burned was the description given
the 1954 forest fire season on national-forest-protected
land in
Oregon and Washington by Ker
mit W. Linstedt, Regional Fire
Control Chief of the U.S. Forest
Service, following his summa
tion of reports sent in from the
18 national forest supervisors.
Weatherwise, it was one of the
most favorable on record accord
ing to information issued by R.
W. Cowlin, -director of the Pa
cific Northwest Forest and
Range Experiment Station (re
search branch of the Forest Serv
ice), whose forest fire research
section has just completed an
alyzing fire weather conditions,
April through October fire sea
son, in the two states.
Record Years
Fewest fires ever to occur on
the lands protected by the For
est Service was in 1948. The low
est burn acreage was recorded
in 1953. Total number of fires
started this year was 706; the
five-year average is 1,127.
Although obviously pleased.
with the over-all success of the
current fire season, Linstedt' ex
pressed concern about the 268
preventable, man-caused fires in
this year's total, since percentage-wise,
hunters were respon
sible for more than last year.
Big-game seekers largely are
blamed for 112 fires in the woods
during the month of October this
year. Hunters who abandoned
warming fire were the worst of
fenders. "We must find some way
to make careless hunters aware
of the danger associated with
strong winds late in the day even
though the night and early morn-,
ing may have been both damp
and cool," he said, recalling the
outbreak of Such fires during the
1952 elk, hunting season.
Tops Washington Mark
This "year's burn acreage fig
ures for national-forest-protected

experienced 132 acres of burn
from 132 fires.
Both federal foresters, in com
menting upon the successful sea
son, pointed to the favorable
summer fire weather as one
reason for the low fire losses.
The forest fire research section
of the experiment station found
the summer fire danger as low
as any on record with lightning
storm occurrence fewest in re
cent years and less than half as
frequent as in 1953.
Fire season danger ratings are
based upon the various factors
influencing the start and spread
of forest fires. In both western
Oregon and western Washing
ton the experiment station's 1954
burning index figures -based
upon a combination of relative
humidity and wind speed were
a record, low for the summer.
'Number of rainless days was
below normal, dry periods were
unusually short, temperatures
were below normal and the num
ber of days with relative humid
ity below 30 percent, ' point at
which logging operations cease
west of the Cascades, was few
est since 1948 in western Wash
ington and fewest since 1941 in
western Oregon north of the
Rogue river watershed. Cowlin
indicated that more complete
fire danger and weather data are
to be published shortly by the
experiment station.
Other Important Factors
Though favorable weather pre
vailed, Fire Control Chief Lin
stedt gave credit to a number of
other factors important in keep
ing fires out of the woods. Co
operation of forest visitors, in
tensive prevention efforts
through the Keep Green associa
tions and the cooperative forest
fire prevention (Smoky Bear)
campaign backed by the efforts
of state and private protective
agencies, press, radio, TV and
other individuals and groups
contributed much.
"Foresters generally are in a
good position for next year," he
said. "Most of the logging debris
has been eliminated as a future
fire hazard through controlled
burning during the favorable fall
weather just past."

Police Chief Charles Champ-
lin warned yesterday that prob
ably hundreds of people in Med-
ford are big time gamblers with
out realizing it. '
"They're the motorists who
gamble their - lives on a guess
that maybe it won't freeze until
next week," he said. , ' .
Fatal Mistake
"They put off getting their
cars ready for winter until after
freezing weather and fog have
arrived. That can be a fatal
mistake just once.".
November fog and bad weath
er, the chief added, can be more
hazardous to motorists than Jan
uary storms, because they come
unexpectedly and find many
motorists unprepared, both me
chanically and psychologically.
He urged Medford motorists
to observe the following safety
rules now:
1. Don't blame accidents on
the weather; be ready for bad
weather. -.
2. -When fog or freezing tem
peratures come, get the "feel"
of the road before starting out.
Clear Windshield
3. Keep the windshield clear
of fog and frost, and be sure
headlights, windshield wiper
and defrosters are working.
4. On snow and ice, use tire
chains. They cut stopping dis
tance in half, and give four to
seven times greater traction.
5. When you can't stop, don't
jam on the brakes. "Pump" your
brakes to avoid skids.
6. Follow other cars at a safe
distance. Give yourself room in
which to stop, if the other fellow
does. '

Written and oral civil service
examinations to fill , both the
Iieutendancy . and a sergeant's
post in the Medford police de
partment have been 'tentatively
set for Dec. 3 at 7:30 p.m. in
the city hall, according to Chief
Charles Champlin.
The tests will be given by the
city Civil Service board and
both examinations will be simul
taneous, Champlin said.
Only department employees
will take the tests, with four
scheduled to take the lieuten
ant's exam, with three eligible
by way of service. They are
Sg'ts. Clyde Fichtner, Lyle Per
kins and C. W. Lacey. Sixteen
are eligible to take the . ser
geant's exam, including every
one with at least one year of
service.
The police chief pointed out
that the civil service examina
tion will be carried out as a part
of an overall plan to improve
the selection of men for police
work. This is the first such ex
amination ever given in the de
partment and Champlain stated
it is planned to carry through
on it by giving regular exams
to applicants for patrolmen
positions.
This type of Examination was
one of the recommendations by
William P. Beall in his survey
of the local department, the
chief added.
Banks along the Suez canal
are chiefly of sand and gravel.
In some places, however, con
crete has been - used to v check
erosion and slide damage.
High Court Denies Dismissal Motion
- The Oregon supreme court
has denied the motion seeking
dismissal of the state's appeal
in a check case which started
more than a year ago, according
to the district attorney's office.
Motion for dismissal was made
by Attorney Edward Kelly for
Walter Pirkey, 42, ' of . 146
Laurel st., Central Point, who
was charged with drawing a
$120 check payable to Cooksey
Motors on April 3, 1953, without
sufficient funds in the bank to
cover it.

Last March 17, a circuit court
decision sustained Kelly's de
murrer on the grounds that the
law involved was unconstitu
tional. Following the ruling,
the state filed notice of appeal
on April 15, but due to an error,
transcripts were sot tent to the
supreme court within the 30-day
deadline. This was the basis for
the motion to dismiss the appeal.
The state has filed a brief
with the supreme court on the
matter. .
