Karnes Sentenced
To 15 Years for
The Dalles Assault
The Dalles OJ.R) Albert
William Karnes, 24-year-old As
toria, Ore.,. .Jaborer, pleaded
guilty Wednesday to a charge of
burglary and assault and was
sentenced to a maximum term of
15 years in the Oregon State
Penitentiary.
Karnes has admitted the ax
murder of 81-year-old Mrs; Su
san Litchfield at Salem June 7.
He will be held at the state pris
on until his murder trial opens
in Marion county Circuit Court.
Circuit Judge Malcomb W.
Wilkinson handed down the 15
year term for Karnes' admitted
burglary and assault with a
hammer on Mrs. Ben Callaway
of The Dalles June 10.
Mrs. Callaway was released
from The Dalles hospital after
recovering from a skull fracture
resulting from Karnes' attack.

QUARTET TO APPEAR The "Simpsonaires" quartet from
Simpson Bible institute, Seattle, will present an evening of sacred
music Saturday at the First Methodist church, West Main and
Laurel streets. The program is scheduled to start at 8 p.m. The
quartet's appearance here is one of several the. group is making
over the Pacific coast. Members of the quartet are Norman Nel
son, Elmer Entz, Mrs. Lorean Tieszen and Abe Tieszen. They will
be accompanied at the piano by Miss Faith Hawley. In addition to
the musical program, there will be a talk by Tieszen. Rogue Valley
Youth for Christ is sponsor of the presentation.

last month, with, a $4,500 saving
to taxpayers, Mrs. Blanche D.
Lyman, administrator of the
Jackson County Public Welfare
commission, reported at the
commission's monthly meeting
Tuesday. In May, 1951, 435
youngsters were aided; 343 were
helped last month.
This was also a decrease from
the number of dependent chil
dren receiving aid in April, a
total of 360. Mrs. Lyman expects
the number of cases to drop
even more in July, due to a new
law and a state ruling, both ef
fective July 1.
Support Act Effective
The Reciprocal Support act,
passed by 44 states including
Oregon, requires Public Wel
fare commissions to refer every
case of abandonment or deser
tion of a child to the district at
torney. The deserting parent
may then be arrested in any of
the 44 states and-tried in tnat
state without extradition costs.
The state ruling makes all
children from 14 to 17 years of
age ineligible to receive grants
during the summer unless they
are physically or mentally in
capable. Consideration of grant
renewal will be given the 19
children affected next Septem
ber. Mrs. Lyman said the ruling
was passed under the assump
tion' that these children would
be able to get summer work.
However, some 14 to 16 year old
girls are having difficulties in
finding employment, she said.
Can Trace Deserters
With the Reciprocal Support
act in effect, the deserting par
ent rhay be traced more easily
than before, for the district at
torney will have information
about him on hand. Other states
will be notified, and it will cost
this state nothing to have him
arrested. Formerly the extradi
tion costs were so high that lit
tle was done to apprehend many
deserters,' and consequently
there were more cases of aban
donment. The state ruling will prevent
about one-fifth of last month's
cases from receiving aid.
The largest number of persons
ever to receive medical assist
ance from the general assistance
program in Jackson County
were helped by the Public Wel
fare commission in May, Mrs.
Lyman said, at a cost of
$8,170.98 for 150 persons. Mrs.
Lyman said that the high cost
was partly because hospital care
went up May 1 from $10.50 to
$12.00 and $12.50 per day, In ad
dition to other factors.
GA Costs Rise
Although the number of gen
eral assistance cases dropped
only one from April to May, the
cost rose about $8,000, due most
ly to increased medical care
costs.
Foster home cases stayed the
same for the two months. Mrs.
Lyman feels that there will be
an increase in these cases this
summer, since Frank Swacki is
quitting his position as a proba
tion officer for the juvenile
court department., which works
with families to try to keep the
foster home cases to a minimum.
Old age assistance followed
the state trend, with a three per
cent decrease in the number of
cases and a three per cent in
crease in cost from May, 1951, to
May, 1952. This is due to higher
rents and medical costs in Jack
son county.
Aid to the blind and to the
permanently and totally dis
abled stayed about the same
from April to May. Taxpayers
spent $454 on the blind cases
and $6,604 on the disabled
cases.

Ellsworth's Measure
Will Bring Study in
Indian Land Sales

gressional investigation of the
Bureau of Indian Affairs and its
Portland office was pending
Thursday as the result of a meas
ure introduced in Congress by
Rep. Harris Ellsworth.
Earlier Proposals Combined
The Oregon Republican's reso
lution combined the features of
two earlier proposals. Ellsworth
originally sponsored a bill ask
ing the House Interior and Insu
lar Affairs committee to study
Indian bureau land sales to de
termine if changes in the law
should not be made.
An Ohio Republican, Rep.
Frank T. Bow, had introduced
a bill to determine if certain In
dian tribes should not be com
pletely freed of federal control.
Ellsworth's combined bill calls
for the committee to investigate
the manner in which the Bureau
of Indian Affairs had carried
out its obligation of trust to
ward the thousands of Indians
under Us jurisdiction.
Land Sales Check Asked
The resolution specifically
asks for a check on land sales
through the Portland area office
of the bureau. It also recom
mends criminal action be taken
if statutory violations are found.
Alleged irregularities in the
Portland bureau came to light
recently in a federal suit to void
a land sale at Gold Beach on the
