    Sen. George Declares
UN Charter Revision
Unwise at This Time
Washington (U.R) Chair
man Walter F. George of the
Senate Foreign Relations com
mittee said Saturday it would
be "unwise" for the U. S. to press
for ' an immediate United Na
tions charter review conference.
The Georgia Democrat said he
thought it would be "very dif
ficult to get a charter review
conference under present condi
tions that would be productive."
George told newsmen that
perhaps "by next year" condi
tions will have stabilized enough
for a conference "with some
hope of strengthening the
charter.''
Hearings On Proposal
A foreign relations subcom
mittee also headed by George
has been holding hearings on
proposals for revising the
charter.
Mrs. Eleanor Roosevelt Fri
day agreed generally with testi
mony earlier in the week by
former President Harry S. Tru
man and Herbert Hoover that
any helpful charter revisions
would be difficult under present
p conditions.
" Mrs. Roosevelt and Mr. Tru
man both warned that a full
dress charter review conference
now might do more harm than
good.
Under the U. N. charter, the
question of calling a charter re
vision conference is automatical
ly on the agenda of the U. N.
General Assembly for this fall
because 10 years have elapsed
since the charter was approved.
Member states will decide
whether they want such a meet
ing. ,
No Prediction Made
George would not predict
what the subcommittee will rec
ommend when it winds up hear
ings and prepares a report later
this year. But he said he sees
little chance of a charter revision
Foreign Nations to Get
Salk Vaccine Formula
Washington (U.R) The State
department expects in the next
few days to begin sending to
about 75 nations the formula of
the Salk polio vaccine and the
University of Michigan evalua
tion report.
Russia and other Communist
nations will be among those re
ceiving the information.
The move is being taken on
instructions from President Eis-
enhower as a gesture of good
will. Officials said transmission
of the polio vaccine information
is primarily "symbolic" because
the Salk formula has been
known to medical authorities
abroad for some months.

vision within the U. N. with a
view toward a possible charter
revision conference in the fu
ture. John J. Barnhardt, represent
ing the American Legion, called
for a three-point revision of the
U. N. charter to provide for:
Limitation of use of the veto
in matters involving aggression;
limitation of world arms pro
duction through arms quotas
and international inspection,
and an "international police
force" under the U. N. Security
Council.
Gambling Raids in
San Francisco Net
161; Inquiry Set
San Francisco (U.R) T h r e e
special squads of police and
Dist. Atty. Thomas C. Lynch
staged a series of synchronized
raids late Friday night and early
Saturday to clamp down on
gambling in San Francisco.
When the final raid was con
cluded at 5:15 a.m., the special
police had arrested 161 persons,
confiscated $14,000 in cash and
checks, and seized 35 knives
and six guns.
The raids took place in the
northern, southern and central
police districts, but none of the
police in these stations were
informed of the raids until they
were underway. The special
squads vere composed entirely
cf members of the homicide
squad, plus Captain of Inspec
tors James English. '
Police Chief Michael Gaffey
said he would order an investi
gation as to why the gambling
joints were operating. He said
he would demand written re
ports from personnel at the
three stations.
Morse Raps Stand on
Formosa Resolution
Washington (U.R) Sen.
Wayne Morse (D-Ore.) said Fri
day night that when Congress
approved President Eisenhow
er's "defend Formosa" resolu
tion in January it "turned its
back on a glorious tradition of
non-aggression."
Morse told Georgetown Uni
versity law students the resolu
tion "simply means the power to
declare war was transferred to
the President."
He called Mr. Eisenhower's
judgement in the Formosa crisis
"very, very poor."
U.S. Must Stand Ground,
Deputy Secretary Says
Boca Raton, Fla: (U.R) Dep
uty Secretary of Defense Robert
B. Anderson said Saturday that
the United States must do more
than stand its ground in the
arms race in order to defeat
Communism.
The most that can be done in
the arms race, Anderson said,
is to neutralize Russia's use of
military force as an instrument
of its "aggressive policy."
But beyond that, he said, other
factors - in the power balance-
"economic, diplomatic, psycho
logical and moral" become
even more important.
Anderson spoke before a
meeting of the Americans Asso
ciation of Advertising agencies.

Eisenhowers Relax
At New Farm Home

President and Mrs. Eisenhower
relaxed at their farm home Sat
urday their first day together in
two weeks.
The President arrived from
Washington Friday night and
was to remain until today. His
departure from the capital was
delayed by a last-minute meeting
with Adm. Robert B. Carney,
chief of naval operations, and
Undersecretary of State Herbert
Hoover. Hoover is acting secre
tary of state while John Foster
Dulles is vacationing briefly in
Canada.
Actress Gail Russell
Fined for Hit-Run
Hollywood (U.R) Actress
Gail Russell was fined $50 Fri
day following her conviction of
misdemeanor hit-run driving in
a traffic accident Feb. 11.
The dark-haired actress, ex
wife of actor Guy Madison, was
reported suffering from hepa
titis and did not appear in court.
Her attorney, David Hyeler Jr.,
submitted her case to Municipal
Judge Parks Stilwell, who found
her guilty. T"
Miss Russell, 30, was charged
with ramming the rear of a car
driven by Leonard Deutsch, 29,
of North Hollywood, and then
leaving the scene of the acci

Defense Testimony'
In Hank Case Ends
As Trial Recessed

Fong, who with his wife, Sherry,
is accused of murdering 16-year-old
Diane Hank, ended his de
fense testimony here Friday af
ternoon. . '
"Did you kill Diane Hank?"
was the final question asked by
defense attorney Irvia Goodman.
"No' sir," Fong answered.
Fong also denied that he had
asked Pio Reigo, a prosecution
witness earlier in the week, to
help move a body from Fong's
basement, and that he threatened
to kill Reigo if he told anybody
of the disclosure.
Prosecutor Howard Lonergan
cross-examined the defendant
questioning Fong about his back
ground and the details of his ar
rest on the first degree murder
charge.
Trial . was recessed for the
weekend following testimony
from two additional defense wit
nesses. Diane's body was found wrap
ped in blankets beside the Ever
green highway near Washougal,
Wash., in February of last year'.
Texan Charged With
Raiding Liquor Truck
Dallas, Tex. (U.R) Mark
Barnes, 38, of Dallas, was held
in county jail Saturday on char
ges of helping hijack a $21,000
load of liquor in Louisiana and
selling it in dry Oklahoma.
Barnes denied the charge and
refused to waive extradition. A
hearing on the extradition was
scheduled.
Barnes' bond was set at $85,
000. Maj. Louis Heard of the Loui
siona State Police said none of
the liquor had been recovered,
but that some pf the loot had
been traced into Oklahoma.
The load of 530 cases of liquor
was en route from Baton Rouge,
La., to Vicksburg, Miss., when
three men stopped the driver
April 5, they put the driver out
of the truck and drove away
with it. .
The truck was later recovered
near the Texas-Louisiana line,
north of Shreveport, La., some
90 miles from the hijacking
scene. .

Rep Adam Clayton Powell (D-
NY) said Saturday Chinese Com
munist Premier Chou En-lai had
not replied to two requests for
a meeting to discuss the return
of American airmen imprisoned
by Peiping on spy charges.
He defended his action at a
press conference Saturday and
said he did not believe his ef
forts would "wreck" United Na
tions negotiations to release the
fliers.

ican reporters who asked him
if he was "falsely" raising the
hopes of the airmen's families
and if he was familiar with the
Logan Act which forbids such
approaches to a foreign govern

asserted he did not know hys
letter was to be publicized.
Powell said he was not fa
miliar with the Logan Act.

Russian Vets Invite
Ex-GIs to Celebration
London (U.R) A group of
Russian veterans has invited
American ex-GIs to visit Moscow
to celebrate the link-up of Soviet
and American armies on the Elbe
in World War II, Moscow Radio
said Saturday.
The Communist broadcast,
monitored here, said an organi
zation of World War II veterans
who made the historic meeting
on April 25, 1945 had sent a
cable to the American ex-soldiers
who greeted them.
The Russian vet have called
the "Organization of American
Veterans of the Meeting on the
Elbe" asking them to come to
Moscow "as soon as possible" for
10th anniversary celebrations,
the broadcast said.
