a million dollars in unpaid in
come tax payments were recov
er! in 1952 by the fraud divi
sion of the State Tax Commis
sion, according to Ray Smith,
commissioner in charge of the
division.
Smith said an even greater
collection is expected this year
because the fraud division is
working on "some very flagrant
cases that will bring about re
covery to the state of many
thousands of dollars."
Evaded Taxes Paid
Since the fraud division was
established, soon after Smith
was named commissioner, no
criminal cases have been insti
tuted. Instead the taxpayers
have paid the evaded taxes plus
penalties.
Smith said: "However, in the
cases now under investigation,
there may be some prosecutions
as well as recovery of a goodly
sum of money."
He said that in cases where
it might be decided that prosecu
tions under the criminal code
are needed, the evidence will be
turned over to the district at
torneys of the counties where
the tax evaders live.
More Teeth In Law
The Commission is making a
study now looking toward "put
ting more teeth" in the violation
section of the income tax law,
Smith said. At present evasion
of state income taxes is only a
misdemeanor, punishable by a
maximum fine of $1,000, a
year's imprisonment, or both.

Important advances already
have been made by ' adjusting
traffic patterns, relocating train
ing flights, revising operational
procedures, changing ground
run-up locations, and muffling
ground tests of new engines. In
addition, manufacturers and gov
ernment researchers are in
vestigating means of reducing
engine sounds at their source.
The national campaign, under
taken slightly more than a year

Aeronautics Administration
brought together "all elements
of the industry that can make
some contribution" toward
sound abatement.
In the New York area a
hub of world-wide air activity,
where sound abatement meas
ures have a high priority be
cause of the unequalled volume
of air traffic and the high-
density populations surrounding
its airports a special group,
the National Air Transport Co
ordinating Committee, has been
established to coordinate the
wide-scale sound reduction program.
The NATCC activity in New
York is expected to set a pat
tern for other such programs
throughout the nation. It has in
volved, according to its execu
tive director. Vice Adm. C. E.
Rosendahi; "the most far-reaching
adjustments of air operation
al procedures ever undertaken
by the air industry."
Already, as a result of. volun
tary cooperation by aviation
groups, more than 23,000 trans
port training flights have been
transferred from major termi
nals in the New York area to
outlying airports. Vigorous day-by-day
action is emphasized by
NATCC in readjusting flight
procedures and operations.
By telephone, staff personnel
maintain constant touch with
chief controllers, chief pilots,
airport managers, airline execu
tives and others concerned with
the project. A special techni
cal committee, part of NATCC,
meets at least once a week to
discuss new proposals and re
view measures already adopted.

tease" shows in downtown store
windows.
The "performers" are only
plaster mannequins, but the
Chamber s retail merchants div

about it after women protested
the nude dummies were in bad
taste. ,
One mother said she was em
barrassed by the undressed man
nequins when she took her chil
dren shopping. Another sent in
a clipping from a LaCrosse, Wis.,
newspaper saying that the city
council had voted a $25 fine on
firms displaying nude dummies.

questing the merchants to dress

Duty Tour With MP
Henry V. Dunstan, an Army
major, recently completed his
tour as the Fort Monroe Provost
marshal and commanding officer
of the 559th military police com
pany, according to an Armx re
lease. His wife, is the former
Miss Frances Davis of Los An
geles, whose parents, Mr. and
Mrs. A. A. Davis, live in Medford.
Major Dunstan is a veteran of
12 years service and has been
assigned to Camp Gordon, Ga.
Mrs. Dunstan will accompany
her husband there. He will be
a student in the nine-month ad
vanced course of provost mar
shal general school beginning
September 2.

roe three years ago he has led
the garrison troops, an import
ant part of the honor guard
which takes part in ceremonies
