Portland (U.R) The State
Highway Commission opened
bids on another big batch of
projects and met with delega
tions from various cities today
after awarding contracts total
ing $1,500,000, and rejecting
some requested work because
it would cost too much.
The commission also got a
report from R. H. Baldock, state
highway engineer, saying the
president'3 proposed highway
program would be a needed
shot in the arm to Oregon.
Request Turned Down
The commission turned down
a proposal to widen the Pacific
highway west through White-
son in Yamhill county. This
would cost S6000 but the com
mission decided nothing be spent
until money is available for a
new alignment of the highway
vhich would cost $135,000.
The commission also denied:
A proposal to improve the
territorial secondary highway
between Lorane in Lane county
and Anlauf in Douglas county.
A request of the city of
Wheeler to widen U.S. Highway
101 through the city.
A proposal for widening a 3.6
mile section of the Alsea Dead
v,ood highway.
A proposal to keep the east
and west Diamond lake sec
ondary highways free of snow
pnd sanded throughout the win
ter. Overall cost, including
equipment, would be about
$200,000.
Stale Park Approved
The commission approved a
state park east of Roseburg at
Susan creek and to spend some
$2000 to repair the Yaquina
lighthouse at Newport.
Baldock said that the presi
dent's highway bill and one the
administration proposes to in
troduce next year would give
the state $52,550,000 a year for
10 years for highways. Baldock
said that next year, when the last
of Oregon's $72,000,000 worth
of bonds revenue is gone, the
state will have to drop back
from $42,000,000 this year to
$23,000,000 for highway con
struction unless Congress passes
some form of additional help.
The commission decided to
hold its next meeting April 13
14 and the following one on May
25-26.

Central Point Gifts to the
Shrine hospital at Portland and
the state educational and promo
tional funds of Jobs' Daughters
were approved at the last meet
ing of the Central Point bethel
of the order on February 24.
Junior bethel night was an
nounced for the next regular
meeting, March 10, and practice
will be held at 9 a.m. Saturday,
March 5.
On the refreshment committee
were the Misses Maxine and
Ruth Day and Mrs. Grant Day:
Miss Phyllis Briggs and Mrs.

A merchants' lunch has been

attended the first meeting.

senator, who will be 71 in
May, "that it would take a law
yer, or a Ph. D., or a certified
public accountant to understand
it."
The Wisconsin law-giver is a
lawyer, sure. Also a Iiisiness
man. Still, the new forms con
fuse him. He's not alone. He gets
a lot of mail, not only from the
home of the Badger, but also
from around the country.
A lot of it, he says, contains
complaints against the new fed
eral income tax forms.
Simplified Form
"Congress," he says, "previ
ously had written in numerous
statutory changes to be of help
to the taxpayer in reducing cer
tain of his tax liabilities. But
one of the results is a 'simplified'
form a form which is full of all
sort of instruction difficult to
follow."
The senator fills out his own
income tax forms. Then he turns
them over to a board of experts
Medford Man Flown
South for Treatment
Jackson R. Hartley, 1060
Shafer lane, an employee of the
California Oregon Power com
pany, was flown to San Fran
cisco for emergency medical
treatment last evening.
Hartley was in Dunsmuir
when he became ill, and doctors
decided he should go to the Uni
versity of California hospital in
the Bay city. Because there is
snow on the airport near Duns
muir, he was taken to the field
at Montague, where he -was
picked up by the twin-engine
Mercy Flights air ambulance
plane. His wife accompanied
him south.
Hartley was the 331st patient
carried by the non-profit cor
poration's Mercy planes.

gress. Generally he doesn't run
into much trouble, but some
times he does. The common man
winds up in a lather of con
fusion. Take the dairy farmer in Wis
consin, whose problems are com
plicated by the fact that he buys
a cow, sells her and buys a cou
ple of heifers. All of that has
to be recorded, to be sure.
But the farmer is not allowed
to bunch things. He has to record
every sale or trade if he is to
be honest. To simplify that sort
of performance, naturally
would be difficult, but Sen.
Wiley thinks it could be done.
Farmer's Problem
"The farmer's problem is
apart from that of the average
taxpayer. There is no reason
why the average American
with comparatively easy tax in
formation to write up should
have to consult all sorts of ex
perts in the process."
The senator thinks that guys
like you and me should be able
to understand them without fid
dling around; without stumbling
through five-point type that
Grandma couldn't read without
her tri-focals.
"There is," says the senator,
no place in the tax forms for
gobbledygook."
The new tax form didn t de
lete any of the complexity it
added a little.
Pity Asked
So Sen. Wiley is asking the
Internal Revenue Bureau to
back off a few paces and take
pity on the taxpayer.
"I am asking the revenue peo
ple," the senator says, "to" have
some of its best people get really
down to cases and make these
forms simpler."
It should be said that the sena
tor has a private complaint; and
he isn't alone.
"Winds up," he says, ''that I
always seem to owe something."
