That Vaccine Works

as E. Salk's closely detailed
scientific experiments proved,
more or less conclusively, that
his anti-polio vaccine works.
Last spring s mass testing with
1,800.000 children merely put
the icing on the cake, so to
speak.
To work, the vaccine had to
stimulate the bodies of vaccin
ated persons into manufactur
ing anti-bodies that would re
sist all three types of viruses
which cause paralytic polio.
It had to produce enough of
these anti-bodies to ward off
any viruses which managed to
get into the body. And these an
tibodies had to remain in suf
ficient numbers for a reasonable
period of time, since there
would be no point in making a
child immune to polio if the
immunity was going to be a mat
ter of only hours or days.
Original Goal
Dr. Salk's original goal was
to develop a vaccine which
would produce as many or more
lasting antibodies as a case of
paralytic polio will produce.
Anyone who has ever had polio
is thereafter forever immune to
the particular type of virus
which caused his case. That is
' natural" immunity and it is
the best kind to have but is
most impractical because to get
it, you have to risk dying or
crippling by polio.
In March of 1953 Salk start
led the scientific world by re
vealing in the journal of the
American Medical association
that he had developed a vaccine
which had produced in 90 chil
dren and adults levels of anti
bodies that were higher than
the levels in the blood of persons
who had had polio. In October
of that year he announced to a
medical meeting that his vaccine
had done this in 475 more chil
dren, and furthermore, the high
levels of antibodies had main
tained themselves for months.
No Failures
By March of last year, he was
able to report to a medical meet
ing on almost 5000 human ex
periments. There were no fail
ures of the vaccine to produce
effectively high levels of anti
bodies. But most important was
the impressive evidence that
the vaccine did what the disease
causing virus itself did in the
.human body, that is, set up a
kind of stand - by factory for
the production of antibodies at
an emergency rate, which, when
the virus again appeared in the
blood stream, went into frenzied
activity. This is called the
"booster" or "recall" phenom
enon. By now it seemed clear that
the vaccine might well produce
immunity for life, as the virus
itself will provided it doesn't
kill the victim. But there seemed
, not the slightest doubt that it
would last at least for a few
! months, which would be quite
enough to wipe out the disease.
A "polio season" when the vir
uses are most prevalent, lasts
only a few months; children
could be vaccinated once a year
or even twice a year if that was
needed to make them immune.

Detroit 'U.R) The guaran
teed annual wage plan which
the CIO United Auto Workers is
demanding from the automobile
industry could affect the lives
of nearly every American in one
way or another.
The effect might come through
huge disruptive strikes, strikes
idling hundreds of thousands in
the automobile industry and sup
plier firms.
It might come through revolu
tionary changes in employee-employer
relationships if the un
ion wins its case. In that event,
the plan almost certainly would
spread to other fields. It could
spread through the nation's en
tire industrial setup.
Could Wreck Economy
Those changes, some say, could
wreck the national economy,
bankrupt even the biggest firms.
Others say the changes could
help spur the national economy
to its greatest heights.
The plan certainly will be one
of the most widely-discussed top
ics in the nation in the next two
and one-half months while the
union bargains for it with Gen
eral Motors and Ford, the firms
which produce three of every
four cars sold today.
Guaranteed Wage Outlined
Exactly what is the plan?
It is a labor contract under
which employers guarantee
work on a year-around basis. The
paychecks would keep flowing
even if there isn't any work.
Some forms have been tried
many times. Some of the plans
go back 60 years. More than 190
separate plans have been pro
posed. But none like the UAW
plan. It is more sweeping in
scope, more definite in "guar
antee" than anything ever tried.
Nunn-Bush Shoe Co., for
example guarantees 52 weekly
pay checks but the size of the
checks isn't guaranteed. Proctor
and Gamble guarantees workers
48 weeks of work a year but the
number of hours isn't guaran
teed. Hormcl guarantees 52 weeks
of pay of 38 hours a week. But
the plan ignores seasonal ups
and downs. Overtime work in
on week isn't paid for at pre
mium rates. The extra hours of
pay are held up and the pay
meted out to fill out short work
weeks.
What the UAW wants is much
broader. It wants a guarantee of
52 weeks of work a year, with
40 hours pay in all 52 weeks.
Overtime in any week would be
dumped on top at premium pay.
Sam Take-Home Pay
For every two weeks a worker
is at his job, he would pile up
a guarantee of one week's pay
against layoffs. Workers with
two year's seniority would have
a 52-week guarantee. This is the
top guarantee.
The exact amount a worker
would get would depend on his
pay scale. Part of the pay would
come from unemployment com
pensation. The company would
make up the difference to give
him the same "take-home" pay.
Strikes in supplier firms
which cause material shortages
would not cut off guarantee pay
ments. The union also contends man
agement should plan on main
taining pay checks for its work
ers in case of "acts of God" such
as fires, storm damage and the
like.
Registration Required
A worker who was laid off
would have to register with the
state unemployment office and
take a "suitable" job if one was
available. If the replacement job
paid him less, the employer
who owed him a "guarantee'
would have to make up the dif
ference. ' !
That is the broad outline of
how the plan the UAW proposes
would work. The union has said
it is open to "satisfactory"
changes. i
The automobile industry hasj
kept its views on this specific
plan to itself so far.
Both sides have their argu
ments ready. This is the plan
the argument will be about. Tnt
results of the argument could
affect millions of us.

$1,000 for Drunk Driving

motorist was handed a SI 000
fine, one year in jail and loss of
his operator's license for three
years yesterday for drunken
driving.
The stiff sentence was Eiven

cipal Judge J. J. Quillan, who
cracked down - hard on errant

Scelba Faces
Pro-Communists
Rome (U.R) Premier Mario
Scleba staked the life of his
government today against a last
minute attempt by pro-Communists
to thwart his departure to
morrow for the United States.
The left wing Socialists of Pie
tro Nenni introduced a resolu
tion in the Chamber of Deputies
asking the government for assur
ances that Scelba would make
no decision in Washington on
joint Italian-American exploita
tion of Italy's newly discovered
oil fields.
Scelba immediately labeled
the move a "pretext" to embar
rass him during his talks with
U.S. leaders. He made rejection
of the Socialist resolution a con
fidence issue.
A vote on the resolution was
expected sometime tonight.
Scelba is scheduled to leave
for Canada and the United
States tomorrow.
The Premier won an import
ant victory last night when the
chamber postponed local elec
tions until 1956.
Klamath Air Base Work
Due in Late Summer
Washington (U.R) Sen. Rich
ard L. Neuberger (D-Ore.) said
yesterday the Air Force plans to
start construction in late sum
mer or early fall of a small in
stallation at Klamath Falls,
Ore., which will cost about
850,000. When fully occupied
the site will have 200 officers
and airmen.
Two Patients Flown By Mercy Flights
Two emergency medical pa
tients were flown to Portland
by a Mercy Flights, Inc., plane
yesterday. They were the 335th
and 336th patients carried by
the non-profit air ambulance
corporation.
Earl Guches, 819 Marshall st,
was taken north for surgery. He
was accompanied by his wife on
the flight. Marie Williams, Tal
ent, was taken to a Portland hos
pital for treatment of a lung
condition. Both patients were
accomodated on the same flight
in the twin-engine Cessna am
bulance plane.
The aircraft encountered sev
ere icing conditions at Eugene
on the return flight, and re
mained there overnight, return
ing here today.
Women drivers are involved
in only 12 per cent of U.S. auto
accidents.
