'Darndest Over-Rich City'

This citv may be small but, as
some sav. "it's the darndest over
rich city in America and literally
doesn't know what to do with
all the dough it gets."
The town, which hugs a pleas
ant slrip of sunny beach, n on
top of one of the world s ricnesi
oil dooIs. Since stumbling on
this multi-million-dollar wind
fall 14 years ago, it has put away
an S80.223.000 kitty and "kitty"
keens growing at the rate ot
$20,000,000 a year. Geologist say
the oil should hold out for an-
other half century.
However, the city can't spend
nickel of the money except for
more oil wells and to keep its
waterfront and part of its popu
lace from sinking into the ground
as the black gold is pumped out.
The cause of this frustration is
that the city's locution has land
ed it in the middle of the tide-
lands controversy.
Claimed bv U. S.
Uncle Sam claims this big
puddle of oil is his and the city
and oil companies have im
pounded the cash voluntarily
while Congress considers legis
lation to settle the matter.
"Socialism," "Com munism
and "nationalization" are some
of the charges hurled by defend
ers of state ownership.

fornia said legislation against the
states would provide "any future
executive with a legal pass-key
to Fascism or Communism."'

said a spokesman for the board
of harbor commissioners.
"Thirty-seven per cent of the
entire area of the city is 'tlde
lnnds,' including the beach and
amusement parks."
Great Port Built
Not -the least of the town's
worries Is Its fabulous man-made
harbor. Under a state grant, the
city was restricted to spending
its oil revenue on its harbor and
beaches.
The port, part of tidelands de
velopments valued at $300,000,
000, is the envy of seaports the
world over. It boasts what Is
called the world's largest tran
sit shed with five-and-a-ahalf
acres of covered floor space on a
mile-long pier. This harbormas
ter's dream earned the city more
than $1,000,000 in 1950.
However, many resident shave
thought the money should be
spent on other things besides the
harbor. There have been urgings

only maneuvers.
Could Keep on Going
Officers know that the Rus
sians could start a forced march
by some unit some night, and
just keep right on going.
It is Into this aura of tension
that Gen. Matthew B. Ridgway
transfers from hot war in Korea
to cold war in Europe.
Ridgway moves into a situa
tion where it is not expected
that the Russians will attack this
year, but where it Is known that
they could.
In some ways it will not be
so different from masterminding
the Korean war. It will just be
on a vaster scale.
Troops Outnumbered
He will be In command of
troops vastly outnumbered by
Communist forces drawn up on
the other side. And in same ways
his situation will be worse than
it was in Korea where he finally
has been able to organize a de
fense In depth.

Russia has about 175 divisions
and is building up the satellite
divisions which now number
around 65. The army Ridgway
will command now has about 25
divisions and should have around
50 by the end of this year that

ing some 30 to 33 divisions in the
Yugoslav army which is pledged
to the West in case of attack.
The Yugoslav army is believed
able to contain the satellites.
Russia Building Jets
The Russians reportedly have
around 20,000 planes, of which
5,000 to 6,000 are jets. They are
building jets at the rate of about
400 a month. Their close support
planes are of 1945 vintage, bub
they are working to convert to
jets.
A Soviet division numbers
about 12,000 men and the Rus
sians are going In heavily for
mechanization.
Their mobility Is Increasing
constantly and the Russian sol
dier is very well trained.
