Ten Plants Schedule
Use of Steam Power
Portland U.R) Ten of the
14 plants affected by Bonneville
Power administration's 35 per
cent slash in interruptible pow
er have scheduled additional
higher-cost power from steam
plants to maintain full produc
tion, a Bonneville spokesman
said today.
The power cut went into ef
fect at 7 a.m. Monday because
of low reservoir reserves and
continued cold weather condi
tions. The four industries which did
not buy any new power are
Electro Metallurgical company
and Pennsylvania Salt company,
Portland; Rayonier, Inc., Port
Angeles, Wash., and the Victor
Chemical Works, Silver Bow,
Mont.
Ample steam power exists in
the area to make up for the cut,
the BPA said, but it is more expensive.

Farmers Oppose
Measure To Create
Ground Wafer Code
Salem U.R) A delegation
of The Dalles farmers yesterday
appeared at a Commerce and
Utilities Committee hearing here
to oppose enactment of a bill to
create a ground water code ap
plicable to the entire state.
Paul Martin and E. C. Thomp
son, spokesman for the group,
said the bill did not offer ade
quate protection for well owners
who had made large investments
in ground water systems. They
said they feared they would be
denied the water rights and pri
orities to which they felt they
were entitled on the basis of
their investments.
Need Seen for Code
Martin said some 2000 to 3000
acres of land in The Dalles area
are under irrigation from ground
water. He agreed that there was
a need for a code for conserva
tion of the water but he said it
should not be enacted without
first protecting the prior rights
of those already on the water
scene.
There has been no noticeable
diminishing of flows from ar
tesian wells around The Dalles
where two of the state's largest
artesian wells are located, Mar
tin told the committee.
Favored by Granges
Elmer McClure, master of the
Oregon State Grange, said the
majority of local Granges favor
ed a ground water code for west
ern as well as eastern Oergon.
The people of Oregon realize the
time has come to face the prob
lem of short water supplies, he
said. He urged the committee not
to delay or postpone action on
the water resources bill, claiming
deferment would only complicate
the problem.

Plan Made To Scatter Government
In Event of Attack on Capital
Washington (U.R) The fed
eral government will be run
from about 30 scattered centers
if nuclear warfare threatens or
hits the capital.
Defense experts have selected
locations over a wide area
north of Pennsylvania, west to
Ohio and south to North Caro
lina. Nearly 30 executive agencies
which would have essential war
time functions have been assign
ed these "emergency relocation
sectors" in which they would
continue to operate. They range
from 80 miles north and west of
Washington to 200 miles south.
No Congressional 'Hideout'
Congressional leaders have
not yet accepted an invitation
from the Office of Defense Mo
bilization to assign a hideout
where the lawmakers would
meet in emergency session.
A small scale test of the out
lying posts is scheduled this
spring. About six persons from
each agency will be dispatched
to their emergency posts May 1
for a two-week tour of duty. An
other "dry run" is scheduled
June 15-16-17 in connection with
a nationwide Civil Defense exer
cise. The ultimate goal of the de
fense planners is to have specially-trained
staffs, which could
take over in an emergency, per
manently stationed at the outly
ing posts.

ments for the first time in its
34-year history.
Thirty full page ads and one
two-pager, many in color at
rates believed the highest for
any magazine in circulation, are
included in the April issue,
grouped together in the front of
the magazine and spaced through
the book condensation in the
back. Advertising will be limited
to 32 pages during the first year.
The magazine polled subscrib
ers before deciding to include
advertising father than raise the
25-cents-a-copy, $3-a-year sub
scription price in effect since its
founding.
Advertising contracted for the

$11,000,000, the magazine said.

centers" are one part of the de
fense planning for carrying on
essential functions of govern
ment in case of attack.
Another is a plan to "dis
perse" any new government
building to prevent making the
capital any more attractive a tar
get than it already is.

laden winds howled across
southeastern Washington's arid
lands at as much as 93 miles per
hour last night, closing highways
and wreaking damage to farm
lands and structures.
Two outdoor theater screens
in the Richland area were top
pled by the gusts. The first
screen to go was picturing Walt
Disney's "The Living Desert."
The cross-state highway 18
between Moses Lake and Ritz-
ville was closed by drifting
sands. Highway 395 between
Pasco and Spokane was nearly
impassable in the Connell area,
and three accidents were caused
by the near zero visibility.
The Soil Conservation service
reported heavy damage to new
ly cleared farm lands in the Co
lumbia River Basin project. The
lands had just been leveled and
the loose dirt was whipped up
by the swirling winds.
