Ashland The importance of
natural resources conservation to
the state of Oregon will be de
scribed in a two-day series of
public programs starting this
evening at Southern Oregon col
lege. At 7:30 p. m. Charles B.
Walsh, assistant game director
of Oregon, will tell of that com
mission's functions. Fair Griffin,
U. S. Soil Conservation service
educational consultant, will dis
cuss the importance of land man
agement in Wednesday's 10 a. m.
assembly and a seven-man panel
will review the entire conserva
tion problem in a 7:30 p. m.
roundtable Wednesday.
Dr. H. S. Fowler, chairman of
the series, said today interested
valley residents are encouraged
to attend the informative pro

Ashland Dr. John A. Schulz,
associate professor of psychol
ogy at Southern Oregon college,
was guest speaker at the weekly
luncheon of the North Bend Ki
wanis club Monday. He dis
cussed "Mental Health for Ki
wanians," Dr. Schulz is imme
diate past president of the Ash
land Kiwanis club.
Damage Suit Against
Strikers Expected
Seattle OI.R) The Pacific
Maritime Association and the
Alaska Steamship company were
expected to file suit for damages
against the striking Marine Fire
men, Oilers, Water Tenders and
Wipers association Ind.
An Alaska Steamship official
said the suit would seek damages
of from $1,950 to $47,500 per
day, depending upon the number
of vessels affected by the strike.
The sailing date of the motorship
Susitna has been delayed two
days because of the walkout, he
said.
Volunteer Firemen
Set Fires for Thrill

setting 14 fires which destroyed
barns and other buildings valued

county since last October, police

Emmanuel Sentenced
To 10 Years in Jail

Olympia 5JJ0 Samuel Em-
manuel took his ease to the state
Supreme Court Tuesday after he
was sentenced to a maximum of;
10 years In prison and fined;
$5,000 for asking a bribe while
serving as state land board secretary.
The sentence was banded
down Monday by Superior Judge
Charles T. Wright after he over
ruled a renewed motion for a
new trial. The time Emmanuel
must serve in prison will be de
termined by the State Board of
Prison Terms and Paroles.
Allowed To Remain Free
Pending outcome of the appeal
to the high court. Judge Wright
allowed Emmanuel to remain
free under the $5,000 bail he al
ready had posted.
Nearly a month ago a Thurs
ton county Jury found Emman
uel guilty of asking a bribe ot
Charles Hovey. logging manager
for the V-M Timber company of
Vancouver, Wash. Hofey testi
fied the former official asked
him to pay SO cents- per 1.000
board feet in return for favor
able action on three applications
for state timber.
Defense Attorney Lee Olwell
maintained the Jury was preju
diced because Prosecutor Ralph
Swanson was allowed to intro
duce testimony about Emman
uel's private real estate business
which grossed $36,000 during
the first half of 1951.
Defendant 'Opens Door
But Wright said the defendant
himself had opened the door to
such questioning because, under
cross examination, Emmanuel
had testified that his Job as land
board secretary kept him busy
"seven days a week and the
phone rang until 10 o'clock at
night and the first thing in the
morning."
That statement gave Swanson
the right to delve into Emman
uel s private income as well as
how he earned it, Wright ruled.
After he was sentenced. Em
manuel declared he was "shock
ed" at the Judge's final decision
and said "this whole thing has
been a total miscarriage of Jus
tice.
Even as Emmanuel's appeal to
the Supreme Court is pending.

miles north of here late Monday
night, but the- three persons
aboard escaped unharmed.

at an altitude of 6.000 feet when
the accident occurred.

Pinay Wins First
Confidence Vote

couni showed Premier Antoine
Pinay won the first of 10 pro
jected votes of confidence in the
national assembly Tuesday on
bis record-high 1952 budget.
The unofficial tally in the first
vote was 325 to 206. Official re
sults will be announced later.
The assembly also voted on a
second issue of confidence, but
results were not disclosed im
mediately. The first vote on Pinay's bud
get which is much the same as
those which caused the downfall
of two other French govern
ments this year was on the
blocking of more than $271,000,
000 in government investment
credits.
The second vote was on Pin-
ay's demand for a reduction in
inheritance taxes.
Injunction Sought In Labor Dispute

an Injunction against the Washington-Oregon
Shingle Weavers
District council, and Everett lo
cal No. 2580, Shingle Weavers
union, United Brotherhood of
Carpenters and Joiners AFL.
The unions were ordered to
show cause why they should not
be restrained from continuing
certain labor practices which
the Sound Shingle Co. of Marys,
ville contends are unfair.
The company charged that the
unions attempted to place an
embargo on Canadian shingles.
The firm said the unions had
ordered the company's em
ployees not to work on shingles
which are being processed by
the company under a contract
with a firm in Vancouver, B. C.
