patched a sharp protest ,to the
U. S. embassy - in Moscow late
yesterday for delivery to the
Soviet foreign office. Although
the contents were not revealed,
it was ,-. presumed the United
States asked for an explanation
and demanded damages. - v
In the past, this country has

tion from Russia and other Com

we will not tolerate such actions;
whatever is necessary to get that
acrossto them we must do."
France Will Not Send
Diplomat to Germany
Paris U.R) France refused
Saturday to send a diplomat to
Germany next week to reopen
negotiations on the Saar but an
nounced that some points of the
historic, pact between the two
nations still must.be settled.'

spokesman denied a West Ger
man announcement that the dip
lomat would go to Bonn and re
open talks on the pact , between
German Chancellor Konrad Ad
enauer and French Premier
Pierre Mendes-France.
- The spokesman said neither
chief of cabinet Jean Marie Sou
tou nor any other French diplo
mat would go to the West Ger
man capital, as Adenauer had in
dicated Friday night.
But the spokesman said it had
always been agreed that certain
points in the Saar accord still
had to be completed.
Councilman Refuses
Check on Montreal
Montreal, Que. GJ.R) City
Councilman John Lyall had the
last word in a dispute over the
financial trustworthiness of him
self and the city of Montreal.
"You may go bankrupt," a
clerk . explained when the city
refused-to take Lyall's $200 elec
tion deposit check. .
Lyall won the election and
was handed a city of Montreal
check when he came to get back
his deposit. -
"That's no good," Lyall said.
As, far as I know the city of
Montreal is a lot nearer bank
ruptcy than I am." . .
Lyall said he would wait for
cash.
Johnson, Knowland
Pledge Cooperation
Washington (U.R) Senate
Democratic Leader Lyndon B.
Johnson and Republican Leader
William F. Knowland promised
Saturday that they will work
together in "the closest type of
cooperation" to insure a smooth
change-over of party control
next January.
The Texas Democrat who will
succeed Knowland of California
as majority leader in the 84th
Congress, also pledged that the
Democrats will not stir up a
"cold war" with the Republican
administration. But he said it
is up to President Eisenhower
how well things work.
"If there is a cold war, the
Democrats are not going to pro
voke it," he said.
Johnson and Knowland met
at a private lunch . to discuss
organization and procedures for
the' new Senate. They told re
porters afterwards that they had
"pretty well agreed" on such
matters as distribution of com
mittee seats. -
Man Brought to Medford
To Receive Treatment
' Henry Kahl, 52, Grants Pass,
was admitted to . Sacred Heart
hospital at about 6 p.m. Satur
day for treatment of head and
neck injuries, according to attendants;'
Local state police said Kahl
was involved in an, accident
north of Grants Pass on Highway
99 and brought here by a Jose
phine county ambulance. Further
details were not available here.

Non-Farm Work

San Francisco U.R) The
U.S. Department of Labor an
nounced today that non-farm
employment in California, Wash
ington, and Oregon increased
94,500 in September, owing to
the end of the lumber strike.
The . number of persons em
ployed in non-farm industries
was 5,162,000 in the three states,
according, to the department's
Bureau of Labor statistics.
The figure includes about 53,
000 lumber workers on strike in
July and August who returned
to work in September. .
"The residual increase of 41,
000 fell about 25,000 short of
the normal seasonal increase be
tween mid-August and mid-September,"
the bureau reported.
Compared with September a
year ago, employment last Sep
tember was 96,000 lower.-
California, with a total of 3,
194,000 and representing three
fourths of the employment on
the coast, added 29,000 over the
previous August. Oregori rose
29,000 to 485,000 and Washing
ton 36,000 to 763,000. ;
Limit on Liquor -Permits
May End
' Portland J(U.R) The limit on
the number of liquor dispensing
licenses issued by the state may
be lifted by the 1955 legislature,
according to' State Sen. John
Hounsell of Hood River.
Hounsell yesterday told mem
bers of the Oregon Dispensers
association here that "a liquor
license hasn't proved the bonan
za people thought it might be,
and I think the lid has served its
purpose." '
The state senator said the part
of the liquor law setting a ceil
ing on the number of licenses
might be modified, or lifted- en
tirely. Hounsell was a member of a
panel which discussed Oregon's
liquor laws at the ODA meeting.
Others in the discussion group
included Rep. Orval Eaton of
Astoria, Sen. Elmo Smith of
John Day, Rep. Pat Dooley'of
Portland; Representative - elect
Dick Groener of Milwaukie and
George (Woodward of Portland,
attorney for the Oregon Liquor
control commission.

In Peacetime Race

time atomic power is on the way,
but . . . . ' . ,
The experts don't know when
it will arrive. They do a lot of
guessing. Five years, 19, 25. But
they don't know.
They don't know which coun
try will get economy atomic
power first the United States,
Russia, Britain, possibly France.
The stakes are tremendous.
One pound of uranium, cost
ing $10 to $20, packs the energy
of 1,500 tons of coal costing
about $ A.000. Palmer Putnam,
consultant to the Atomic Energy
Commission, estimates "usable"
coal and oil reserves will be
gone in 70 years. By "usable" he
means fuels that will produce
power at no more than twice
present prices. ,
Atomic Fuel Plentiful :.
But radioactive fuels, uran
ium and thorium, are abundant
enough to last at least 175 years,
according to Putnam's calcula
tions.: :..
So, on the theory that man
will do whatever necessary to
get energy, for his gadgets and
industries, experts believe atom
ic power certainly is on the way.
But the atom is obstreperous.
It does not give up its energy
easily. The ' engineering diffi
culties of harnessing its forces
both safely and economically are
enormous.
Program Started
The atom has been ' put to
wqrk in submarine engines. But
they are cost-no-object military
projects and shed little light on
the economics of peacetime
power.
There will be no useful cost
data in this country until five
experimental atom power plants
now being built have been in
operation for 'some time. The
plants are being built under a
$200,000,000 five-year program
launched recently by the AEC.
The first, designed to produce
about 5,000 kilowatts of electric
ity, is expected to be in opera
tion in 1956. A much larger one,
expected ta generate more than
60,000 kilowatts, will be com
pleted in 1956.

Strauss believes, "Our children
will enjoy in their homes elec
trical energy too cheap to
meter." , "
Atomic energy already has
produced what Strauss and oth
ers call "incalculable" peace-
time benefits for man. For ex
ample, radioactive research ma
terials, a byproduct of the U. S.
atomic project, have brought sci
ence closer to solving the mys
tery of how plants transform
sunlight into food. If that secret
ever is finally broken, the A-
bomb will have redeemed it
self. . "
. But the big payoff . will be
atomic power. Because this coun
try is rich, temporarily,- in coal
and oil, gas and water, it lacks
the economic incentive of some
other countries for pushing nu
clear energy development.
That is why some authorities
believe Europe may win the
atomic power race.
