The annual shortage of box
cars on the railroad system
which serves the Oregon coun
try has begun earlier than usual
this year. The best estimate is
that shippers are now receiving
only 70 per cent of the cars they
need. The principal commodity
affected is lumber. Unless this
condition is improved soon em
ployment in the lumber and log
ging industry will be reduced
accordingly.
Ordinarily there is a seasonal
shortage of cars which occurs in
the fall when the grain crop
must be moved. Usually the con
dition, though serious and cost
ly, does not last more than a
couple of months. But this year
is different. The car shortage be
gan to be felt in May and shows
no signs of diminishing as the
peak grain loading weeks ap
proach. What is the reason for
the car shortage now? The basic
trouble is that the railroads own
box cars enough to handle the
rail transportation needs of a

ut not enough cars to serve our

00. However, the off-season ap
pearance of a shortage is said
to be due, first, to the upset tn
our rail network caused by the
recent strike on a number of
roads. Secondly, the prolonged
coal strike caused the railroads
considerable trouble the effects
of which are still felt.
I have spent considerable time
discussing the problem with of
ficials of the interstate com
merce commission here. They
state frankly that they cannot
figure out a solution that will
give any immediate relief. Cars
cannot be produced by passing
a law or issuing an order. Ap
parently the railroad officials
are just going to have to pull off
their coals and step up their
operating efficiency.
LATELY I HAVE made ap
pearances before the committee
for reciprocity information on
behalf of the bulb and plywood
industries. The committee with
that fancy name is not much
more than a "wailing wall" at
which people may recite their
troubles. The troubles are caused
by the way in which the state
department is reducing tariffs
under the reciprocal trade agree
ments law. The bulb growers
and plywood workers are in the
unfortunate position of sending

less than our labor cost alone.
U. S. plywood, for example,
costs 43 per cent more to pro
duce than plywood produced in
Canada. Since 194 foreign flow
er bulbs have flooded the mar
ket here at such low prices that
our growers are driven out of
business. But up to now, at
least, our state department offi
cials who set tariff rates have
turned their backs on United
States producers and appear to
think only in terms of aiding
foreign industry,
I have not heard of any case
wherein local producers are ask
ing an advantage over foreign
goods. All that our people are
asking is that tariff rates b,e so
fixed that foreign produce will
sell at prices that are reasonably
near competitive with domestic
prices based upon costs in the
United States.

the war our benevolent govern
ment went into the business of
financing prefabricated houses
via a privately owned corpora
tion known as Luslron. The re
construction finance corporation.
which poured $37,500,000 into
the Lustron corporation, has bid
in the firm for $6 million. At
the sale of the Lustron assets
the RFC offered the only bid,
announcing It was acting to
"protect" its Interests. Lustron
repaid the government only $1
million on the huge loan made
to the firm. The RFC says that
the Lustron plant will remain
closed while it tries to resell to
private interests.
'Guiding Hand' Given
Praise by Survivors

Three members of a boating
party who survived their 27-foot
cabin cruiser's plunge over a 15
foot Allegheny river dnm credit
ed today the "guiding hand" of
a big soft-spoken lock-t e n d e r
with saving their lives.
The hpro of the accident,
which took four lives, was John
Woffenden, 49. He went with a
companion to the cruiser's aid
in an open skiff, only to enpsize
and be trapped in the powerful
backwash of the dam.
Companion Drowned
H I s companion, Locktender
Hull Wright, 50. of Oakmnnt,
drowned, but Woffenden man
aged to reach the wreckage of
the cruiser. Clinging to the
wreckage for six hours, he en
couraged the survivors and told
them hnw to keep afloat.
"It was the guiding hand of
Woffenden that saved our lives,"
Charles Kreig, 2B, of Oakmont,
said. "He kept telling us (o keep
our courage up and he told us
how to move our weight around
to keen the capsized boat level
and afloat."
The cruiser, with six aboard,
was returning from a midnight
cruise when the accident occur
red early yesterday. The pilo'
apparently missed the 70 fool
wide entrance to the lock which
by-passes the 15-foot dam.

Programs Aid Patients
"Those programs do more for
my patients than all the miracle
drugs," Mother Margarita said.
"They give them happiness and
contentment. You ought to see
the girls primp up . . rouge and
lipstick and curls and ribbons!"
After one show the Hollywood
sang left with: "include us in
your prayers, kids.
