Tearful Little Girl To Leave Dog
Despite Offers of Money for Trip

Brandt, brokenhearted as only
a three-year-old can be, will
move to Texas April 12 without
her beloved "Chris," despite a
flood of offers from sympathetic
grownups to finance the dog's
transportation to Texas, too.
Mrs. Orville Brandt, the
child's mother, made the difficult
decision Saturday.
Mo Space for Do?
"We appreciate the offers, but
I think Chris will be happier
where he is. It's not a matter of
money, but we wouldn't have
space in Texas City. We'll be
living in an apartment for at
least six months, and there will
be six of us three other kids
besides Kay.
"We've promised her another
dog lust as soon as we have a
place to keep one. She's getting
over her heartbreak fast."

Clair Engle (D., Calif.), of a
House reclamation subcommittee
said Saturday he doubts the
legality of an "upstream use"
section in a bill to authorize the
Hells Canyon dam on the Idaho
Oregon border.
Under the section, the Bureau
of Reclamation would file under
state law for rights to water to
operate the project. But the fil
ings would be subject to reserva
tions for "reasonable and equit
able" use of the Snake river for
future "upstream irrigation.
"I don't think they can do
this," Engle said when the sec
tion was discussed during a sub
committee hearing on the bill.
Reclamation Law Cited
He said that under reclamation
law, the government nas to de
pend completely on state laws
in acquiring water rights and
can't make reservations.
"Water is a resource belonging
to the state," Engle said. "The
government acquires it only by
state law."
Rep. J. Wesley d'Ewart (R.,
Mont.), said the section meant
the bureau would follow state
law only up to a point. He also
said the project plan called for
use of some 2,800,000-acre feet
of water more than the average
flow of the stream.
"In my opinion," Engle agreed,
"the government has fb have
some assurance that it will have
the water to operate the project
or it would be spending $350,
000,000 for nothing."

Story of Beating Is Phony
Hollywood U.R) Sheriff's
detectives had another story to
unravel Saturday from television
actress Anne Sterling on how
she was beaten last Monday, aft
er her confession that her tale
of assault by four men was as
phony as a peroxide blonde.
The platinum-haired Italian
born performer issued a state
ment to officers through her
press agent Friday that "a rich
and powerful" man with a cane
"threw me down" in his bed
room, "lifted my ballerina skirt
and beat me with the cane."
Hollywood Playboy Named
' She named a wealthy Holly
wood playboy as the alleged per
petrator of the beating, but said
she would have to confer with
her attorney before she signed
a complaint against him.
. The charge was hotly denied
by the man, who termed the
bionde actress' story "preposter
ous."

Oregon's State
Welfare Budget
Estimate Given

gon State Welfare commission
has received budget estimates
totaling $30,647,306 from the
state's 36 county welfare com
missions. Miss Loa Howard, welfare ad
ministrator, said the proposed
budget was within the funds pro
vided by the 1951 legislature but
that county figures probably
would be cut in some cases.
The legislature provided $63,
752,909 for the biennium and
Miss Howard said expenditures
to date had been running with
in the budget figure.
Dentists Asked to Confer
The commission asked Miss
Howard to confer with the Ore
gon State Dental society about
adjusting the fee the state al
lows for dental services. The
action followed reports that den
tists were unwilling to perform
services at the present fee.
The commission also decided
for the second year to drop chil
dren, except the handicapped,
between the ages of 14 and 17
from public assistance rolls dur
ing July and August. These are
months of highest seasonal em
ployment, Miss Howard said,
and in experimenting with the
policy last year no instance of
hardship was reported.
TWINS PILE UP

sets of twins were born within a
week at St. Mary's hospital. The
four mothers already had a com
bined total of 23 children.

Detectives held their tongues
in their cheeks concerning Miss
Sterling's latest story. In refer
ence to the original tale, Investi
gator Gil Leslie said:
"A lot of things we were
told just didn't fit together."

It expects a record 40 million
visitors to enjoy America's
parks, monuments and other rec
reational areas. N
Lack of Space Feared
The service will be glad to see
so many persons visit its far
flung park system, but is afraid
they may be a little cramped for
sleeping and eating quarters.
"The available accomodations
are practically the same as be
fore World War II." an official
said. "That means that visitors
are bound to be a little crowded
if our expectations are filled."
12 Per Cent Increase in 'SI
Last year, the national park
recreational areas were visited
by some 36,700,000 persons,
about 12 per cent more than the
previous year. During the past
five months of the park system's
present "travel year," 7,178.000
persons visited the recreation
spots, about 12 per cent more
than during the same period a
year earlier.
One of the agency's big fears
is that the visitors will get too
familiar with the supposedly
"tame" game roaming in some
of the parks.
New Regulations
For that reason, it will be
against the regulations for the
first time this year to feed,
touch or molest deer, moose,
buffalo, mountain sheep, elk or
antelope.
There has' been a long-standing
rule about getting too
friendly with bears.
Engineers Call Bids
On Fairchild Project
