Board Defers Action on Intermediate Institution
Salem (U.R) The Board of
Control has deferred any con
struction work on the new inter
mediate penal institution until
the 1955 Legislature meets.
Gov. Paul L. Patterson said
that with the opening of the leg
islative session little more than
a month away, he felt some as
surance of further financial con
tribution, above the $1,250,000
authorized by the 1953 Legisla
ture, should be obtained from the
Legislature before any work is
launched. He said:
"It will take a large part of
the original appropriation to in
stall water system, boiler plant,
sewage treatment plant and
sewage lines, a shop to be used
as temporary living quarters for
convicts used in the construction,
a kitchen and a portion of the
administrative unit.
"This means that when all
this necessary work is com
pleted, there would not be any
living quarters for the 540 men
and boys who are expected to be
quartered initially in the insti
tution." Gov. Patterson said that," in
view, of the shortage of state
funds with which the Legislature
may be faced, he felt it was best
to consult with members of the
Ways and Means Committee, out
line the situation and find out
their wishes in regard to con
struction of the institution. ; -J.
D. Annand of Portland, arch
itect on the project, told the
board that Dr. Sanf ord Bates, na
tionally known prison authority
who is consultant on Oregon's in
termediate institution, has strong
ly recommended that the super
intendent of the new institution
have some educational back
ground in order, to accomplish
the aims set up for, the new institution.
Annand further suggested that
the man the Board of Control
picks for superintendent of the
new institution should be em
ployed to work as a sort of clerk
of construction so that he might
offer his own suggestions in con
nection with arrangements with
in the institution and likewise
become familiar with the physi
cal set-up before taking over as
superintendent.
The board also agreed to set

architect on the project, said he
did not feel there was sufficient
room for the institution at the
medical center on Sam Jack
son Hill. He said he favored, a
rural location rather than one in
a congested residential area.
Under terms of the act author
izing the institution, twice ap
proved by the voters, the hos
pital must be located within 20
miles of the Multnomah county
courthouse.
