ada, Md., after a long illness.
Smith served in the House of
Representatives from 1033 until
1843.. He joined the Justice De
partment's anti-trust division in
1944. .
Smith, a resident of Hoquiam,
Wash., will be buried Thursday
in Arlington National cemetery.
He was a World War I veteran.

Wish for Big 4 Talks
But on West's Terms

time for new West-East negotia
tions may not be far off.
But they made it plain,' and
Prime Minister Winston Chur
chill said flatly today, that the
time for a conference will be
after ratification of the Paris
agreement for arming Western
Germany and not before.
Soviet policy for months has
been pointed toward preventing
West German armament.
The Kremlin has proposed
talks on German unification .and
an "all-European" security or
ganization which would, replace
the North Atlantic Treaty Or
ganization. . " : :
Against EDC Ratification
First, the aim was to prevent
ratification of the European De
fense Community treaty which
provided for arming of the Bonn
Republic. France did refuse to
ratify for its own reasons, not
to oblige the Kremlin and that
pact was killed.
The Western allies started
work at once on a new and even
stronger, agreement, and their
new Western European union
treaty was signed in Paris last
Saturday. ,
. On the same day, , Molotov
sent notes to the United States,
Britain- - and France proposing
a Big Four conference in No
vember on withdrawal of for
eign troops from Germany, uni
fication of East and West Ger
many and the Moscow-style "all
E u r o pean" security organiza
tion. '1
The motive was transparent
Molotov is now trying to pre
vent ratification of the Western
European union agreement. ,
Allies Don't Bite
The allies had foreseen the
move and did not take the bite.
. Eden said in the British House
of Commons Monday, in discuss
ing the Paris agreement: .. '
"If we can bring about sta
bility and a common purpose in
the West we shall have estab
lished the essential basis on
which we can seek an under
standing with the East.'t
A few hours later Dulles,
speaking at the televised cabinet
meeting in the White House,
said:
"When we create . . . a posi
tion of solidity and strength for
Western Europe, then there may
be a new basis for discussion
which doesn't exist at the pres
ent time."
West German Chancellor Kon
rad Adenauer, who would be
consulted at every step in any
plan for a Big Four conference,
said Monday in a cabled inter
view with Hugh Baillie, presi
dent of the Unit-id Press:
Prospects Will Improve
"After the agreements con
cluded at Paris go into effect,
the prospects that Russia will
agree to give up East Germany
will improve because it has been
proved that Russia ; will only
make concessions if the West
is united and strong."
Thus the allies seem to look
forward, before long, to agree
ing to meet Molotov. But they
will do it only after the Western
Union treaty has been ratified.
Molotov will not be pleased.

three-year-old Camas, Wash.,
boy died In Memorial hospital
here yesterday afternoon with
out regaining consciousness aft
er he was crushed beneath the
wheels of a gravel truck. ;
The victim was Chris Wright,
son of Mr. and Mrs. Kenneth D.
Wright. He was caught under
the wheels of a truck driven by
Harry Friberg 47, Vancouver. '
Friberg told police that he had
been hauling gravel in the drive-
day of Wrights dwelling and
had noticed several small chil
dren playing in the area. But,
hhe said, he thought all the" chil
dren had been called inside by
their parents and proceeded to
back into the driveway. Friberg
said he heard the- Wright boy's
screams, and found the child
under the truck's right rear
dual. .- .-

Damages Automobile
Salem (U.R) A young Salem
woman, driving along about 40
miles per hour, wondered what
would happen if she shifted her
car into reverse. She found out.
Witnesses told police the car
went out of control, crossed the
highway and struck a parked
truck. The woman's car had to
be towed away,: but the truck
was only slightly damaged.
The woman, whose curiosity
got the better of her, wa3 cited
for reckless driving, according
to reports received- at the traf
fic safety division here yester

charge of interest to the people of Klamath Falls and
Klamath County.
