the year with many people. He
has done something about the
weather.
What he has done is to put to
gether 1,031 composite weather
maps with the- years-long data
collected by weather bureau ob
servers which since they're
based upon average or normals
tell you what to expect.
In his "Climatic Atlas of the
United States," newly published
by . the Harvard University
Press, he recalled that the late
Isaiah Bowman once remarked
that "facts more valuable than
all the gold of the Klondike lie
buried in the weather bureau's
climatological records."
His effort was to mine the
weather gold. Of his 1,031 maps,
371 deal with temperature in
bewildering detail from annual,
seasonal, monthly, and even
weely temperatures, to killing
frosts, cold waves, hot . waves,
and house-heating requirements
from coast to coast.
Four Coastal Types : V
Winds, atmospheric pressure
and storms take up 59 maps;
sunshine needs only 20. Thirty
six maps take care of atmos
pheric humidity, . but 540 are
needed for his divisions, sub
divisions, and sub-sub-divisions
of precipitation rain, snow,
and hail.
In aa introduction to the maps,
he summarized their contents. A
summarv of this summary is
that "although the climatic di
versity of the United States is
great, the climate of most of the
rmintrv consists of one or anoth
er of the several sub-types of one
major climatic type, tne con
tinental." This is the three-fourths of
the country between the two
coastal mountain ranees. He di
vided what remains into four

tremes of United States weather.
Temperatures . of 109 degrees
and higher have been registered
in all the states except New
York and New England. In 17
states temperatures have fallen
to 50 degrees below zero or
lower. Only South Carolina and
Florida have never recorded
temperatures of 16 degrees be
low zero or lower.
"While much of the country is
hotter during the summer than
are most equatorial regions,
where 100 degrees is almost un
known, in winter even the south
repeatedly has more severe cold
than southern Iceland ever ex
periences," he remarked.
The average annual precipi
tation for the country as a whole
is "about 29 inches" but more
than half of it gets less than 15
inches. Nevada, the driest state,
gets less than nine inches annu
ally, but "scores" of widely scat
tered weather bureau stations
have recorded more than 100
inches in a year, "and several
have received more than 150
inches."
Latitude has a great deal to do
with length of growing seasons
and snowfall, but comparatively
little to do with high tempera
tures, since-the middle western
states in summers were shown to
be generally as hot or hotter
than deep south ones.

Whipping Post May Be On

overs of colonial forms of pun
ishment still remaining, in this
country may be on its way out
in Delaware.
A proposal to abolish the whip
ping post, still a legal form of
punishment in the state, prohr
sbly will come up at the open
ing term of the state legislature.
The Democratic party, which in
cluded abolition of the cat-o'-nine-tails
punishment in . their
victorious campaign at the last
election, have enough votes to
push it through.
However, the anti-whipping
plank has been included in both
the Republican and Democratic
platforms as a matter of course
during recent years, but there
has been no well-organized ef
forts to kill the penalty in the
legislature. . .
The measure came up for vote
on several occasions but was de
feated each time, frequently by
a . narrow margin. Most of the
opposition to the whipping 'post
came from influences outside the
state which branded the punish
ment inhumane.
24 Offenses
In Delaware, however, many
residents believe the whipping
post is the best crime deterrent
possible. They point out, for ex
ample, . that the state is singu
larly, untroubled by highway
robberies 'for which whipping
up to 40 lashes is compulsory.
The whip may be ordered for
23 other offenses at the discre
tion of the courts, including
breaking and entering, forgery,
wife-beating and pick-pocketing.
However, whippiags are rather

dents can be reduced materially.

ons in the state has a whipping
post in its yard. The yard is
opened to the public under the
law when a whipping takes
piece, but usually only a hand
ful of witnesses appear.
The prisoner is stripped to
the waist and manacled to the
post for the whipping. The War
den is directed to "lay them on
well" but to hold his whip arm
straight, which tends to lessen
the force of the blow.
