Senator Discusses
Oregon Finances
At League Meeting
Financial reorganization o f
Oregon was discussed by State
Senator Phil Hitchcock. Klam
ath Falls, at a meeting of Med
ford League of Women Voters
held Saturday at the Jackson ho
tel. Mrs. H. S. Hlnman, first vice
president, presided.
Mr. Hitchcock sketched brief
ly the simplicity of the states
financial and administrative pat
tern in earlier days and contrast
ed it with the complicate and
expensive program of today. He
slated that the change had been
brought about partly by Inflation
and partly by Increased sen ices
requ-red of government by citi
zens' of today.
State departments have grown
in a sort of patch-work develop
ment, he said, with various de
partments being allowed to func
tion independent of others even
though the work they do over
laps. As an example of this, he
cited the department of motor
vehicles.
The "Little Hoover commit
tee", appointed by act of the
1940 legislature, met through
out the year between legislative
sessions and made definite rec
ommendations regarding fiscal
reorganization of the various de
partments of Oregon. Mr. Hitch
cock said. These recommenda
tions were embodied in 1IB 611.
which set up a department of fi
nance and administration respon
sible to the governor.
Mr. Hitchcock said some of the
economies effected by the depart
ment include: controlling budgets
of different departments and
thereby equalizing salaries of
employees; reducing number of
state owned vehicles through or
ganization of car pools: making
utmost use of state printing of
fice rather than allowing depart
ments to hire outside firms on a
noncompetitive basis: setting up
uniform accounting system for
all departments; improving pur
chasing methods, done under
complete inventory for entire
state, and carried out by ap
proved business methods.
Mr. Hitchcock concluded by
saying that efficient methods
may not bring 100 per ent effi
ciency in government, but it is
the first step, and the second
step is up to the voters who
should see that qualified and
competent people are put into
office.
Mr. Hitchcock was Introduced
by Mrs. Ben Day. who later dis
cussed some of the tax measures
which will be on the November
ballot
Mrs. C. Rease Bralcy. chair
man of the nominating commit
tee, made her report and Mrs.
Paul Janey reported on the pro
posed budget for the coming
year.
