Democrats Will Honor
Judge Frank TouVelle
At Testimonial Picnic
A testimonial picnic honoring
Judge Frank L. TouVelle of
Jacksonville, former state high
way commissioner and dean of
the Democratic party in Jackson
county, will be held at TouVelle
State Park, north of Medford,
Sunday, August 17.
The picnic, sponsored by Jack
son county Democrats is open to
the public. State park and high
way officials and Democratic
party heads and candidates will
attend and take part in the pro
gram. Dr. Arthur Kreisman of
Southern Oregon College will
be master of ceremonies and Ed
ward C. Kelly, Medford attor
ney, will give the main address.
The picnic will begin at noon.
The event will be a public ex
pression of appreciation to
Judge TouVelle for his donation
of some 50 acres of land, includ
in 10 acres of beach land along
the Rogue river to the state for
nark Durooses.
The tract, including a large
mcnic area was donated in 1948
and is used by thousands of Ore
gon residents and visitors Irom
every state.
Judge TouVelle, born in Kan
sas March 13, 1870, is a grad
uate of Cincinnatti Law School:
and a member of Phi Delta Phi
Law fraternity. Taking an early
interest in politics, he became
countv treasurer in Mercer
County, Ohio, at the age of 23,
serving from 1893 to 1897.
A case of "love at first sight"
is the way Judge TouVelle de
scribes his first contact with
Oregon. He came here in 1905 to
attend the Lewis and Clark Cen
tennial celebration, visited rela
tives in Jackson county, bought
a ranch and stayed.

To Feed Drought Area

states to lay plans for rushing
emergency feed to drought

Kentucky.
The emergency program to
dispatch Midwestern hay into
the worst-hit states of the parch
ed South will be financed by
$3,000,000 in federal emergency
funds allotted by President Tru
man. At the planning session were
state agricultural mobilization
directors from Tennessee, Ken
tucky. Iowa, Wisconsin, Michi
gan, Indiana and Illinois. These
officials, with the department's
Commodity Credit Corp., will
carry out the emergency feed
program.
Holland Harvesting

gust, are expected to exceed
last year's figure of 420,000,000.

He married Elizabeth Blosser,
Feb. 24, 1916. Judge TouVelle's
crusade for good roads finally
elected him Jackson . county
judge in 1913, in which capacity
he served until 1919. .
Through his leadership the
county passed a half million dol
lar bond issue to provide for the
first paved section of the Pacific
Highway, from Central Point to
Ashland and a grade over the
Siskiyou mountains.
Public Health Pioneer
Judge TouVelle also became a
pioneer in the field of public
health and during his term of
office Jackson County establish
ed the first public health de
partment in the state. The judge
bought the first automobile for
the public health nurse, so that
she could make the needed
calls around the county. For
this "extravagance" he remem
bers humorously, "there were
some threats to recall me."
In recognition for his promo
tion of good roads and highways.
Judge TouVelle was appointed
state highway commissioner un
der Governor Charles Martin in
1935, serving until April, 1939.
