Education Board 1 Neuberger Lauds
rails To Solve Oppenheimer OK
Medical Dispute
Salem OJ.R) The Senate
Education Committee tried for
more than four hours last night
to get to the bottom of the strife
at the University of Oregon
medical school. But the hearing
ended with the State Board of
Higher Education and the State
Medical Society far apart.
The full Board of Highr Edu
cation and the top officials of
the Medical Society appeared
here at a hearing on Senate bill
304, a measure sponsored by
the medics to require the board
to accept the services of a medi
cal society advisory council in
all policy matters dealing with
the medical school and its teach
ing hospital.
Would Forestall Dissension
; Portland doctors who contrib
ute free teaching services to the
medical school services valued
Jat nearly a million dollars a year
; told the committee that such a
.council would help forestall dis
.'sension between the doctors and
'the board. In answer to a ques
tion from the committe, the doc
tors said the question of a
:4istrike" of volunteer faculty
'members if the council was not
accepted had never been offic
ially discussed by the medical
Society.
; Dr. E. G. Chuinard, president
'elect of the State Medical So--city,
said the doctors had no in
dention of bringing pressure
jagainst the board but felt they
. should have a chance to express
their opinion in policy matters
dealing with their own profes
sional school.
-Objects lo Interference
' Mrs. E. B. McNaughton, mem
ber of the board, objected to the
;Medical Society's interfering on
the policy level with an advisory
"council forced on the board by
jlaw.
' "Any Institution," she said,
-"would go quite mad if their
alumni ran them."
'. Dr. Charles Byrne, chancellor
of the state system of higher
education, said the board object
ed only to a legally constituted
council which the board was re
quired to consult before it could
act in setting the policy of the
.medical school and teaching hos
pital. It would be an intolerable
: administrative restriction on the
"board, he said. The board "was
ready to deal with the doctors
on a voluntary, informal basis at
any time, Byrne added.
Washington (U.R) Sen. Rich
ard L. Neuberger (D-Ore.) today
praised Dr. Charles D. Byrne,
Oregon chancellor of higher
education, for permitting Dr. J.
Robert Oppenheimer to speak
at Oregon colleges next month.
Neuberger said he planned to
compliment Byrne in a Senate
speech. "I take pride in the
courage of Dr. Byrne and his
associates in the state system of
higher education," Neuberger
said.
The Oregon senator said the
University of Washington had
"surrendered to pressure" in
canceling speeches by Oppen
heimer, the atomic scientist
whose security clearance was
revoked by the Atomic Energy
Commission although it upheld
his loyalty.
"The state of Oregon gains
through contrast with the timid
ity of an official of her sister
state to the north," Neuberger
said in a statement.
He said Byrne's action was a
"courageous decision for aca
demic freedom."

Pope in Lenten Appeal
To Catholicism Forces
Vatican City OJ.R) Pope
Pius XII today made a Lenten
appeal to the forces of Catholi
cism to bring lost or wavering
souls back to the church's fold.
The frail, 79-year-old pontiff
spoke to 1.000 parish priests,
preachers and lay Catholics in
his first mass audience since his
near fatal collapse of Dec. 2.
It was also the first time
in three years that he delivered
his annual Lenten speech per
sonally. The Pope's voice was steady
and clear in his 20-minute ad
dress of 2.000 words.
Decision Waited on
Short Creek Children
Phoenix (U.R) The Ari
zona Supreme court today was
expected to announce what ac
tion would be taken on a peti
tion seeking release of 147 Short
Creek children.
The children were placed un
der jurisdiction of the state Wel
fare Department and forbidden
to return to their homes on the
Arizona-Utah border following
the state's polygamy raid in
1953.
Yesterday, nullification of an
order placing them in custody
of the Welfare Department was
sought in a habeas corpus pet
ition filed with the high tribu
nal by attorney Aaron Kinney.
Kinney earlier won release of
17 Short Creek children when
a similar petition, designed as
a test case, was directed to a
superior court for a decision.
Judge Henry Stevens ruled that
the children should be returned
to their parents because they
were denied the right to be rep
resented by an attorney or by
their parents in the Juvenile
Court hearing.

Bunkhouse Blaze
Kills Dairy Worker
Portland (U.R) A 45-year-old.
dairy worker was killed early
today when he rushed into a
burning bunkhouse at the
Meadow-Land dairy in Portland,
despite efforts of two fellow
workers to stop him.
Firemen found Henry (Pete)
Naegeli lying on the floor of the
charred shack with his arms
full of clothing.
Two co-workers said Naegeli
was milking cows when a fire,
believed caused by smoker's
carelessness, broke out in the
bunkhouse about 5:30 a.m. Nae
geli rushed toward the burning
building and the other workers
tried to stop him. He broke
loose, however, and dashed into
the bunkhouse.
The quarters were destroyed
but firemen kept the flames
from spreading to an adjoining
milking barn.
