United Nation official have
adopted a "wait and see" attitude
toward armistice to Korea. They
do not anticipate an early peace.
Some U.N. correspondents on
the press train at Munsan are
more optimistic. Their guesses on
an armistice date range from
April 10 to August.
The United Press surveyed of
. licial and unofficial sources this
week and found that most per
sons close to the truce talks
believe Russia hold the key to
to their success or failure.
No one could say exactly what
Russia, who inspired the talks
in the first place, hope to gain
by seeing them drag on month
after month.
There have been waves of opti
mising from time to time, some
based on actual progress. Some
of the most recent optimism was
based on remarks by Communist
correspondents at Panmunjom.
Optimism has resulted also
from reports originating in vari
ous U.N. capitals, all unconfirm
ed. There have been reports that
May 1 was set as a "target date"
but there has been no confirma
tion here.
In Tokyo, the highest officials
told this correspondent that tney
have no idea what is going to
hatmen in Korea. They want
peace and they have made many

an honorable peace and they are
ready to fight again if necessary.
In Seoul, 8th Army Command
er James A. Van Fleet told

Considerable Speculation
"There has been considerable
peculation on the peace target
date ever since the armistice
talk began last July. However
I am not aware of any official
current target date.
"A 8th Army comander I
have made my stand clear re
peatedly that I am not connected
with the negotiation at Panmun
jom and my mission is solely that
of guiding the 8th Army in re
sisting Communist aggression."
At the U. N. advance camp
at Munsan, United Press War
Correspondent Leroy Hansen
polled correspondents covering
the negotiations. He reported:
"Correspondent here believe
a Korean armistice definitely is
possible, although one thinks a
lasting peace is not
"Estimates on when an armi

April to August. Dates mention
ed included April 10, April 23.
April 29, July and August.
Three major issues remain to
be solved:
1. Prisoner exchange. The
U. N. stands firm for voluntary
repatriation, the Reds want
forced return of all regardless
of individual desire.
2. Rehabilitation of North Ko
rean airfields. The U. N. will
agree that certain fields may be
repaired. The Communists say
there must be no restriction. It
appears to be mostly a matter
of principle with them, as the
present U. N. offer would im
pose little control.
3. Nomination of Russia as
a neutral truce Inspector. The
U.N. does not consider Russia
neutral.
U.N. negotiators do not like
the slow pace of the talks. But
they urge the American people
and those of other U. N. member
nations to be patient. They hope
the people will never demand
armistice at any price:
Patrol Chiefs Meet
On Truck Agreement

Oregon, and Idaho met here Sat
urday in an effort to work out
a truck reciprocity agreement
on truck licenses.
Washington State Patrol Chief
James Pryde called the meeting
with A. P. Bunderson, Idaho su-
perintendent of state police, and
Lee Bown, deputy Oregon super
intendent of state police.
Pryde said the state patrol in
Washington has received com
plaints from Spokane firms do
ing business in Idaho that the
state was not living up to the
reciprocity idea.

Whereas Dingwell. from his
science of man, hints that
America Is degenerating into a
matriarchy, Sturgis say it
should be a matriarchy in ac
cordance with its horoscope and
the horoscope of the world.
"Adam Rib Capers"
The astrologer predict the
day is coming when the Olympic
games will become the "Adam
Rib Capers" at which one female
wrestler will grapple with, and
subdue. 10 male warriors.
"These capers will only be
held near hospitals and ceme
teries." Sturgis adds grimly.
"The English gentleman must
become accustomed to the au
dacities of the American ladies,"
Sturgis adds. "They will become
bolder as men everywhere be
come colder, for centuries end
centuries. This happened before
in the age of Isis, many eons
ago.
"It will happen again," Stur
gis predicts, "in this age of Mar
garet Truman, with Missouri
spreading feminine independence
over the entire earth.

International Brotherhood of
Electrical Workers. Local No.
123. announced Saturday its
membership will strike against
the Portland General Electric
company in two week's unless
progress is made in contract negotiations.
About 980 electrical workers
would be affected.
Will Continue Negotiations
Robert H. Wooden, business
agent, said the strike was
planned for 8 a.m. Monday, April
14, but the negotiating committee
would continue meeting with
PGE representatives in an effort
to break a stalemate over wages
and working conditions.
Linemen, groundmen, truck
drivers, substation and hydro
electric operators and station
wiremen employed on the com
pany's properties in Oregon are
involved in the negotiations.
PGE properties extend gener
ally in the Willamette valley
from Salem to the Portland area.
Wall Street
New York (U.R) Steel shares
stole the spotlight on the New
York Stock Exchange Saturday
with gams ranging to more than
a point.
Outside of the steel group,
rails also continued their cur
rent advance, moving prices in
this group to new high ground
since April 8, 1931. '
Expectations in wall street that
there will not be a steel strike
bolstered sentiment consider
ably. The rails met demand on
the possibility of an early freight
rate hike and sharply higher
earnings for most roads for the
first two months of 1952.

Marines Reported
Hearing Heeded
Manpower Goals
Washington (OB The
Marines disclosed Saturday they
are making substantial progress
toward their goal of building up
to three full divisions and three
air wings in the near future.
When the Korean war broke
out the Marines had two under
strength divisions and two air
wings. It was decided to build up
to three divisions and three
wings.
Normally, a Marine division
consists of three regiments, each
having three battalions with
about 1,000 or 1,100 combat
troops per battalion.
Since the decision to organize
a third division, the Marines
said six new Marine battalions
have been activated at Camp
Pendleton, Cal. Some sources in
dicated that the remaining three
battalions will be activated by
the end of June, but not all of
the nine units In the new divi
sion will be at full strength.
The third Marine air wing has
been authorized to start moving
to its new home at the Miami,
Fla.. Marine Corps Air station
as space becomes available. Itr
organization has not developed
as rapidly as that of the ground
division.
First reports of the organiza
tion of a third Marine division
brought speculation that the
Second division, now at Camp
LeJeune, N. C, would be trans
ferred on paper at least to
Gen. Dwight D. Eisenhower's
Western European Defense
forces. This has not been con
firmed. The First division is fighting
with Gen. Matthew B. Ridgway s
United Nations forces in Korea.
The Senate has passed a bill
setting a Marine Corps maxi
mum strength limit of 400,000
officers and men. including com
bat and supply troops and air
men. It also would provide four
full strength divisions and four
air wings.
