purchasing agent for Cornell
University.
Retirement of George S. Frank
brought to light his 32 years of
work to centralize the job for
the entire university and to per
fect what he calls "creative
purchasing."
Before Frank established his
department, each division at
Cornell ordered its own supplies
in a hand-to mouth fashion. Now
the department buys everything
except food, some books and
coal.
Frank explained his "creative
purchasing" as covering a great
deal more than wholesale buy
ing. The purchasing staff designs
p.ew products, equips all of Cor
nell's new buildings, conducts
laboratory tests, and maintains a
library for up-to-date informa
tion. Frank helped organize the Na
tional Association of Educational
Buyers and the Educatonal and
Institutional Cooperative Serv
ice, Inc.

ing chlorine gas in the purifica
tion of drinking water in 1910.
Later, he was the first to use

Hugh C. Clegg, assistant di
rector of the Federal Bureau of
Investigation, told the New York j
State Association of Police
Chiefs that police department
standards should be raised, par
ticularly on the local level.
"We do not believe in a na
tional police force," he said.
"What is neded is higher stand
ards on the local and state level
so the public- will have con
fidence in their ability to handle
the situation."
Law enforcement should be
"more than 95 per cent" a local I
job, he added. i
Clegg said the FBI doesn't
"claim to know it all' and has
no intention of "high pressur
ing" police chiefs to use its
training facilities. However, he
pointed out, the facilities "are!
available."

part of an 11-state "summer slow
down" campaign.
A Carthage ordinance author
izes stiff fines for speeding which
follows a general reaction to the
upward trend in highway deaths.
A first offender may be fined
from S50 to $100. No more than
$200 is allowed for the second
offense and if there is a third
offense within 18 months the
fine can go from $100 to $500.
Safety officials of 11 north
eastern states recently under
took the first interstate program
of its kind. Governors of the 11
states proclaimed a "Slow Down
and Live" drive, aimed at stop
ping speeding.
Summer Worst Time
Enforcement efforts are being
backed up by judges, magistrates
and justices of the peace. The
drive is aimed at speeders be
cause studies show that one-third
to one-half of the fatal auto acci
dents occur because drivers lose
control of their cars at high
speeds.
In Albany, the head of the
"slowdown" program James
Barrett, has pointed out that
traffic deaths during the first
quarter of this year ran 19 per
cent higher than the previous
year for this area. This Is com
pared with a four per cent rise
for the country.
The drive will be concentrated
during the summer months, Bar
rett said, as traffic deaths have
run three per cent higher during
June, July and August than the
rest of the year.
