An Outside Expert's View!
Sgt. William P. Beall, expert consultant of the noted' Berkeley, California Po
lice Department, ha the following to fay as a result of his survey in Medford
and Southern Oregon. Sgt. Beall' findings are based on his initial survey in
August of 1951 and his return visit less than a month ago:
"I can assure you that there was no evidence developed at that time
which would indicate the existence of commercialized crime within
the City of Medford, nor was there any indication that the police de
partment has been lax in its enforcement of the state and local laws."

Gambling Laws Need Revising
Jackson county has a district attorney bat
tle on its hands this year which could be dup
licated in almost any county of the state.
The issue is "gambling."
. A young attorney over at Medford Is going
after the incumbent district attorney hammer
and tongs, charging him with "indulgence of
many of our most reputable and respected
citizens."
The Medford Mall-Tribune, while not edi
torially supporting the attack, has been de
voting column after column to voicing the
candidate's charges.
The argument is ever slot machines, pri
marily. It makes a good campaign issue. It is illegal
to operate slot machines in Oregon, as well
as punch boards and other gambling devices,
except pari-mutuel betting at race tracks.
The trouble is that the law prohibits
gambling but a vast majority of the popula
tion gamble law or no law.
In the center of such a muddled situation
sits a district attorney. It's his business to
eliminate slot machines, punch boards, church
raffles, drawings for door prizes and pools
on football games pr world series' baseball
contests, etc. ;
,In theory, every one of these offenders,
should be prosecuted. As a practical matter,)
however, any person arrested can demand a-;
jury trial. The chances of getting a jury!
which will convict is nil. Too many of the1
jurymen know they are like offenders just
not yet nabbed. j
What the state needs is a revision of its'
gambling laws to cover professional opera
tors. Then, district attorneys could prosecute,
offenders and be sure of public support. i
We haven't first-hand information avall-
able as to the exact situation in Jackson
county but, merely reading the type of at
tack being made by the young aspirant for
the district attorney's office in Jackson;
county, we would be inclined to vote against
him if a voter in that county.
