    Eisenhower's Speech

Dwight D. Eisenhower"! opening
campaign speech was in substan
tial agreement with the official
statement of Republican policy
of which the principal author
was Sen. Robert A. Taft.
Republicans from the House,
Senate and national committee
under Taft's chairmanship stated
the party line in February, 1950,
pending this year's national con
vention when a presidential plat
form will be drafted.
In Greater Detail
The 1950 declaration was In
greater detail than was Eisen
hower's maiden speech in his
campaign for the Republican
presidential nomination. But
there appeared to be a meaning
ful conflict between them as far
as the general went in revealing
his ideas. The 1950 Republican
policy group overwhelmingly re
jected proposals for abandon
ment of the bi-partisan foreign
policy position which in effect,
committed them to at least criti
cal support of the foreign aid
program.
Inflation Tagged
Eisenhower in Abilene tagged
monetary inflation, excessive
taxation, bureaucracy and dis
unity among the American peo
ple as the basic threats to free
dom here.
Republican policy in 1'950 de
manded an end to deficit spend
ing, a balanced budget and tax
reduction. It proposed a redis
tribution of functions between
the federal government and the
states with emphasis on decen
tralization of power from Wash
ington. Eisenhower also dealt
with that subject in general
terms.
The policy statement was
more detailed in its challenge to
bureaucracy than was Eisen
hower, but the themes of
Wednesday's speech and the
1950 statement were similar.
Dewey's Speech Recalled
Eisenhower's speech recalled
Gov. Thomas E. Dewey's first
speech after his nomination for
president In 19'q. Both speeches
were in general terms, touching
the high spots and stating out
standing problems, but without
attempting ti solve them all In
one speech.
i Dewey acknowledged the gen
eral nature of his campaign
opener and promised the voters
he would develop the specific
problems and their solutions as
the campaign progressed. His
follow-up failed to convince
enough voters to elect him.
Will Press Issues
Eisenhower, likewise, will be
expected to deal specifically
with the issues which got the
once-over-lightly from him in
Abilene Wednesday and with
others he did not mention; The
voters will expect it, Taft men
whenever the general appears
will press the Issues upon him
for specific answer.
With his first speech the gen
eral merely declared himself
eligible to play.
