Lawyer, Mechanic To
Combine Occupations
Philadelphia (U.PJ--A Phila
delphia lawyer who worked as
an aviation mechanic while
studying law hopes to. combine
both occupations and become an
expert on determining legal
ownership of the air. -
The attorney, James A. Jen
nings, points out that the field
of territorial rights in the air is
a recent development that poses
a profound problem in interna
tional law.
One problem which he said
has been kicking around for sev
eral years is which nation owns
the air over the North and South
Poles. And he said the question
has remained" unanswered since
commercial airplanes ; started
trans-ocean flights. '
Jennings, a 29-year-old vet
eran of World War Hr divides
his time between his books, his
work at International Airport
here andhis wife and two chil
dren. But his chief goal is to
resolve the question who owns
what part of the air.
