MURDER VICTIM'S WIDOW QUESTIONED Mrs. Mary
Clark, widow of wealthy oil man William P. Clark, sits with
her eyes closed as she is questioned by Randall Riley, assist
ant district attorney at Fort Worth, Tex. Clark was found
shot to death in his 23-room mansion. An ex-convict claimed
that Mrs. Clark hired him and two other ex-convicts to
murder her husband during a robbery, with a guarantee
of $10,000.

Washington I have just re
turned to Washington from the
field hearings of the Senate In
terior Committee on the Hells
Canyon Bill. It was my privilege
to participate in these t public
interest hearings at Boise, Lew
iston, Pasco and Portland.
Equal time was given at the
sessions to backers and oppon
ents of the high dam. There can
be no doubt that the groups
which represent the overwhelm
ing majority of the people of
Oregon, Washington and Idaho
and understand and support a
high Hells Canyon Dam, with
out which full development of
the power, navigation, flood con
trol and recreation potential of
the Columbia River Basin can
not be achieved.
It is interesting that some pol
iticians who do not have the
courage to take a clear position
on Hells Canyon are attempting
to set up a smoke screen by ad
v oc a t i n g "partnership" as a
means of developing multi-pur
pose river projects.

The Hells Canyon 'project
would contribute 1,124,000 kilo
watts of power to the Columbia
River Power System. Its mag
nificent pool would provide over
3 million acre feet of storage
which would go far to remedy
the current power curtailment
by providing water to flow
through the generators of down
stream plants which are now
working at low efficiency be
cause of decreased water flow.
Without Hells Canyon storage,
four downstream dams on the
Snake River would not be feasi
ble financially. Without Hells
Canyon 2V4 million kilowatts
could be lost.
What Does Partnership Offer?
The advocates of "partner
ship" have claimed that adoption
of their plans for Cougar and
Green Peter dams would , point
the way to meet the pressing
needs of our region for power.
They claim that "partnership"
would speed construction of the
dams and put electric power on
the line more quickly than Fed
eral construction.
I do not understand how this
can be reconciled with the pro
visions of the Cordon-Ellsworth
bills proposed in the last Con
gress or the Ellsworth proposal
of this year. Those bills do not
provide any effective time limit
in which the so-called partners
would be required to perform
their obligations. The latest bill
merely provides that if no ap
plication for a "partner" is filed
within two years after enact
ment of the bill, or the applica
tion is denied, "or if construc
tion isnot commenced and car
ried out within a reasonable
period of time as "may be fixed
by the Federal Power Commis
sion" then the original plans
for Federal construction and op
eration shall be resumed.
Federal Conslruction Favored
The partnership pluggers have
implied, that Congress is not hos
pitable to Federal construction.
That is not the fact. In the last
Congress ' the partnership bills
for Cougar and Green Peter
were pushed hard, but were not
enacted. But authorization for
the addition of Federal power
facilities to Cougar and Green
Peter were recommended by the
House and Senate Public Works
Committees as I urged as a mem
er of the latter. Those recom
mendations were enacted into
law in the Omnibus Rivers and
Harbors Act last year.
Moreover, there have been
appropriations for both projects,
totaling $381,000 to date. I have
urged such appropriations in the
past and shall continue to do so.
The President unfortunately
only recommended a small ap
propriation for continuing Cou
gar planning and none for Green
Peter, as Federal projects. I shall
be working with Senator Nell
ie e r g e r and Congresswoman
Green to increase Cougar ap
propriations and include funds
for Green Peter.
Need for Flood Control
We need these projects for
vital flood control. Although the
power from both projects would
amount to some 100,000 to 120,
000 kw, less than 10 per cent of
f the power benefits of Hells Can
yon, mat power woum oe neip
ful in meeting the needs of the

Epochal news:
After exhaustive tests involv
ing near 2,000,000 children, the
Salk vaccine against the Tolio
virus has been pronounced
SAFE, EFFECTIVE AND POT
ENT. The report of the investigat
ing scientists adds that there- is
no longer doubt that children
can be vaccinated successfully
against polio.
rpHE vaccine is officially de-
clared to have been proved
to be 80 to 90 per cent effective
in preventing paralytic polio, and
Dr. Jonas Salk, who developed
it, says he is certain it can be
potentially made almost 100 per
cent potent in smashing polio's
terror and tragedies.
llfHAT is a vaccine?
How does it work?
Well, in layman language, a
vaccine is a substance that stimu
lates the human body to produce
ANTI-bodies. These antibodies
attack and conquer invading
germs and viruses. Just ANY
antibody won't attack and con
quer just ANY germ or virus. A
SPECIFIC, antibody is required
to attack and conquer a SPE
CIFIC germ or virus.
The problem in the case of
polio was to find the specific
vaccine that would stimulate the
production in sufficient numbers
of the specific antibody that com
bats the polio virus.
Dr. Salk, after long research,
FOUND IT. That is the story in
a nutshell.
TN PRACTICE, Dr. Salk says,
two shots of the vaccine,
spaced two to four weeks apart,
"prime" the human body to turn
out the antibody that combats
the invading polio virus. A third,
or "booster" shot, he adds, should
be given not earlier than se,ven
months after the "priming"
shots. This booster shot pulls
the trigger of the antibody mech
anism to flood the bloodstream
with the defending antibodies.
The immediate problem is to
secure as wide immunity as pos
sible against polio. Dr. Salk, on
the basis of new findings, urges.

by March of Dimes funds. I think
this knowledge will cause every
one who gave to the March of
Dimes fund to feel that his gift
was at least one good deed in his
life.

which over the years is the target
for far more brickbats than
bouquets.
The splendid news that was
given to us was faintly fore
shadowed quite some time ago in
the forward-looking minds of
competent scientists. They
thought the Salk vaccine had a
good chance to be successful.
It seemed to them
A BIG GAMBLE was warranted.
THEY communicated their be
lief to the big business in
stitutions that produce drugs and
medicines. They said, in effect,
that if the Salk vaccine was
proved a success LARGE quan
tities of it would be NEEDED
AT ONCE in order to immunize
as many American children as
possible in as short a space of
time as possible.
These big concerns listened to
them and TOOK THE GAMBLE.
They put millions of dollars into
the job of producing the vaccine.
The result is that enough of it is
ready TO DO THE JOB THAT
NEEDS TO BE DONE.
LET'S put it this way:
If they hadn't been big,
they couldn't have done the job.
Ours is a big country, with big
problems and big opportunities.
Bigness is required to meet these
problems and realize these big
opportunities.

dren are given lessons in sculp
turing each Saturday by Gaar
Lund, activities director for the
Layton Art Gallery extension,
and other staff members.
The children are given ab
stract shapes to hold and study
with their fingers. After "see
ing'" them, they are given soft
clay to fashion into reproduc
tions. Pinch pots are made under
the direction of the staff and if
all goes well, the "sculptors" are
allowed free rein in design.
Oregon Vacancy
May Be Filled Soon
Portland (U.R) A federal
judge may be appointed some
time this month to fill the vac
ancy that has existed in Oregon
for several months, Jess Gard,
Republican nation committee,
said today.
Gard said he was going to
Washington, D.C., this week and
that the judgeship appointment
would be one of several items
he will discuss.
Circuit Judge William G.
East of Eugene has been prom
inently mentioned as a choice
for the position.
