Horse Show At Fair
Up To Gov. McKay
Salem (UP) It's up to
Gov. Douglas McKay whether or
not there wil be a horse show
at the State Fair next Novem
ber.
Dr. E. B. Stewart, Roseburg,
chairman of the State Fair
board, appeared before the State
Emergency board at its last
meeting here and asked either
an appropriation from the gov
ernor's emergency fund of $100,
000 to build new stables for the
horse show or $35,000 to cover
the cost of building a series of
ramps from the stadium, extend
ing over the horse stalls and out
of the building.
Stadium Condemned
Dr. Stewart said the state fire
marshal has condemned the sta
dium for use under present con
ditions for a horse show. The
show horses have been kept in
stalls directly under the grand
stands, and the fire marshal said
in event of fire, there was dan
ger that spectators and horses,
panic stricken would mingle as
both leave by the same exits,
and casualties would almost cer
tainly result.
It became known Tuesday
that the horse show, always one
of the major attractions of Ore
gon's State fair, will not be held
this year unless new stabling
quarters can be built.
Advisory Capacity
The 1951 legislature made the
State Emergency board merely
advisory to the governor as to
how he should mete out money
from the emergency fund. The
governor has the authority to
override the recommendation of
the emergency board, and to ap
propriate the necessary money
to save the horse show. Dr.
Stewart said if the requested
$100,000 should be granted, to
gether with other funds now in
the hands of the fair board, a
new barn could be built with
250 stalls, in accordance with
plans drawn by a Salem archi
tect and which Dr. Stewart said

The Bureau of Labor Statis
tics conducted a survey which
showed that a "modest but ade
quate budget" for the average
family of four came to $4,454
under prices of last October.
This was more than was need
ed in any of 33 other large ci
ties. New Orleans was the least ex
pensive metropolis. It took only
$3,812 a year to maintain the
tame level of living there.
Milwaukee was next to Wash
ington, with a $4,387 budget.
New York, the nation's largest
city, was 26th with a budget of
$4,083. Chicago, the No. 2 city
In population, was slightly
ahead of New York with a bud
get of $4,185.
Milwaukee had the lowest
' food prices, an annual expendi
ture of $1,298.

fire marshal.
Dr. Stewart said the alternate
plan, $35,000 for ramps, would
be merely makeshift and the
barn eventually would have to
be built.
Newbry Sees Need For New Hospital
Sale m (U.PJ Secretary of
State Earl T. Newbry told the
Board of Control that Oregon
may need another mental hos
pital within 10 years.
He said he favored location of
a third hospital in Portland. He
said the mental hospitals in
Salem and Pendleton now have
all the patients they can care
for with a bit of crowding.
Newbry suggested to Gov.
Douglas McKay and State Treas
urer Walter J. Pearson that If a
third hospital is constructed, it
could house the senile patients,
or old age patients. Voters will
pass on a proposal at the Novem
ber election to build a hospital
for the aged in the Portland
8 Local Students Receive Awards For HS Press Work
Eight students from Medford
high school have been honored
by the Oregon Scholastic Press
for their outstanding work on
the school newspaper and year
book, it was announced here to
day. Two seniors have been award
ed Eric W. Allen certificates for
newspaper service. Gary New
ton and Patricia Hampson re
ceived the awards. Norma
Jeanne Snell, also a Medford
senior, received the George S.
Turnbull certificate for year
book service.
Medford underclassmen re

located outside Marion county

visors, received recognition for ,
their work.
The Allen award is in me-,
mory of the late dean of the
school of Journalism at the Uni- '
versity of Oregon, and the Turn-:
bull award is named after the
man who succeeded him as dean,
now an editorial writer on the
Albany Democrat Herald.
