the French premiership. The
winter and spring months of this
year were marked by the de
partment as crucial in the affairs
of Europe. It was conceded that
the London-Paris agreements on
rearmament of West ' Germany
might fail ip not ratified by, say,
June 1.
Washington did not expect
Mendes - France to remain long
In power. But it confidently was
expected here that he would be
in office long enough to obtain
ratification of German rearma
ment. American officials were
aware, of course, that Mendes
France was personally unpopu
lar with his colleagues in the
Chamber of Deputies. But Wash
ington thought the young
Frenchman's standing with the
French people would protect
him long nough to get the job
done. It didn't. . .;-
Rearmament Big Factor
American officials will tell
you ; today- that they are not
greatly concerned by the cur
rent French cabinet crisis, barr
ing only its possible effect on
rearmament of Western Ger
many. They state, further, that
they do not foresee long delay
in the rearmament plan.
United States anxiety will be
cumulative. The ; State Depart
ment will be more anxious next
week than this, and so on, until
the agreements are ratified.

in which the French thrash
about seeking a government to
govern hem adds to the delay
in acting on the basic question
of Western" European defense."
The French Council of the Re
public, or the upper house, origi
nally had been expected to de
bate the agreements about now.
It appears , that the debate will
be postponed until next month.
. There is no disposition in the
State Department or in Congress
to shrug France off as a useless
ally despite the political futility
afflicting that country. There
has been talk in Congress of
cutting off American aid, but it
has gotten nowhere so far.
France is Key '
France is acknowledged to
be the key country of Western
Europe, the richest and most de
sirable ally. The alternative to
French - agreement on rearma
ment . - of " Western ' Germany
would be for the United States

paper, disclosed plans for 12
atomic power stations generat
ing power equivalent to that
produced, by 5,000,000 to 6,000,
000 tons of coal annually. ;
The eventual capacity of the
12 plants would reach 10,000,
000 to 15,000,000 kilowatts by
1975. That would be equivalent
to the output of, five to seven
Grand Coulee Dam projects, the
world's largest hydroelectric
power installation.
Sure ef Success.
The first powerhouse under
the new. British program is ex
pected to come into operation in
1960-61.
The white paper said that in

there is a "strong possibility"
that a national labor party
might evolve out of the merger
of the CIO and AFL.
Goldwater told a news confer
ence vesterday that if this were
the case it "might be the begin-
!ning of the end of the Demo
cratic Party as we know it."
The Arizona Republican said
"the CIO-Americans for Demo
cratic Action wing, controls the

CAR STOLEN TWICE ,

today what fascination his auto
mobile holds for car thieves.
The car was stolen in Fitchburg
last Saturday night and recov
ered Sunday at Leominster. By
the time Xarras reached Leo-
minister he found the car had
been stolen again. It was found
yesterday in Boston. ' V

policy toward France.

dropped out of one of the en

surance Co., found the money
along with three policies sent in
for collection by the widow of a
68 -year -old Craigmont, Ida.

First Power Station
What may be the world's first
truly industrial atomic power
station is scheduled to be open
ed later this year at Calder Hall,
Cumberland, in the north of
England.
Russia has announced it de
veloped an atomic power plant
last July and claimed to be the
trailblazer in that field. But ex
perts point out that it generates
only 5000 kilowatts which
makes it . more an experiment
than an industrial proposition.
The United States , also" has
several plants producing "elec
tricity from atomic power, but
these are primarily of an ex
