House yesterday, for the first
time this session, defeated a
piece of legislation a bill that
would have attempted to pro
hibit waste of fur bearing ani
mals caught in .traps.
From a calender of 14 bills
and one resolution, it defeated
one bill, sent two others back
to committee for further study
and re-referred the resolution
to the judiciary committee.
The bill that would have pro
hibited trappers . from wasting
furs, pelts or hides by leaving
them in traps was defeated as
unenforceable. The lively dis
cussion on the floor of the cham
ber was filled with quips over
possible implications of the bill.
Rep. Al Loucks (R-S a 1 e m)
asked if he would be in viola
tion of the law if he and his
wife failed to eat all of a game
animal he had killed. Rep. Jess
Savage (R-Albany) replied, "You
vould be in violation of the
law and should be arrested."
Rep. Leon Davis (R-Hilisboro)
wondered if the bill would have
required a motorist to stop and
skin a skunk he had run over.
Sent back to committee for
more careful spelling out of its
provisions was a bill that would
have permitted, veterans to ob
tain mortgage insurance on
homes or farms bought with
state GI loans. There was no
argument with the intent of the
bill but Rep. Pat Dooley (D
Portland) said it failed to stipu
late who would pay the premi
ums on the insurance, the 6tate
or the veteran.
Rep. Robert Jensen (R-Port-land)
agreed to the re-referral
but said the bill was needed to
protect veteran borrowers and
their beneficiaries.
The House approved a bill
abandoning wild life refuges es
tablished by the Legislature and
leaving game protection in those
areas up to the State Game Com
mission unde a flexible plan of
hunting controls. Another bill
would require' schools to take
a school census every even num
ber year so that the results
would be accurate
for legisla-
tive consideration
in
the odd
numbered years.
The resolution sent to .the
judiciary committee would have
permitted the state to hold cor
poration stocks if they were be
queathed . or given to it. Rep.
Alfred Corbett (D-Portland) said
the constitution should not be
amended to benefit one part of
the state government the State
Board of Higher Education in
this case while the other af
fected subdivisions were not af
