European Film Community To Share Stars and Costs

makers are siting up a united
Europe with more movie fans
in it than Hollywood could ever
hope to find in the United
States.
The Project, designed to share
film costs as well as stars, is a
European film community. It
will have a whopping box-office
potential of 280,000,000 cinema
goers, more than double the
United States potential of 130,
000,000. "The result is going to be
more films at a cheaper cost to
everyone," said Eitel Monaco,
spokesman for Italian produc
ers whose current film output
is second only to that of Ameri
ca on the world market.
In a United Press interview,
Monaco, chief of the National
Association of Motion Picture
Producers, Distributors and Lab
oratory Owners (ANICA), ex
plained the latest move to turn
the continent into one big movie
land. "Our industry," he said, "has
found that co-produced pictures
pay off. They split investment
risk and speed up the pay-back
by being released onto more
than one market.
European Community
This led, in the past, to Italian
co-production pacts with France,
Germany, Spain, and Argentina.
Now the plan is to bundle up
these separate co - production
pacts into a European communi
ty of producers a widening of
the field everywhere somewhat
along the lines of the European
coal and steel pool
"I recently signed an agree
ment in Paris with the French
Producers Association creating
a committee to look into this,"
said Monaco.
The new association, techni
cally known as the Committee
cf Study and Liaison for a Euro
pean Film Community, included
at first only French and Itailian
producers.
"But we invited German and
Dutch producers to come in
with us," said the ANICA chief,
adding, "the group is open to
everyone."
The 52-year-old industry lead
er explained the committee cur
rently is working at an indus
trial level, with inter-governmental
talks to come later. As
an example of the fruits of co-
production he cited Italian and
French producers who, over the
past five years, have made joint
ly 120 films.
"They are favorites in France
and include some of the best
movies to come out of Europe
in these last years," said Mona
co, citing "Fan Fan Tulipe" with
Gina Lollobrigida and "Theo
dora, Slave Empress" with Gian
na Maria Canale, both successes
in the United States.

Production of feature-length
films climbed from a mere 60
in 1949 to 1954's 150. Domestic
earnings leaped from $16,000,
000 in 1949 to $60,000,000 in
1953. Net foreign revenue also
rose from $2,000,000 to today's
$10,000,000.
Over the same period, movie
fans grew from 600,000,000 to
800,000,000 in Italy alone. To
accommodate them, movie
houses also increased from 5,000
in 1938 to 7,000 in 1943 to to
day's 12,000.
80 Color Films Included
Italy's annual production in
vestment now exceeds $50,000,
000. It includes 80 color films
among the 150 feature-length
productions, as well as 400 docu
mentaries and short subjects,
plus 380 newsreels.
The ANICA chief admits that
film-making for a common Euro
pean market will alter some
what the character of films. Ex
cessively localized stories, ap
preciated only in their own coun
try, "will not be encouraged,"
he said.
"But remember," he added, "a
film is essentially a spectacle,
not an effete intellectual state
ment. Its purpose is to entertain
in any or all countries."

Portland (U.R) Spring,
1955, made its debut in Oregon
at 1:36 a.m. today but anyone
up at that hour found the wea
ther rather nippy.

western Oregon, although the
weather bureau said the precip
itation would let up by Tuesday.
Coldest spot in the state early
today was Lakeview where a
low temperature of 17 degrees
was recorded. It was 18 at Burns
and 19 at Baker. Portland had a
low of 39.
