The 1954 harvest in the Rogue
River National forest totaled
more than 127,000,000 board
feet, according to a summary of
the year's activities released by
the forest office here this week.
"While the allowable cut under
a sustained yield plan is only
103,000,000 board feet, the over-
cut in 1954 balanced an undercut
accumulated over several years
borne 516.UU0 trees were
planted for reforestation, the
report showed. -
The fire record in the forest
was much better than in 1953
with only ' 26 fires from all
causes, compared with 89 in
1953.

Timber
Logging activity was heavier
than usual last fall. The market
was firm and the open weather
has been favorable to logging in
the mountains. There were 71
individual timber tracts sold
during the year, 54 of which
were in amounts of less than
$2,000. In most cases timber,
which is sold under competitive
bid, was purchased at or very
riear the appraised value.
Preparatory field work on
timber to be sold in 1955 was
done on three major sales for
approximately 60,000,000 feet.
Smaller fires and salvage total
ing about 20,000,000 feet also
will be offered later this winter.
Blowdown and insect damage
have been light.
The forest continued coopera
tive management, at cost, of the
2,876-acre city of Medford wa
tershed at Big Butte springs near
Butte FallsFour sales for about
1,250,000 feet of -over-mature
and salvage timber on the wa
tershed this season returned
$16,981 to the city. The 20,000
ponderosa pine seedlings plant
ed in 1953 showed good survival
through the summer. Sixty
thousand additional trees were
planted this year. Rate of
growth among the ponderosa
pine second growth .stands on
the city lands is high, with dia
meter increase up to one inch
per year. Selected crop trees in
these stands are pruned to im
prove lumber quality. Tentative
recreation plans have been comT
pleted by the city for the shore
area of Willow reservoir.
Reforestation
Planting of 516,000 - seedling
trees, on 738 acres was complet
ed. During the last three years
2,790 acres have been logged by
clear-cutting method. Of that
total 1,575 acres have been
planted. Tile remainder is suited
to natural regeneration. Exper
imental direct seeding is being
continued with accompanying
treatment by chemicals to con
trol seed-eating rodents.
Cone collection is an impor
tant fall project to keep nurser
ies supplied with enough tree
seed to ' meet the demands for
planting stock on logged-off
land. In the Rogue river areai
863 bushels were collected.
Fire Control
Only five acres of forest burn
ed last year. There were 17-man
caused fires, five less than last
year. The weather was favorable
but mucn credit is due xne co
operative efforts of the lumber
industry, sportsmen, reaction
ists and the general public.
Slash burning was completed
on 845 acres of national forest
clear-cut timber sales and over
39 miles of piled slash along
roads in partial-cut areas. There
is no carry-over slash to be
burned in 1955.
Recreation
Recreational use of the forest
continues to increase. It is esti
mated more than 5,000 people
visited the Lake O' Woods area
on the Fourth of July. The
steady recreation increase makes
it difficult to keep abreast of
campground maintenance and
repair needs because of budget
limitations. This year a modest
supplemental fund is available.

The State Game commission
planted fish in all main lakes,
streams and tributaries. In the
more heavily fished areas they
follow the practice of staggering
stocking through several plant
ing dates to extend the period
of better fishing. All game ani
mals were reported to have win;
tered satisfactorily. Losses were
light. The Rocky Point public
shooting area along the west
shore of Klamath lake was used
extensively last fall, especially
during the first weeks of duck
season. This national forest land
is maintained as' a non-charge
wild fowl hunting area through
cooperative agreement with the
State Game commission. Joint
meetings were held last spring
with Game commission biolo
gists to obtain their counsel re
garding wildlife habitat preser
vation on timber sale areas.
Grazing
Grazing permits were issued
to 106 livestock operators to
graze 6,733 cattle and 4,100
sheep on national forest summer
range.
Permanent study plots are be
ing established on each grazing
allotment as one means to deter
mine condition and trend of for
age plants and to serve as a
guide to stocking for proper
utilization of the range. Stock
men are invited to participate
in the establishment of the plots
as well as subsequent gathering
of data therefrom and its inter
pretation. Range reseeding was confined
to experimental plots this year.
There are eight revegetation and
species plots maintained in co
operation with livestock asso
ciations and the extension serv
ice. Two new plots were estab
lished last summer.
Engineering
Maintenance was done on 426
miles of road, 596 miles of trail,
and 300 miles of telephone line.
Four permanent bridges were
built, including one major struc
ture across the main stem of
Rogue river near Woodruff
Meadows. Timber sales financed
one of these new bridges. Two
major culvert installations were
made by Forest Service crews.
Location and construction
surveys were completed on al
most 80 miles of timber sale
roads. Loggers built 39.3 miles

Lands
We are hopeful the mining
claim problem at Union Creek
which involved some 57,000
acres soon will be resolved. All
the claims in question now have
been contested following exam
ination by federal mineral ex
aminers who found no evidence
of mineral in commercial quan
tity. A large number of the
claims have been invalidated
this year through failure of the
claimants to request or appear
at hearings or to substantiate
validity under the law. Hearings
have been held on the remain
der. Exchange of administrative
jurisdiction of certain lands be
tween the Forest Service, and
the Bureau of Land Manage
ment was authorized by Act of
Congress this year. O&C lands,
which ' are administered by the
Bureau of Land Management
and Forest Service lands are in
termingled over an appreciable
area of western Oregon. One
main purpose of the Congres
sional act was to authorize ex
change of these lands between
the two agencies in a manner to
eliminate the intermingled pat
tern and simplify administra
tion. To date agreement has been
reached on general areas to be
exchanged, and methods of eval
uation are being developed. The
act provides that acreage ex
changed shall be approximately
equal within each county and
values exchanged shall balance
approximately in the over-all
exchange. ,?

Truck Reciprocity
Agreement told

three states under new inter
state reciprocity agreements, ac
cording to Secretary of State
