Japan Negotiating for
Purchase of U.S. Rice
San Francisco (U.?.) Japan
is negotiating with the United
States government to buy 100,
000 tons of rice, which should
clean up California's rice sur
plus, reports indicate.
Nathan Cummings, cha'irman
of Consolidated Foods Corpora
tion, told the Security Analysts
of San Francisco that the trans
action will be payable in Jap
anese currency, if completed.
"Prices and profits will not be
as satisfactory as we would like"
Cummings said.
"However, in view of the com
petition of world markets and
the tremendous surplus that our
government is taking over from
ihe south, we believe that we
will come out fairly well in our
rice operations."
Rice is the largest item in con
sclidated's business. Last year
the company handled 2 Vi mil
lion bags of rice at 160 pounds
each.
Establishment of labor unions
on a permanent basis was ap
parent for the first time during
the depression of 1893-1896, says
a Twentieth Century Fund re
port. It was then that unions for
the first time weathered a major
economic setback without loss of
membership.

Springfield Councilmen
Recall Petitions Filed
Springfield, Ore. (U.R) Re
call petitions were filed at the
city hall here Monday. They are
aimed at ousting two city coun
cilmen from municipal posts.
Listed on a "routine" charge,
that they were incompetent to
serve as councilmen because they
were more interested in their
own welfare than that of the
city, were councilmen Paris B.
Breedlove and Ralph Nicholas.
The petitions were filed by
Jack D. Lively, local attorney,
on behalf of Donald McElhany,
who listed himself as treasurer
of the two recall movements.
The petitioners would have 90
days in which to obtain the mini
mum 628 signatures, after which
a recall election would be man
datory within 20 days.
