Camp White Manager
Finds Japanese Folk
Friendly, Cooperative
Camp White The Japanese
people seem to welcome the
military occupation and show a
friendly and cooperative spirit
in their dealings with Ameri
cans, E. K. Ricker, domiciliary
manager at Camp White, de
clared following his return from
a month long visit in that coun
try. He spent most of his time at
Yokohama, where his son, Cot.
J. K. Ricker, and family, are
stationed with the Army.
Impressed With Contrast
Mr. and Mrs. Ricker vere im
pressed with the contrast shown
in the adherence to many of
their native customs and the
prevalence of manners and in
stitutions which have been in
troduced in modern times.
"There is no sign of animosity,
either among the business peo
ple or the inhabitants general
ly," he said. "It may be of in
terest to know that my son and
I attended a Rotary meeting
there, at which a delicious meal,
including the best pastries I have
ever eaten, were served. It cost
90 cents and was better than
a 51.50 meal here. Of course, a
special price was made to the
club members," Ricker added.
Asked if the Japanese cat
with chop sticks, he said that
they do, and he noted that the
Japanese make considerable
noise in eating their food, as a
mark of good breeding to show
the host that they are enjoying
it. "It was told that I should
have indicated how much I en
joyed the soup in this way," he
said.
Bargains in Shops
"We found the shops filled
with wonderful bargains, and
Mrs. Ricker was busy most of
the time shopping. Wonderful
Chinaware and mink coats were
available at the stores at reason
able prices. There were many
strange ways that seemed quite
difficult to understand, but the
Japanese have a reason for all of
their habits of behavior, which
they retain in spite of the in
fluence of culture from overseas."
The Rickers took numerous
pictures while in Japan and as
soon as the collection has been
assembled, they will be shown
to the members by means of
slides.
Camp Personnel Man
Vill Take Training
Camp White H. J. Heitkem-
per, personnel officer, has re
ported to central office in Wash
ington as one of a group of VA
personnel directors taking spec
ial training in the administra
ton of the newly established
wage board procedures for fed
eral agencies.
He will spend three months
studying the new system of pay
ing government employees en'
gaged in craft and custodial
duties.
The new arrangement is in
tended to bring the government
wage scale more In line with
rates of pay elsewhere in jobs
calling for skilled labor, it was
explained.
The board will have no juris
diction over regular classified
civil service employees, it was
stated.
