Nationalists To Bear Responsibility In Defense of Matsy, Quemoy Isles
Eisenhower's Advisers Declared
Backing Away From Earlier Stand
Washington (U.R) The Chi
nese Nationalists will bear the
primary responsibility of de
fending the Quemoy and Matsu
islands under present adminis
tration policy, it was learned to
day. Some of President Eisenhow
ers top advisers were reported
backing away from their earlier
stand that the United States has
no course but to defend the off
shore islands if they are attack
ed by the Chinese Reds.
Several Reasons
'There are several reasons for
a change of mind by the advis
ers, it was said, including the
attitude of U.S. allies and the be
lief that Americans generally
are not in favor of getting in-
they are given enough U.S. ma
terials of war.
These officials also feel, it
was said, that strengthening of
Chiang Kai-shek's forces on the
outpost islands might discourage
the Communists from making a
major attack against them.
Officials Tighllipped
These are considered two of
the main reasons for President
Eisenhower's refusal to indicate
in advance what the United
States will do about defending
the islands.
Informed officials in the ad
ministration are more tight-
lipped about the situation than
ever since Adm. Robert B. Car-
nev's background talk with
newsmen.
But officials close to the prob-
volved in an all out war over ( lem believe the President will
the islands.
Some top policy officials m
the administration apparently
believe that the Chinese Nation
alists could defend the islands if
withhold his decision on defend
ing the islands until they are
actually attacked in order to
weigh the nature and serious
ness of the challenge.
Stevenson Will Tell
Position on Formosa
Crisis in Major Talk
Chicago (U.R) Adlai E.
Stevenson, titular head of the
Democratic party, will break a
silence of four months tonight
to tell the nation where t he
stands on the Formosa crisis.
It was expected that the 1952
presidential candidate would op
pose any attempt to involve the
United States in war over the
Nationalist-held offshore islands
oi Quemoy and Matsu .
Stevenson's speech, billed as
"non-political," was to be broad
cast nationally over two radio
networks the Columbia
Broadcasting system between 7
and 7:30 p.m. (PST) and the
National Broadcasting system,
in a recording, between 7:30
and 8 p.m. (PST).
The former Illinois .governor
has not made a major speech on
national issues since last De
cember. He decided to speak out
in response to a "heavy volume"
of mail asking his stand on for
eign policy, a spokesman said.
Many Support President
Stevenson, now in private law
practice here, wrote his speech
during the week end. He offer
ed no hints as to its contents, but
friends said he is anxious to
give the American people a clear
picture of what he thinks is at
stake in the Far East.
His speech will also spell out
where he differs with the Eis
enhower administration's policy
of guaranteeing protection of
the Chinese Nationalist bastion
of Formosa and of hinting pro
tection for Quemoy and Matsu,
Stevenson's friends said.
On the other hpnd, friends
said, Stevenson may support Mr.
Eisenhower in ' his differences
with Republicans who demand a
more vigorous Far Eastern pro
gram. Stevenson's speech was sure
to be watched for indications
of where a sizeable wing of the
Democratic party stands. It was
reported that fie began his
speech writing with a draft pre
pared by Democratic foreign
policy experts, including form
er Secretary of State Dean Ach
eson. However, Stevenson's law
partner, William McCormick
Blair, said the address will not
be cleared with party leaders in
Washington because it does not
deal with party politics.
Whether or not it is "politi
cal," the speech may help deter
mine the former candidate's po
sition in his own party. Steven
son has been prominently men
tioned as the Democrats' most
likely 1956 candidate, if he
wants the nomination. But Stev
enson has , given no indication
of whether he will run again.
Policeman's Search
Ends at Door Step
Jacksonville, Fla (U.R)
Policeman M. J. Byrd Jr., search
ed all day for a stolen car driven
by a man also wanted for passing
bad checks.
He went off duty at midnight
without finding a trace of the
car or its driver. As he stepped
from his auto at home a man
stepped from the bushes brand
ishing a knife. Byrd drew his
service revolver and disarmed
the man.
He took a closer look. It was
the man he had hunted all day
and the car for which he had
been searching was nearby.
"I was just driving around
looking for a room for the
night," the man protested.
"I think I can find you one,"
Byrd said as he snapped on the
handcuffs.

POLITICAL BIAS
Hastings, Neb. (U.R) The
woman didn't have to tell any
one how she felt politically
when she resisted her organiza
tion's plan for a white elephant
sale. She wanted it changed to
a white donkey sale.
