Senator Expresses
Views Following
One-Day Hearing
San Francisco (U.R) -Sen.
Herman Welker (R-Ida.) hopes
the government will "vigorous
ly prosecute" former Shanghai
publisher John W. Powell for
acting as a "traitor" during the
Korean war.
Welker expressed this hope
yesterday after conducting a one
day hearing into the activities of
Fowell and his wife, Sylvia,
while they were in China. The
Powells now live in San Fran
cisco. The senator as acting as chair
man of the Jenner Senate Sub
committee on Internal Security.
It conducted a previous hearing
into Powell's activities last Sep
tember. At the time, Powell
took refuge in the Fifth Amend
ment to the Constitution and re
fused to answer many questions.'
Wife Testifies
He could not be found yester
. day to testify, but his wife an
swered a subpoena. She too cited
the Fifth Amendment and said
only that she loved her husband
and that she admired Mme. Sun
Yat-sen, a supporter of the Chi
nese Communists.
Powell was formerly pub
lisher of the China Monthy Re
view. Witnesses at both hear
ings said it was required read
ing matter for American prison
ers in Korean prison camps.
Other witnesses. included eight
officers all former prisoners of
war in Korea, who testified that
Powell's .magazine was the
principal propaganda vehicle
used by the Communists. The
witnesses were:

try, Breeding, Fla.; Maj. Clar
enca L. Anderson, Creston, la.;
Maj. Robert J. Burns, Columbus,
O.; Capt. Paul O'Dowd Jr., San
Francisco; Maj. Lawrence. B.
Bach Jr., Grand Fork, N.D.; and
Lt Col ' Carl E. Kopischkie,
Chippewa Falls, Wis.
Another witness was Mr. Dol
ores Holmes Gill, whose hus
band starved to death in a prison
camp. She told how Powell had
sent her assurances that her hus
band was in good hands at the
. time he was dying.
One result of yesterday's hear
ing was that the National Foun
dation for Infantile Paralysis
fired Mrs. Powell from her job
as a secretary in the San Fran
cisco office. The foundation said
the grounds for the dismissal
were "embarrassment to the
foundation," its many volunteers
and its staff' members."

The Jackson county chapter
of the Izaak Walton league will
meet at 8 p.m. today at the Med
ford hotel with the . new presi
dent, Col. Paul H. Weiland, presiding.
Colored motion pictures taken
by John Day on a hunting trio to
Alaska will be shown, and Day
will discuss and explain the
pictures as they are shown. '
Those interested in seeing the
films will be welcome as guests
of any member of the chapter
they can contact, the meeting
announcement said.

Three Men Taken
To Prison by Sheriff
Three men have been taken to
Salem by Sheriff Howard Gault
to start terms in Oregon state
prison.
They are:
Frank LeRoy Rector, 33, Co
lumbus, Ohio, sentenced to four
years on a bad check charge.
Clark D. Freeman, 22, Okla
homa City, Okla., sentenced to
three years on a burglary
charge.
William Newton Elhart, 32,
Doris, Calif., sentenced to two
years on a sex crime charge.

four in Medf ord, - two in Ash
land and one in Phoenix; four
cases of pneumonia, two each in
Medford and Ashland.
Other cases, scattered through
the county, included one of in
fectious hepatitis, two of trench
mouth, one of scarlet fever, two
of german measles and one of
measles.
The efficiency of a traffic con
trol program and highway safety
depends upon the support and
approval of the public: you can
have as much safety for your
family and community as you
want to work for and pay for.
This was the message of
James A. Pryde, chief of the
Washington State Highway pa
trcl, who spoke last evening for
Rogue Valley Knife and Fork
club at Rogue Valley Country
club.
The state of Washington has
the lowest traffic accident rate
of any state in the union,-an ac
complishment which the Datrol
head says was brought about by
education of drivers and the
public, and an .efficient traffic
control program.
Defines Problem .
The speaker defined the basic
traffic problem as beinz the
rapid and safe movement of
people and commodities from
place to place," pointed out that
motor freight and . passenger
traffic is one of the most import
ant economic factors of modern-
day living, and stressed that the
number of cars on highways is
increasing daily.
He. then analyzed, the Wash
ington program, saying that
since people caused. the traffic
problem, the solution lay with
the people. Once the citizenry
and officials both recognized the
problem, they started "to do
something," and with efficient
police, the confidence of the pub
lic and the proper tools, Wash
ington's traffic death rate was
brought down to about one-third
of the national average, he said.
Broad Program
The state's safety .education
program is broad, repetitive and
continuous,, he said, ; and de
clared that the patrol had had
excellent cooperation from every
medium of communication in the
state. Speaking of education of
the public, he mentioned the
patrol's radio program, "Could
This Be You," which has been
considered an effective part of
the campaign.
Chief Pryde said that not only
had the citizenry of the state
been educated to the point
where they realized there must
be no indifference. .; to respon
sibility if '.laws are .to be en
forced, but .that tourists had
been cooperative. An adverse re
action from the touring public
to a tough traffic . enforcement
program had been predicted by
some, he said, but this had not
proved to be true. He . stressed
that "driving is not a right, but
a privilege," and added "all you
have to do is to obey the law."
He declared that the solution
of the traffic problem in Wash-
iijgiuu was cui example ux guuu
democracy," and added "people
are part of the problem and peo
ple are the solution of the prob
lem. It is a matter of right,
decency, honor and character,
of friendliness, consideration and
helpfulness applied to the traf
fic problem."
In Courts
The effect of the campaign ex
tends to the courts, he said, and
added that civic groups had
aided by visiting and bringing
pressure upon courts which had
not followed' the law. Chief
Pryde stated that "only dedi
cated people" make Up the Wash
ington highway patrol that no
one is ever asked to join, they
must seek to join.
During the question period.
Chief Pryde stated that penalties
for drunken driving must be
strong enough to deter; that
radar control is more effective
as an administrative device than
as a punitive one since it is most
accurate for gathering informa
tion for traffic pattern records;
that the increased power of cars
has not greatly contributed to
highway speed.
He praised the "SD day" idea,
saying it would bring greater
awareness of traffic control,
problems. He also discussed
driver licensing, saying compet
tent driver licensing was one of
the greatest single factors in
traff c control. Asked about ar
rests for trai' ? violation, Chief
Pryde said "the traffic problem
will not be solved with it, but
neither will it be solved with
out it." --

Teenage Youths Held
in Shady Cove Theft
Three" teenage youths have
been arrested by Jackson coun
ty sheriff's deputies and have
been booked into the county jail
on a charge of burglary not in
a dwelling, according to reports
in the sheriff's office.'
.The charge involves the Dec.
4 . burglary committed at the
Shady Cove variety store.
Arrested were Wendell Frank
lin Holder, 18, Box 23, Shady
Cove, and Gilbert Wayne Cooper
18, Trail, and a 17-year-old Trail
youth. ,
Taken in the Sunday after
noon r burglary were a case of
whiskey and a bottle of vodka.
