Morse, Ellsworth Tangle as
Power Policy Battle Starts

Washington The power pol
icy fight in Congress is on, with
both sides vowing to trade
punches with their opponents on
into the summer and into next
year's presidential election.
The opening skirmish of this
past week brought with it a di
rect clash between Sen. Wayne
Morse, who is leading the fight
for a high Hells Canyon dam,
and Rep. Harris Ellsworth, who
is taking the lead in behalf of
"partnership" construction of
Cougar and Green Peter dams in
the Willamette basin.
After introducing his bill, Ells
worth issued a statement warn
ing that opposition by Oregon
Democratic members of Congress
could possibly block approval of
his bill. Stressing not only the
power benefits of the two proj
ects, Ellsworth declared:
"It will be a great shame
our people are denied this ur
gently needed flood control be
cause of the political opposition
of men who are still living in
the New Deal federal power
monopoly days."
This had no sooner hit the
pages of Oregon newspapers
when Morse struck back with
reply that charged Oregon Re
publican congressmen with
"frantic alibiing" and serving as
spokesman for private utilities
Urging that Cougar and Green
Peter dams be bult by the feder
al government, Morse declared:

Saturday to "lay it on the line"
In a new investigation of the
now-celebrated Army career of
"former Maj. Irving Peress.
. McClellan said the Senate in
vestigating committee which he
heads will delve "completely and
thoroughly" into the Army's
handling of Peress from his in
duction to his controversial dis
charge.
"We will just lay it on the
line," McClellan said. "The case
hss become of such prominence
to the people in view of the fact
that a captain was promoted to
major with derogatory informa
tion in his file that we want to
clear it up."
Peress has been called a "Fifth
Amendment Communist" by Sen.
Joseph R. McCarthy (R-Wis.), a
member of the subcommittee
who formerly was its chairman
and handled the first investiga
tion of the case.
McCarthy complained that the
New York dentist was promoted
and later given an honorable
discharge by the Army despite
his refusal to answer if he was
a Communist when asked by
McCarthy.
McClellan said the new hear
ings on the case, beginning next
Tuesday, should end within a
week or 10 days. He said 22 per
sons would be called as wit
nesses, including Army Secre
tary Robert T. Stevens, former
army counsellor John G. Adams
and probably Peress himself.
The Peress case played a prom
inent part in McCarthy's feud
with the Army last year.
Judge Gives Two-Year
Term for Embezzlement
Portland (U.R) Multnomah
County Circuit Judge Lowell
Mundorff Friday sentenced Fred
Young, 61, to two years in the
state penitentiary for embezzling
funds while an employee of
Sears Roebuck & Company.
The sentence was ordered
suspended to allow Young's at
torneys time to prepare an ap
peal or a motion for a new trial.
Young would remain free on
bail.
Young was convicted by a
jury of embezzling at least
S8000 while manager of the
firm's tire department at its
Portland store.
Sears Roebuck filed a civil ac
tion Friday seeking to determine
the amount taken. The company
estimate was 850,000.

to mislead the people of Oregon
by statements to the effect that
votes cannot be obtained in Con
gress for the construction of
these projects by the federal gov
ernment, they should make clear
they are talking about only Re
publican votes."
Ellsworth argued that for
years the development of Ore
gon flood control and power
dams had been kept "out of poli
tics," with the result that Look
out Point, Detroit, Fern Ridge
and Dorena dams had been built
in the Willamette.
"It is a mean and tragic situa
tion," the GOP congressman ex
claimed, charging Democrats
with making the construction of
such projects a partisan matter.
He said the Pacific Northwest's
need for electric power had gone
beyond the federal government's
ability to finance all the new
projects needed, hence the need
for the "partnership" between
local utilities and the govern
ment to share costs.
Morse shot back that the "part
nership" policy was a "diver
sionary tactic" that would pro
duce "little power and then only
high cost power." He called it a
"phoney scheme" which he said
Congress would not go for.
Picking up his argument that
it is Republican opposition that
has slowed down federal devel
opment, Morse added: "The an
swer to them is to" replace them
with Democrats because it has
been Democratic administrations
that have built the great power
projects of the Pacific North
west, such as Bonneville, Grand
Coulee, The Dalles and McNary.
And it has been Democrats in
the House and Senate who have
continued to fight for them over
the opposition of the Republican
administration."
"Ellsworth called this a "re
actionary approach that harked
back to the days of Harold Ickes,
former interior secretary. He
said:
"Democrat members of the
present Oregon delegation in
Congress are now advancing the
reactionary idea that hydro-elec
trie power in the great dams of
the Pacific Northwest must be
developed by the federal govern
ment or not at all."
So far within the Oregon dele
gation it has a three-to-one con
test, the three Democrats joining
forces for federal development,
with Ellsworth thus far all alone
in defending the "partnership"
policy. Rep. Sam Coon is a "part
nership" backer but has not
jumped into the fray as yet,
while Rep. Walter Norblad has
made no public indications of his
position on the controversial
power ssue.

rode home on the trolley cars.

There?" A. Cohan did receive
the medal you mention but it

Sen. Morse Attacks
Dworshak's Stand
On Hells Canyon
Washingto n (U.R) S e n.
Wayne L. Morse (D-Ore.) accused
Sen. Henry C. Dworshak (R-Ida.)
Saturday of trying to "carry
water on both shoulders" in his
attitude toward the Hells Can
yon project.
In a Senate speech, Morse as
sailed Dworshak's statements on
the Hells Canyon issue over the
past several years. He accused
the Idaho senator of not taking
a stand on the question of a high
dam at Hells Canyon until after
he was reelected last year.
Opposed Morse Bill
Dworshak recently made a
speech opposing a bill by Morse
and 29 other senators to author
ize construction of a high federal
dam on the Oregon-Idaho bor
der. He said the dam was "po
litical." In that speech, Morse said,
Dworshak "indicated his opposi
tion for the first time in pub
lic so far as I am aware. Cer
tainly he did not do so during
his campaign for reelection."
Phantom Projects
Morse also criticized Dwor
shak for advocating "little phan
tom projects on the headwaters"
of the Snake river as an alter
nate to the big dam. Private
power sources have urged con
struction of three low-level dams
on the river. '
"I am almost sure that I com
pletely understand Dworshak's
power policy," Morse said. "Thus
far, in serving the people of
Idaho, he has been chiefly re
sponsible for a series of inter
minable studies of river reaches
in Idaho already studied half to
death."
Morse said "I am not too sure
but what that might not con
stitute a violation of his well
known stand on economy in government."
Washington Farm Boy
Killed in Accident
Lorenzo, Wash. (U.R) A 12-
year-old Lorenzo farm boy was
killed Saturday when a truck,
driven by his father, crushed him
against a gate post on their farm.
The boy was Bobbie Jensen,
the son of Victor and Josephine
Jensen of Lorenzo.
Officers said the father and
son had just finished feeding
their cattle. Bobbie stood by the
gate to keep the cattle from get
ting out. as the father drove
from the yard.
As the truck went through the
gate, the boy was trapped be
tween its right front corner and
the fence post.
The accident was investigated
by Deputy Sheriff Harry Taylor
of Jefferson county.
