Tells of Shame Over
Double Role for FBI

Brown, 49, former Civil Rights
Congress official, today blamed
shame over being a "stool pig
eon" for the FBI for his hoax
story of being kidnaped.
Brown confessed to the hoax
and alleged he was an under
cover spy for the FBI in a state
ment released yesterday by At
torney Frank Pestana, counsel
for the Civil Rights Congress, a
j left wingi organization.
Brown, former executive sec
retary of the group's Los Ange
les chapter, claimed he had act
ed as an informer for the FBI
but decided to "get away from it
all" because he felt ashamed of
-"being a stool pigeon."
The Los Angeles FBI' office
refused to say whether Brown
had acted as an undercover spy
for them within Communist and
left wing groups as well as ribt
commenting on , Brown's claim
it had helped invent his false
kidnap story.
Brown, who was reported
missing Jan. 3 by his wife, Syl
via, turned up' at International
airport here the night of- Jan. 6,
telling a weird story' of having
been kidnaped by two men and
a woman, driven to Fresno,
Calif., and then turned, loose.
It was feared Brown had met
vith foul play when a note
mailed to Andrew Harris, a San
Francisco Civil Rights Congress
official, said Brown had been
slain and that Harris would suf
fer the same fate.
Brown said he became an un
dercover spy four years ago
after receiving an offer to act
as an informer from FBI agents
who had learned he had been
expelled from the Communist
party.
"I didn't like the double role
I was playing," Brown said in
his statement. "I decided to get
away from it all." .
His confession,' in brief, indi
cated he disappeared in an emo
tional upheaval over his "double
role." He said he called FBI
agents when he reached Port
land, "in a fit of panic," and
they put him aboard a plane for
Los Angeles.
Brown said, he was taken to
the Los Angeles FBI office
where, he made up the false kid
naping story to explain where
he had been. He intimated the
FBI helped him concoct the
kidnap story which he repeated
to police.
Maple Park Water
District Bonds OK'd
' Voters of the Maple - Park
Water district yesterday by a
narrow margin voted approval
of the issuance of bonds up to
$10,000 for improvent of facili
ties of . the district, according to
Secretary William Hughes.
The vote was 34 to 31.
The 65 ballots cast were less
than half the number of voters
eligible to vote in the special
election.
Actress Uses Cruelty
As Grounds for Divorce
Hollywood U.R) Actress
Cathy Downs today sought a di
vorce on grounds of extreme
mental cruelty from actor and
golfer Joe Kirkwood Jr., who
plays "Joe Palooka" for films
and television. -
'The tall, blonde actress stat
ed in her Superior court divorce
suit filed yesterday that she and
Kirkwood married Oct.. 8, 1949,
and separated last Oct. 10 after
a marriage of five years.
City Firemen
Make Three Runs
Firemen made three runs in
the 24-hour period up to early
afternoon today. No serious da
mage was reported. -
At 1:45 p.m. the rural pumper
was called to Veritas Orchard
on Hillcrest rd., where a mach
ine shed was reported on fire.
Investigation showed smoke
coming from the shed was from
an orchard heater being used to
heat the building. ,
At 4:55 p.m. a pumper invest
igated a report of smoke at the
Fluhrer building, Main st. and
Central ave., where it was found
a heating system motor had
burned out. There was no other
damage.
At 6:50 a.m. today west side
firemen were called to the Dale
Culy residence? 21 Washington
st., where a switch on a newly
installed range had shorted out.
Fire Marshal Truman Nelson
yesterday inspected four busin
ess occupancies and four, public
garages, and issued seven orders
for correction of hazardous con
ditions.

Wilson Asked To
Clarify Policy
On Defense Pacts

Democratic members of the Sen
ate Armed Services committee
demanded today that Defense
Secretary Charles E. Wilson
clarify his policy on awarding
defense contracts. .
Sens. Estes Kef auver (D-Tenji.)
and Henry M. Jackson (D-Wash.)
asked whether Wilson is follow
ing a policy of spreading con
tracts ' among several producers
or concentrating them in a few
large companies.
Peeved and Puxzled
They said the question also
should be explored by the Arm
ed Services committee
The two senators said they
were both peeved and puzzled
by Wilson's latest statements
about Defense department pro
curement policies.
Last month Wilson issued a
new directive calling on the ser
vices to promote a "broad mo
bilization base" .; ' a procure
ment policy established in the
Truman administration - by
spreading defense, contracts
among as many . producers as
possible. Kefauver. and Jackson
promptly congratulated Wilson
for his "shift1' away .from the
policy of concentrating defense
contracts, with "single, efficient
producers." . .
No Basic Change
Wilson then stated that the di
rective did', not represent an y
basic change in policy. He added
rather tartly that he did not
have enough time to so inform
Kefauver and Jackson.
Obviously miffed by Wilson's
answer, Kefauver said he intends
personally to look into the de
partment's procurement policies
to see what is being done to
spread out defense contracts.
'Lion of Africa'
Dies in Rome Clinic

Marshal Rodolfo Graziani. Fas
cism's "Lion of Africa," died to
day at a Rome clinic.
Graziani, 72, had been ailing
for several years. . ;
An Italian military tribunal
convicted Graziani in May, 1950,
of treason charges and sentenced
him to: 19 years in prison,, but
his sentence was cut by amnes
ties to only .14 months. :: -;
He was taken into custody in
1945. and charged with collabo
rating -with Fascist Dictator
Benito, Mussolini- in - northern
f Italy; after the" Italians', surren
der to tne allies.
, He was given a military trial
after ; a civilian court had dis
qualified itself following a five-

Graziani's defense was based
on the ground that he was only

her own "production firm so she
can last longer in show business
and live in security 25 years
from now.
The glamorous film star, how
ever, agreed she still was under
contract to 20th Century-Fox
Studios but would try to reach
an understanding which . will
permit her also to make her own

Reports for Retake - '
Miss Monroe reported at her
studio yesterday for a . retake
scene in her latest film, "The
Seven Year Itch, -saying she had
no quarrel with ;the studio but
that "we'll have to reach : an
agreement." '
Miss Monroe's attorney in
New York, Frank Delany, caus
ed ; a furor over the weekend
when he said her old contract
had been terminated and aband
oned. The studio said it would
use "every legal means to en
force the agreement it said had
until Aug. 8, 1958 to run.
Good Picture Necessary
. "Let's 'face it," Miss Monroe
said yesterday. "I was lousy in

Adm. Radford Favors
Red China Blockade
Washington (U.R) Adm.
Arthur W. Radford, chairman of
the Joint ; Chiefs of Staff,- said
today an Allied Blockade of Red
China would be an effective step
to take if other efforts fail to
free 11 American fliers impris
oned there.
, Radford, returning, from a
round the world inspection trip,
told newsmen that a blockade
would "be the best way to tackle
such . a ; problem."
He did not advocate a block
ade in so many words . but he
said that if other measures fail
to win freedom for the 11 im
prisoned American airmen, a
blockade would "have . a great
deal of effect on the Red Chin
