Stevenson's Aid
Sought for Bill
On Discrimination
Washington (U.R) Sen. Hu
bert H. Humphrey and other
"liberal" Northern Democrats
are trying .to enlist the support
of Gov. Adlai Stevenson for
their "compromise" bill to end
racial discrimination in employ
ment, it was learned Friday.
Informed sources disclosed
that they have forwarded a copy
of the proposed legislation to the
Democratic presidential nomi
nee. They are hopeful that he
will endorse it, despite his state
ment that anti-discrimination
measures are primarily a state
responsibility.
Initials Battle Cry
The bill, approved by the
Senate Labor Committee just be
fore Congress adjourned, is aim
ed at the same goal as President
Truman's controversial proposal
for a Fair EmDloyment Practices
Commission. The sponsors, real
izing that the very initials
"FEPC" have become a battle
cry to' Southern Democrats, have
worked out a different approach
to the problem.
Their measure would set up
a seven member board called
equality of Opportunity in Em
ployment Commission to inves
tigate and eliminate employ
ment discrimination because of
race, color, creed and national
origin.
After extensive hearings, this
board's findings would be en
forceable through the courts.
But. the courts would have the
authority to review the case
both as to the law and the facts.
Chief distinguishing factor of
the Humphrey bill is that it
' would be inoperative in states
or ' cities which take "effective
action" on their own to end dis
crimination in employ m e n t.
This provision was designed to
answer "states rights" opposition.
The bobcat is essentially a
hunter, preferring to catch its
own prey although not averse
to eating dead animals killed by
. others. - .
County Projects Included
In Call for Highway Bids
The state highway commis
sion has called for bids August
18 and 19 for four construction
projects in Jackson county, ac
cording to County Engineer
Paul Rynning.
The bids are for two state
projects, a county project and a
federal aid project. The com
mission announced bids will be
opened" Monday, August 18, for

eign Wars Friday protested that
the meeting hall where they
held their convention was also
used by a group raising funds
for jailed Communist leaders.
"This is an insult to every
thing we stand for," VFW Com
mander in Chief Frank C. Hil
ton said.
Near Riot
A near riot broke out after
Hilton disclosed to the delegates
attending a VFW business meet
ing in the Embassy Auditorium
Thursday that the hall was used
by the Civil Rights Congress
only a few hours earlier.
VFW members, here for the
53rd national encampment, de
manded an explanation as to
why the auditorium manager
had leased the hall to both
groups.
Manager Explain!
Al Thatcher, manager of the
building, was called in.
"If I did not allow other
groups to use the hall when it is
not being used for other meet
ings, I would be accused of dis
crimination," he said.
"I cannot discriminate in the
rental of the auditorium, as long
as anv group does not voice ex
pressions seeking the overthrow
of the U.S. Constitution. Ihe
Constitution guarantees freedom
of speech and of assembly," he
said.

sion property at Lincoln on the
Green Springs highway; for
building a bridge over Bear

miles of the Pacific highway be

Bear Creek Bridge
Bids for the Bear Creek
bridge project will be received
for the county government and
will be referred to the county
court, which will handle all
matters oh the project following
the receipt of bids by the high
way commission. The bridge
will call for approximately 600
cubic yards of excavation, 460
cubic yards of concrete, 104,000
pounds of metal reinforcement
and 490 feet of metal railing.
Rynning announced that two
crews are -working on a new
bridge over Antelope creek at
Meridian road. They have been
working about a week. The
bridge will be of creosoted
wood.
Paving of another short sec
tion Hiatt road, near the Dead
Indian road, is scheduled to be
gin soon. The county's extensive
oiling program is progressing
rapidly, according to Rynning.
He also announced that a county
rock crusher has been set up in
the Evans creek district near
Wimer.

moved four states and areas in
six. others from quarantine re
strictions imposed last week to
halt the' spread of the hog disease
vesicular exanthema.
States now free from federal
quarantine restrictions are Ariz
ona, Georgia, Ohio, and Wyom
ing. '-. X
At the same time the -department
released these other areas
from federal quarantine: '
Lake County, Illinois; Atchi
son, Doniphan, Johnson, Leaven
worth, .. and , Sedgwick counties,
Kansas; Clay, Howell, and Platte
counties, and Jackson county ex
cept Caw township, - Missouri;
Box Butte, Saunders, and Wash
ington counties, and Dodge ex
cept Platte township, and Hall
county except Alda township,
Nebraska; Marion counly, Ore
gon, and Spokane county, in
Washington.
Parts of these states remain
under quarantine.
The department extended the
quarantine restrictions in two
states to areas where the disease
has now been identified. The re
strictions were extended to all
of Cook County, HI., where be
fore only Orland Township had
been under quarantine. They
also were extended to Gilrriore
and Richland Townships in
Sarpy . County, Neb. Previously
all of Sarpy County had been
free of vesicular exanthema.

Dallas, Ore. U.R) Bodies of
two Valsetz, Ore., boys were re
covered Triday from the town's
reservoir where they drowned,
one apparently having slipped
into the water and the other. at
tempting a rescue Thursday
night. .
The victims were Larry
Weaver, 12, son of Mr. and Mrs.
Norman Weaver, and "Gary
Haley, 13, son of Mr. and Mrs.
Raymond Haley, all of Valsetz.
The boys left their homes for
a bicycle ride yesterday after
noon and were not missed until
dinner time. At dusk, a dog
owned by one of the lads return
ed alone and the parents became
alarmed. Searchers followed
their bicycle tire tracks to a
point near the reservoir above
Valsetz and later noticed skid
marks on a plank leading to the
water.
Authorities said indications
were that one of the boys had
slipped in and the other fell in
while attempting a rescue.
Neither of the boys could swim.
