Salk Anti-Polio Vaccine Seen Powerful
Weapon for
by delos smith
United Press Science Editor
New York (U.R) The best
expectation of a public health
"general," newly armed with a
powerful weapon against disease,
Is to do in the enemy not this
year nor next year but only "in
time."
The enemy is polio, the weap
on is the Salk anti-polio vaccine,
and the general is Dr. Morris
Greenberg, director of the Bu
reau of Preventable Diseases of
the New York City Department
of Health.
Continuous War
He is field commander in one
of the world's largest theaters of
man's continuous war upon dis
eases. His responsibility is to
prevent all the disease that's pre
ventable among 8,115,000 human
beings living in close proximity
to one another and to one an
other's viruses.
There's the rub those three
types of viruses which cause
polio. From the standpoint of the
collective health of masses of
people, it is not enough to dis
ram viruses into hiirmlessness
with a vaccine. Somehow you've
got to reduce the "pool" of cir
culating viruses to just about the
vanishing point before you can
be sure of victory.
Immediate Objective
Dr. Greenberg's immediate ob
jective is to get at least 70 per
cent of the 2,215,000 most sus
ceptible New Yorkers, those
under 20, vaccinated as quickly
as possible, by mid-summer if he
can. He figured that will dramat
ically reduce this year's polio

cases, wmcn average 700 annu
ally. There will be not let-up in the
vaccinating, of course. The 70
per cent will be made to mount
toward 100 per cent, and the
least susceptible ages will be
brought into the program. Well
over half the city's population
will have polio - immunization
within few years.
That's preventing the disease
without necessarily reducing the
"pool" of circulating viruses.
Eliminating this "pool" is some
thing you can do only "in time,"
Dr. Greenberg said. How long
this "time" will be, depends
upon what the Salk vaccine does
to the "environment" inside the
human body.
There it produces antibodies
against polio viruses, but in the
bloodstream. Polio viruses get
into the gastro-intestinal tract
before they enter the blood
stream. To have antibodies that
keep them out of the blood will
prevent them from causing par
alytic polio buj anti-bodies won't
prevent viruses from entering
human bodies, multiplying there
in, and being excreted back into
the big outside world.
Unwitting Incubator
Thus, any given person can be
immune to paralytic polio and at
the same time be the unwitting
incubator in which polio viruses
multiply. But the chances are,
Dr. Greenberg said, mass vaccin
ations over a long period will
so change the internal environ
ment that this will no longer be
so for most people.
The few for whom it remains
so, will be polio Polly and they
will be identified and supervised
as "typhoid Marys" are now.
These latter are persons who are
immune to typhoid fever them
selves but are "carriers" of the
infecting agent. Dr. Greenberg
pointed out that in New York
their numbers have dropped from
600 to less than 400 in 20 years.
The old "carriers" are dying out;
