Russia n Weapons Tested Decla red
Greater Than U.S. Public Realizes
Washington (U.R) The Rus
sians have tested a greater num
ber and variety of atomic and
. hydrogen weapons than the U.
;S. public, realizes, informed
sources said today. : -- ,
Official American and Rus
sian statements to date indicate
that the Soviets have fired at
-least 11 test shots, starting in
1949 when they broke the U.S.
atomic monopoly. This figure
lis now. obsolete. .
; The United States has staged
;a minimum of 50 nuclear explo
sions, Great Britain three. Both
"this " country and Britain ; are
getting ready to conduct new
-tests.this year.
The Russians may be, too. In
any case, it can now be said on
;high authority that they ' have
Zset off considerably more than
11 test explosions. The true fig
ure may be double that number.
It also can be stated that the
Russians have tested ; H-bomb
reactions more than once since
the only Soviet thermonuclear,
shot, fired on the morning of
lAug. .12, 1953, which this coun
try has announced. : '

Revives Argument

Eisenhower's handling of the
Formosan situation revived an
old argument today about how
far the chief executive must, or
should go in sharing the respon
sibility over the conduct of for
eign and military affairs.
Most Republicans in Congress
applauded Mr. Eisenhower for
seeking formal congressional
support for whatever action he
deems necessary, for the defense
of Formosa. .But. many Demo
crats insisted that Mr. Eisenhow
er already had whatever power
he needs if the defense of For
mosa is vital to the defense of
the United States.
Responsible fox U. S. Conduct
The Constitution makes the
President Commander-in-Chief of
the armed forces and makes him
responsible for. the conduct of
foreign affairs although Senate
approval , is needed to ratify
treaties. - Congress ' has . power
to' raise and supply - the ' armed
forces, to legislate the regula
tions governing .them, and to
declare war.
President Truman came under
much Republican fire for taking
the United States into the Korean
war,, through the United Na
tions, without seeking formal
backing by Congress. : '
The view that the President
should consult Congress was dis
played in the statement of Sen.
Arthur V. -Watkins (R-Uah) on
Mr. Eisenhower's' message; He
said it "insures a full and' open
debate and collective decision
of this vital problem." t ; v

this city in the celebration of his
75th birthday and the unveiling
of a monument. in his honor.

Angeles International airport at
4:45 p.m. (PST) aboard a plane
from New York for his first
visit to Los Angeles , in more
