minority report opposing the Re
publican majority's action in
speeding action on the contract
by waiving a 30-day waiting pe

through a motion to rescind the
waiver and to ask that" the ad
ministration cancel the Dixon
Yates 'arrangement.
President Refuses
But President Eisenhower yes
terday refused to withdraw, the
contract, which calls for" con
struction of a steam generating
power plant at-West Memphis,
Ark.'.The plant would be built
by.; private utilities and supply
power to the Tennessee Valley
Authority to replace power sup
plied to the AEC. 5 i.
, In the report stemming from
last year's , waiver action by the
Republicans, the dissenting Dem
ocrats said a majority of Atomic
Energy Commission members
"wishes to dissassociate the com
mission from , the Dixon-Yates
negotiations as soon as it became
clear that this matter was in
no way related to the AEC."
Republicans Disagree
x "But by instructionindeed,
order of the Bureau of the
Budget, the commission was- re
quired to . proceed with negotia
tion of a contract based upon
the Dixon-Yates proposal," the
Democrats charged.
The Democrats recommended
that Congress investigate the
Budget Bureau for this action.
Republicans, defending the
waiver, said the "real issue" is
whether TVA is to be permitted
to expand "to provide its service
area in perpetuity-with' all pow
er it can accept generated by
any means whatsoever,' and sub
sidized by federal funds."
Adoption . of such a policy
"would be rank, unrestrained,
unadulterated socialism," . the
Republican majority report said.

more middle and lower income

fpay later'' travel plan offered
by many airlines and steamship
companies. :
Reflecting the international
interest in skiing, some airlines
are offering ; low-cost ski tours
to. European sports centers this
winter. Pan American Airways
offers such tours on its 10 per
cent down, "pay later" plan.
Europe remains the most pop
ular foreign vacation attraction
for Americans, but there is in
creasing competition from the
British West Indies, Cuba and
Asia. ; -
'-While Americans are viewing
foreign countries, theUnited
States will be viewed by. over
600,000 foreign visitors - this
year, the AAA estimated.

sexy television siren who was
fired from' her job Tuesday, was
reported missing early today
after her car was found aban
doned near the beach on the
Pacific Coast Highway.
Police said a check at her
home showed she had not been
there last night Police also said
they were attempting to locate
her publicity agent.
Voluptua, whose real name is
Gloria Pall, was fired by local
TV station KABC in the wake
of indignant complaints by
church v groups, the ' Parent
Teachers association and others
who ' objected to her gyrations
and low-cut gowns.
Police said the sports car was
