Wheat Crop Forecast
Portland (U.R) A record Ore
gon winter wheat crop of
24,788,000 bushels for 1952 was
forecast Tuesday by the federal
crop reporting service.
The total would be 12 per cent
above last year. The service has
not yet made a forecast for
spring wheat.

The more he wants to win, the
more he is inclined to risk. Irish
swepstake ticket buyers are in
that class.
Second type: The calculating
person. He keeps his eyes focused
on the odds and balances the
risk against the chances of win
ning. He makes a good poker
player.
Third type: The thrill gam
bler. Bets, regardless of the odds
or the amount he might win,
small or large. He's a sucker for
slot machines.
Fourth type: The sure better.
Bets only when the odds are
heavily in his favor. For him,
Ihe excitement of betting offers
no charms. However, he may be
trapped by betting on "fixed"
horse races, which become un
fixed. Experiments Made '
Landahl based his conclusions
on a study with 50 subjects in an
artificial gambling situation. In
the study, the subjects were
made varying offers to deter
mine the amounts they were
willing to risk at various odds.
Lnndahl's study was part of
work in the university's com
mittee on mathematical biology.
The committee applies mathe
matics to such problems as the
size of crowds, how rumors
spread, and the manner in which
dust and soot particles are re
tained in the lungs. His studies
on gambling resulted fromvork
on a basic problem of the rmithe
matlcs of the nervous system in
which choice is Involved.

claimed Wednesday that federal
air regulations do not provide
adequate safety for passengers
in planes making emergency wa
ter landings.
Vanport Liability

government's liability for dam
ages in the 1948 Vanport flood
was taken under advisement
Tuesday after oral arguments In
20 suits directed against the gov
ernment were concluded.
Federal Judge James Alger
Fee now has testimony from two
weeks of trial last summer, oral
and written arguments and sev
eral hundred pages of briefs to
study before announcing his de
cision. 20 Suits Considered
The present legal action has
been concerned with only 20 of
the 712 suits brought by 2933
persons asking a total of $6,500,
000 from the government as the
result of damages suffered at
the federal housing project in
the memorial Day flood. From
these, the judge will determine
the government's liability.

Under Expiring Act
Chicago U.R) Josef Zylka,
who survived both German and
Russian slave labor camps, ar
rives in Chicago Tuesday as the
last person to be admitted to
this country under the displaced
persons act.
Zylka, a Pole, and his two
daughters, were to meet Gov.
Adlai Stevenson at a noon recep
tion at the State of Illinois Build
ing. Zylka is the last of 339,000 dis
placed persons to be admitted to
this country under the expiring
act.

A spokesman contended an ur
gent need, for tighter rules was
pointed up by the Pan American
World Airways crash off San
Juan, Puerto Rico, last Friday
with 32 deaths.
Safety; Proposals Made
He called attention to safety
proposals made by the pilots as
sociation after the "ditching"
last January of a plane operated
by Northwest Airlines near
Sandspit, British Columbia, with
38 deaths.
The association contended
there are about 450 airliners fly
ing long overwater routes "that
carry flotation equipment that
is not readily available if an
emergency ditching occurs." It
said rules provide only "min
imum protection" after a "suc
cessful planned ditching," one in
which there is time for advance
preparation.
SurrWal Not Covered
"Present civil air regulations
do not adequately cover survival
after an emergency ditching,"
it said.
The pilots anion made these
recommendation:
1. Rubber life rafts should be
so located that they can be jet
tisoned into the water through
compartments opening from a
plane's exterior.
2. A raft's static line should
be fastened to the plane so it will
not float away. The line, when
taut, should discharge inflating
air bottles and turn on a water
proof flashlight fastened in the
raft.
3. Life rafts should be located
on both sides of a plane to meet
situations where evacuation
from one side or another is im
possible. 4. Flashlights should be locat
ed over all emergency doors,
since electric lights are turned
off promptly in an emergency
to prevent fire.
The pilots union said qual
ified witnesses' testimony indi
cated fatalities could have been
avoided in the Sandspit accident
if these proposals had been in
effect. It said Northwest Airlines
"complied with and exceeded"
current air regulations.
