Nixon Predicts Tax Check

during the committee's long hear
ings will be turned over to the
departments next week to de
termine whether there was any
"subterfuge" to avoid taxes and
if various ship transfers were
legal. '
The committee concluded hear
ings Friday on Involved surplus
tanker transactions that netted
former Rep. Joseph E. Casey (D.t
Mass.) and a group of associates
$3,250,000 on investments of
$101,000.
Some damaging admissions
were made by those involved and
they'll have to pay through the
nose in taxes," he said.
Hoey said the hearing showed
the "pattern resulting from sale
of ships to American companies
that formed foreign companies,
channelled profits through them
and escaped taxes."
He said it was up to the rev
enue bureau to determine if such
steps were a "subterfuge" to
avoid U. S. taxes.
Nixon also predicted that the
committee's evidence would
speed up an investigation started
by the Justice Department to see
if the government should seek
recovery of 46 ships bought from
its war surplus pool. The investi
gation covered tankers obtained
by the Casey group.
Though Canada is a coal-producing
nation, she took 16 mil
lion tons of U. S. Bituminous in
1949.

Election System
Challenge Sent
To Supreme Court
Washington U.R) A consti
tutional challenge of the presi
dential election system, which
could form the basis for a south
ern revolt against President Tru
man, has been placed before the
Supreme Court.
At issue is whether a presi
dential elector is required to vote
for the party's nominee for Presi
dent and vice-president.
The constitutional test was in
itiated by Edmund Blair, St.
Clair county, Alabama, who was
a Democratic presidential elector
in 1948 and wants the job again.
But in filing his declaration of
candidacy for the state primary
May 6, Blair refused to pledge
support to the candidates nomi
nated at the Democratic conven
tion. No Truman Vol
Blair emphasized he will not
vote for "Harry S. Truman or for
any one who advocates the Truman-Humphrey
civil rights pro
gram." Electors cast a state's vote for
President after the people's pref
erence is determined by a ma
jority of votes in the general
election. .
. The procedure has been purely
routine for more than a century
because electors have automat
ically voted for whomever is
nominated at the party conven
tions. Revolt Possible
There has been speculation,
however, that if Mr. Truman
were renominated on the Demo
cratic ticket this year, it might
cause a southern revolt with the
electors voting for another man
for President.
The result might be to throw
the presidential election into the
House of Representatives, where
the southern states, with one vote
each, would have more relative
power than on the basis of elec
toral votes.
Cause of Man's Death
Believed Heart Attack
City police reported that Wil
liam D. Jones, 53, was found
dead yesterday m the bathroom
of an apartment house at 310
North Bartlett street. The man
probably died from a heart at
tack, according to the police
report.
The body reportedly was
found by George B. Mead, resi
dent of the apartment house,
and Lyle B. Merrill, 312 North
Bartlett street.
The coroner's office also in
vestigated. The body is at Conger-Morris
funeral home.

Second Break in One Week
Attempted at Salem Jail
Salem (U.R) It was a good
try, but the attempt of some of
the inmates of Marion county
jail, in the antiquated courthouse
smack dab in the center of down
town Salem, were thwarted in
their attempt to saw their way
to freedom.
Sheriff Denver Young said the
inmates had sawed through two
cell bars then were surprised
late Friday before they had a
chance to hide hacksaw blades.
No one was caught sawing or
holding any of the equipment,
but pieces of five blades two
of them whole and a foot-long
pry bar were found in a shake
down of the jail, which is on the
first floor of the old building.
Second Try
Young theorized that the
blades and pry bar might have
been handed in through the
small hole in the outer wall of
the jail, made last Monday. He
said some of the same three to
five prisoners were believed re

For Highway Problem

State Highway commission Sat
urday had under consideration
a proposal of the U. S. Highway
20 association for a four-lane
route between Corvallis and
Philomath and between Corvallis

how the Philomath improvement

from Philomath back to Albany
and you probably wouldn't need

Moose Exits Plowed
On Alaska Railroad

said Saturday a new style moose
exit may help prevent destruc
tion of the animals on the Alas
ka railroad.
Exits which have been plowed
in the piled snowbanks at right
angles to the tracks have failed
to attract the moose. The new
plan calls for opening runways
straight ahead at places where
the railroad turns.
