In Medford Keeps
Pace With 1951
Building of new homes in Med
lord kept pace with he first
quarter of 1951 during the same
period this year, but building
permit valuation for all types of
structures dropped 44 per cent,
according to Pacific Northwest
Building Data.
The Equitable Savings and
Loan association publication
shows that new homes started
here during the first three
months of 1952 were valued at
$417,033, compared with $430,
800 in January, February and
March of 1951. This amounted to
only a three per cent drop from
last year's figures.
Overall Value Down
Overall construction this year,
however, was valued at only
$528,463 compared with $926,
855 during the first three months
of 1951.
Permit valuation for all types
of construction was down 25 per
cent during the first quarter for
the entire state, while new resi
dence construction was up 19
per cent. Valuation change in
other southern Oregon cities in
cluded in Building Data showed
total permits down 41 per cent
and dwelling permits up 18 per
cent in Grants Pass and total per-
mils down 57 per cent and dwell
ing permits down 64 per cent in
Klamath Falls.
STOLEN CAR RECOVERED
State police last night recov
ered a State Highway Depart
ment car which was stolen from
Canyonville last Tuesday, they
reported this morning. The car,
a 194S Ford, was found near
Eagle Point.

Members Hear Discussion
Of Child Psychiatric Work
Community child guidance
clinics were discussed by Dr.
Charles Bradley, Portland, di
rector of Oregon psychiatric
services for children, at the an
nual meeting of Jackson Coun
ty Public Health association held
yesterday at St. Mark's Guild
hall. Mrs. John Cotton, Ashland,
presided.
Dr. Bradley explained that the
Ideal child guidance clinic has
at least three staff members, a
psychiatrist, a psychiatric social
worker and a clinical psycholo
gist. The psychiatrist slated that
a child guidance clinic, extreme
ly expensive to maintain, actu
ally should be "at the end of the
list" of services which a com
munity supplies for children.
Other Services
A community should be sure
first that the schools and
churches are operating as they
should, that there is a sound
public health program, good
medical men, an adequate re
creational program and adequate
counseling by courts and other
agencies before any thought
should be given to a child guid
ance clinic, Dr. Bradley said.
"The clinic is licked unless all
other services operate well." Dr.
Bradley said. A clinic should not
be established unless a commun
ity definitely wants one, he
added, and the community must
first be completely acquainted
with what a clinic can do.
One in Portland
Dr. Bradley explained that the
only child guidance clinic in the
state is in Portland, and said that
the University of Oregon medi
cal school has been sending psy
chiatrists to various cities of the
state once a month for consul-

tation work. He pointed out thai
this is helpful, but since the vis
its are only monthly, with littli
or no trained personnel in each
community to carry on instruc
tions or" treatment between vis
its, results are not always the
best.
Dr. Bradley explained some
thing of the operation methods
of the clinic staff members, and
said the staff must be highly
trained and "work as a team"
with one assigned to the child in
question and another to the par
ents. They can be most useful
under correct conditions, he
added.
Always Expensive
He said psychiatric treatment
is always expensive, and that
few can afford to pay for the
services of a private psychia
trist.
During the question period Dr.
Bradley said that time had
proven false two assumptions
which had at first seemed "rea
sonable." One is that a child
guidance clinic always lessens
juvenile delinquency, and an
other that psychiatric treatment
for children prevents mental ill
ness as adults.

ing center for a special adminis
tration of the elective Service
college qualification examina
tion, according to Dr. John A
Schulz, director of the testing
bureau.
The Princeton, N.J., headquar
ters of th examining group an
nounced yesterday that the test
will be given on Thursday, May
22. It will begin at 8:30 a.m. in
Room 203 of Churchill hall, Dr.
Schulz Eaid.
Active Club Plans
Circus Concessions
The Medford Active club will
run the concessions at the Crat
er Lake area council Boy Scout
circus Saturday evening at the
high school stadium, President j
George Schuler announced to- j
day.
Jack Cummings has been
named chairman of the commit
tee making arrangements for the
concession. At last year's circus
the Active club turned over $li0
to the Boy Scout council from
profits of the concession. All
profits from the concession will
be donated to the council.
At this week's meeting, mem
bers voted to sponsor 10 memb
ers of the schoolboy patrol at
the dinner to be given by the
Medford Safety council Friday
evening at the Jackson hotel.
More Pay Awaiting
Military on May 31 -
Washington (U.R) Service
men of all branches will find
more money waiting on the table
when the pay line forms May
31.
A bill raising military pay by
4 per cent across the board, and
increasing rent and food allow
ances by 14 per cent, won un
animous congressional approval
Thursday. i
The measure now goes to the
White House, where President
Truman is expected to sign it
within a few days.
Two Cars Ransacked
Police Reports Show
Two cars were ransacked
while parked in front of the Y
club last night or early this
morning, according to state po
lice, i
Robert Hodges, Portland, told
police that a suitcase and brief
case, a pair of slacks and a sport
shirt were stolen from his car,
and Ike Orr, 860 Renault ave
nue, reported to city police that
his car was ransacked between
midnight and 2:30 a.m. Stolen
were an 8mm movie camera, a
still camera and a pair of dark
glasses, he said.

Nabs Two; Collapses
Detroit (U.R) Two men
fleeing from rookie Patrolman
Arthur Holmes Jr., thought they
were safe when the policeman's
car rolled over three times aft
er it sideswiped their getaway
car.
Holmes, 28, leaped from the
wrecked patrol car, snapped
handcuffs on the two men and
then collapsed. Doctors said he
suffered serious head and in
ternal injuries.
