End Near in Helser Case;
William Warner Testifies

neys were expected to wind up
arguments for both sides today
in the trial of J. Henry Helser
Company of Portland, Ore., on
charges of violating securities
laws.
The case, which resulted from
charges filed by the Securities
and Exchange Commission, is
being heard before Federal
Judge Louis E. Goodman.
The judge recessed the hear
ing a half hour early yesterday
to permit counsel to agree on
what remaining evidence would
be heard. Attorneys for both
sides indicated they would con
clude cases today.
Yesterday's session was made
up largely of testimony by Hel
ser employees as to the sound
management that the investment
firm afforded its clients.
The estimony was designed to
refute SEC charges that Helser
dealt in volatile and cyclical
stocks that were highly specu
lative and moved in a wide price
range.
William J. Warner, president
of the Jackson County Federal
Savings and Loan Association in
i Medford, Ore., testified that J.
Henry Helser and his Medford
staff had never made any guar
antees as to safety of principal
or assured income from his se
curities account.
Warner testified that Helser
had explained to him personally
the investment management
firm's fee system charging each
client $1 per share of stock on
the purchase or sale. Warner
said Helser had also told him
about the firm's use of "margin."

Clash Over Dulles'
Yalta Testimony
Washington (U.R) Democrats
and Republicans clashed heated
ly today over Secretary of State
John Foster Dulles' testimony
on the Yalta agreements and his
explanation of how the long
secret Yalta papers were re
leased. Senate Republican Leader
William F. Knowland. accused
Sen. Hubert H. Humphrey of
giving newsmen a "distorted
and unfair interpretation" of
Dulles testimony behind closed
doors before the Senate Foreign
Relations Committee yesterday, j
Republicans Angered
What angered the Republicans
most was Humphrey's statement
to reporters that Dulles thought
some of the Yalta agreements
have been of value to the United
States and that the GOP does
not plan to repudiate the agree
ments as promised in the party's
1952 campaign platform.
He also quoted Dulles as say
ing that in light of the "times
and circumstances" in 1945 the
much-criticized agreement on
Poland looked like a good ar
rangement at the time.
To Release Transcript
Humphrey announced at the
meeting that he planned to make
public a transcript of his own
questions and Dulles' answers.
The Minnesota Democrat, one
of Dulles' most intensive ques
tioners, said he did not feel
bound by the closed-door rules
because Dulles' own prepared
statement on the Yalta release
was made public.
Knowland said Humphrey's
action "is a violation of the rules
and precedents of the
mittee."

Deetz (R.-Canby) said yesterday
there was little chance that the
current legislature would enact
any new milk price fixing legis
lation. '
Deetz last fall led a movement
which resulted in repeal of the
state's milk marketing law.

Dust Storms Half

Ripped by Winds

A spring squall line raged
across the Midwest for the third
straight day today and blinding
dust halted traffic in parts of
the Southwest.
The Midwest, ripped by storms
which were the worst in 20
years in some areas, was warned
to be ready for a wide storm
front sweeping out of the
Dakotas.
The squall line, trailing cooler
air behind it, was expected to
reach Central Lake Huron by
tonight. Michigan was told to
expect 50 mile per hour winds.
Two more storm fronts were
sweeping eastward through
Oklahoma, threatening hail and
high winds.
Elsewhere in the Southwest,
winds up to 69 miles per hour
rolled up billowing dust clouds
over most of Kansas and parts
of Colorado, New Mexico, Texas
and Oklahoma.
The gusts hit their peak at
Pueblo, Colo., yesterday, cutting
visibility to zero. Trees were
uprooted and, in the northeast
corner of the state, dust-filled
winds stopped traffic cold.
In West Texas, the dust cut
visibility to a half mile at Child
ress and to a mile at Big Spring.
Tornadic winds swept across
the midwest Monday night, hit
ting the wealthy Chicago suburb
of Evanston with the worst
storm in 20 years, and yesterday
winds rose to 70 miles per hour
in Northern Illinois. ,
Heavy rains also soaked parts
of the Northern California and
Oregon coasts.
