National Civil Defense Plans
Not Just Hit and Miss Affair

Don't be fooled by recent criti
cism that newly-initiated na
tional civil defense planning is
just a hit and miss affair.
There's more to the program
than just watching for enemy
airplanes, although that state
ment does not excuse Oregon's
last place position on the Pa
cific coast in air raid warning
and ground observation develop
ment. Washington leads Pacific coast
ground observation organization
with an estimated 65 to 85 per
cent of the job completed. Cali
fornia's work in that depart
ment is classified as "reason
able," but less than Washington
and "much more" that Oregon,
which defense leaders estimate
at 30 to 35 per cent.
Much Groping
Three factors generally have
'given Oregon civil defense a
black eye in thet public's mind:
1. During the February-May
period this year there was evi
dence of much groping between
state defense divisions with the
result that a lack of coordina
tion appeared in overall plan
ning. 2. No monetary appropria
tions have been available for
Oregon civil defense planning,
and, as a result, the few dollars
spent were diverted from a num
ber of state office funds. Cali
fornia, on the other hand, pro
vides money for paid administra
tive and secretarial staffs.
3. Organization in the air raid
warning and ground observa
tion office of the services depart
ment in state civil defense was
not satisfactory. This is the of
fice that citizens and public of
ficials tended to grade the en
tire efforts of the state defense
organization.
Picture May Change
But the picture may change
completely in the next 80 days
through better coordination in
the departments as a whole and
leadership in the vital air raid
warning office.
The brighter picture develops
from last week s report of the
call to active duty in the Oregon
national guard of Lt. Col. Claud
G. Farrow of Portland. He will
fill the newly-created post of
Raspberry Crop
In Production
Gold Hill, June 26 The 1950
crop of raspberries have just
come into production and the
first shipments of Rogue valley
fruit were scheduled to leave for
San Francisco this morning.
J. Wallace McCloy, Gold Hill,
president of the Rogue River
Valley Berrygrowers associa
tion, said he expects a heavy
crop this year possibly about
15,000 crates from association
members? The association rep
resents 95 per cent of all the
growers in the valley.
Expects Good Price
The association also expects
a healthy price situation this
year. Last year, which McCloy
called a poor year, raspberry
growers cleared SI, 000 per acre
after all harvest charges. Un
like the strawberry crop, rasp
berries this year suffered no
spring cold damage so consum
ers will get the full production.
No raspberries grown by asso
ciation members will go to pro
cessors this year. Air express
shipments to the Los Angeles
area begin tomorrow,
t Raspberries will be in produc
tion about 30 days and the first
boysen and nectarberries should
reach the market shortly after
July 4, lasting throughout the
month. A good crop and good
prices are also expected for the
fruit and 20 per cent of the crop

supervisor of the state ground
observer corps (or 90 days, the
weak link in all state defense
planning to date.
As for the lack of money to
finance state defense prepara
tion, Gov. Douglas McKay put
it this way:
"The next legislature will
have to decide whether we will
have a civil defense organiza
tion in Oregon or not. It will
have to approve a budget for
such an organization, or ejse
civil defense organization in the
state cannot continue."
May Seem Wasteful
Air raid warning and ground
observation may seem wasteful
because of radar.
But one example of radar's
weakness was pointed out by
Jack A. Hayes, one of five state
defense deputy directors under
Director Louis E. Starr of Port
land. Hayes said that mountain
ranges cut into radar screens and
make excellent curtains for ap
proaching enemy planes.
While Oregon lags behind her
neighboring states in ground
observation development, the
state generally leads the rest of
the coast in overall disaster plan
ning.
The best developed disaster
planning in Oregon's defense
picture, Hayes said, is fire pro
tection in the security division,
headed by Maj. Gen. Thomas E.
Rilea. adjutant general of Ore
gon. There is a complete file on
Oregon fire resources of equip
ment and manpower.
Mutual Aid Plans Signed
In addition, Clackamas, Mari
on, Yamhill, Lane, Washington
Tillamook and Clatsop counties
have signed intra-county mutual
aid fire defense plans for use
during any disaster, whether it
be during war or peace. Linn and
Benton counties are in the proc
ess of reaching similar agree
ments. He predicted that all Oregon
fire departments would be tied
into mutual aid pacts by Sep
tember 1.
Hayes said police and medical
mutual aid plans would be sign
ed into effect throughout the
state in the near future, and
they will be patterned after the
system developed by county fire
departments.

Eastern Republicans
Back McCarthy Drive
Atlantic City, N. J., June 26
U.R) Some eastern states repub
lican leaders gave their blessing
today to Sen. Joseph R. McCar
thy's free-swinging campaign to
prove that the state department
is communist-infested.
Sen. Owen Brewster of Maine,
chairman of the GOP senatorial
campaign committee, told a
conference of republicans rep
resenting 17 states and the Dis
trict of Columbia:
"In the immortal words of
Dean Acheson, 'I will not turn
my back' on Joe McCarthy. As
an American I prefer a fighting
marine to a convicted traitor."
This was a reference to the
secretary of state's remark after
Alger Hiss was convicted of perjury.

National Democratic
Leaders Visit State

of the Democratic National com
mittee, and vice-chairman and
director of women's activities
Mrs. India Edwards moved into
Portland Saturday with the
avowed intention of making
Oregon a democratic state.
Members of the democratic
party in Oregon now out
number republicans by some
8,000 in registrations, but the
state has a solidly republican
congressional delegation and a
republican governor.
"This has got to be changed,"
said Boyle, "and with the work
that has been done in the past
two years by your local party
people, I think we can do it."
Boyle said the democrats ex
pected to "get some congres
sional seats and the governor
ship." He spoke of Monroe Sweet
land, national committeeman;
Nancy Honeyman Robinson, na
tional committeewoman, and
William L. Josslin, state chair
man, as having done a "wonder
ful job in Oregon."
Boyle and Mrs. Edwards spent
the day in conference with party
lenders and rank-and-file mem
bers in Portland and planned
to motor to The Dalles Sunday
afternoon for a dinner meeting
with business, labor and farm
groups.
At an interview, Boyle had
some comments on the north
west's flood situation.
"Flood control," he said, "is
a part of President Truman's
program for the Columbia val
ley, and the present situation
shows why It should be carried
out.
"Wasn't it your governor Mc
Kay who said 'What's wrong
with the way we're doing It
now?' Well, we don't go along
with that."
