalitis carrier.
The researchers concluded
that the only way to fight en
cephalitis is to break the link by
moie intensive mosquito con
trol. Water, Sewage
Facility Increase
Declared Necessity

water and sewerage facilities
must be increased by 60 per cent
in the next 10 years to meet the
demands of the country's grow
ing population, according to the
Associated General Contractors
of America.
In the March isssue of its offi
cial magazine, the association
cited preliminary results of a
survey by four government agen
vies to confirm the need for such
an increase.
The survey showed the neces
sity of an estimated $25,000,000,
000 outlay to expand the facili
ties and eliminate present short
ages over the next 10 years. The
1954 ;value of the systems was
estimated at $42,000,000,000
$23,000,000,000 for water supply
and $19,000,000,000 for sewer
age. A $25,000,000,000 increase
would represent a 33 per cent
hike over the $9,000,000,000 in
five years which President Eisen
hower's Cquncil of Economic Ad
visers has estimated as necessary
to bring the nation's facilities up
to present needs, it said.
The survey was conducted by
the Commerce Department's Wa
ter and Sewerage Industry and
Utilities Division, the Census
Bureau, the Public Health Serv
ice and the Geological Survey.
Results of the study are expect
ed to be published soon in a serv
ice bulletin of the Commerce
Department's Business and De
fense Services Administration.
Of the $25,000,000,000 total,
the survey recommended slightly
over $10,700,000,000 for water
supply needs and about $14,600,-
000,000 for sewerage facilities.
The study found that 1,400
water systems were inadequate
today, the AGC pointed out. A
1952 survey by the Munitions
Board showed nearly 1,000 sys
tems to be deficient and a 1953
Geological Survey study put the
number at 1,300.

Anyhow, the manufacturers of
collapsible tubes or the kind
that you wind up , after - each
sauart are aware of the fact
that they a re way behind the
times. ' .
Our . cousins in Europe are
ahead of us, even though the col
lapsible metal tube industry here
now comprises 16 companies and
16 plants.
Last year the industry pro
di.tre'd 959,902,704 tubes. But the
collapsible tube, which came way
ahead of running jelly or glue
and other, things, was invented
and patented by an American,
one John RaMd. That was in
1841. And nobody around at the
time thought much of iL Rand

smart guy. More than a century
ago he discovered that air was
injurious to packaged products.
That it would cause things to dry
out and deteriorate. He hit on

America. But America didn't
pay much attention for a long

minds of Europe went out to
commercialize on it.
