Mexico Said Going Ahead
With Rearmament Program

with the United States.
Since the talks were broken
off here, the government has an
nounced: (1) plans to build up
the air force "with modern
planes" bought from the United
States; (2) stepped-up production
of small arms at government ar
senals; (3) "re-distributed" naval
forces on both coasts "for stra
tegic reasons."
Mexico unexpectedly discon
tinued the secret session on Feb.
21, stating "certain proposals"
of the U. S. delegation could not
be accepted. Spokesmen said
only that "the talks will be re
sumed when and If both govern
ments consider it pertinent."
Officials Silent
Officials have maintained
strict silence regarding the five
conferences held in the ornate
and closely guarded defense min
istry building. U. S. spokesmen,
aware of Mexico's strategic geo
graphical location, said the pact
would have been "similar" to
those concluded with several
other Latin American countries.
According to Mexican army
officials, the agreement would
have provided the republic "with
all the military aid it needs in
arms, airplanes and ships but
would not permit presence of a
single American soldier."
It was speculated that certain
proposals" turned down were
considered monumental by Mex
ico since the Latin country
could readily have used any mil
itary aid offered by the United
States. Informed sources said
some Mexican officials believed
