He said "the end of the public

regions of the United States."

ger said he hopes the new Democratic-controlled
84th Congress
accomplishes "a return to the
tried and tested program of con
servation and resource develop
ment which was nearly half a
century old." ,
, He said the "harmful effects"
of the results of the "turned
back" program "are of great
significance to both East and
West." : ..
- "Integrated; economically as
we are," he said, "policies which
adversely affect growth and pros
perity of one region also thread

Neuberger said "the 50-year-old
federal public power pro
gram went out the window when
the new administration came in
the door." K
Absentee Corporation
He, said the Hell's Canyon
dam site in Idaho was . being
turned over to private power so
it could be developed by "local

"In this case," he said, "the
local interests' were an absentee-dominated
corporation which
holds its annual meeting 2,500
miles .from Idaho."
Neuberger attacked the ad
ministration's "partnership" pro
gram under which the govern

rived from the fish ladders,

Decisions that will affect the J
future relations of the United
States with the world were
taken in 1954, according to the
World Almanac and Book of
Facts for, 1955, just jjublished.
In their survey of internation
al affairs the editors see the
American citizen as alternately
shocked : and cheered by such
events as the rejection of EDC
by France and the decision of
leaders to let Germany rearm;
the loss of Indo-China to the
West and the resulting Souths
east Asian treaty of defense, in
which the United States . led;
the growth of China as a mili
tary power and the American
development of atomic energy
for industrial and military pur
poses, as a. reply to the growing
threat of Soviet interference;
Domestic Front
; On the domestic front, the
elections and the revision of the
tax laws were of paramount im
portance to the American citi
zen, " and the World Almanac'
makes full reports of each. The
tax section comprises compact
information on state income and
inheritance taxes, and on social
security, and reports on reve
nues received and dispersed by
the federal government. Thel
veterans Administration makes
a comprehensive report of the
opportunities open to former
soldiers. . ' .
. Events with greater emotional
impacts possibly were the hear
ings in Washington in which
Sen. Joseph R. McCarthy of
Wisconsin was either the chair
man, attempting to ferret out
subversive elements in the gov
ernment offices, or the subject
of investigation by his Sena
torial colleagues. M illions of
Americans observed the specta
cle and drama afforded by. tele
vised hearing of the Mundt com
mittee, and were confused by
the reams of white paper de
voted to subsequent inquiries.

range of the printed, page, the
World- Almanac provides the
reader with a concise summary
of the conclusions .reached. . , .
Security Efforts
Also reflected in the World
Almanac are the continuing ef
forts to . tighten J up security
against subversive individuals
and organizations, including the
outlawing ' of the Communist
party and other acts. The work
of the 83rd Congress and of im
portant departments is reported,
and there are rosters of federal
and state officials and mayors
of principal cities. - f
Since the Bureau of the Cen
sus began making special counts
annually for. certain municipali
ties) the Almanac has published
these results, which materially
change the totals of the 1950
census. The book describes the
work : of the Atomic Energy
Commission and provides 'a sur
vey of hydroelectric power, fed
eral and private, and the newest
developments in dams and reser
voirs to spread- irrigation and
supply industry.. , r
World of Spoils ; ?
Sports had a big year in 1954,
and the World Almanac makes
a comprehensive report of con
tests in baseball,' football, bas
ketball, horse racing, track, field
and many other categories. This
is one of the most popular sec
tions of the Almanac, most fre
quently consulted by fans. The

mation on special feast days,

Licensed Racing Tax

The bill was sponsored by Rep.

city to impose a tax on licensed
racing with city, limits, with the
exception of state and county

be the only race meet to which
the measure would apply. Port
land Meadows, 1 horse racing
plant, is located outside the city
limits.
A bill introduced by Rep. F.
